    Programme Management Officer

    This position is located in UNEP/Ecosystems Division/Marine and Freshwater Branch at the Nairobi duty station.

    Under the direct supervision of the Head, Marine and Freshwater Unit and within delegated authority, the incumbent will be responsible for the following duties:

    Responsibilities

    1. Develops, implements and evaluates programmes/projects, monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    2. Provides strategic and advisory support services to unit head, including the review and analysis of emerging issues and trends, preparation of evaluations or consultations, or other research activities and studies as requested.
    3. Mainstreams marine and freshwater programme priorities into UNEP’s Medium-Term Strategy (MTS) and Programme of Work (PoW) processes; identifies opportunities for collaboration and integration across UNEP.
    4. Coordinates reporting on implementation of UN resolutions or work programme accomplishments to UN Environment Assembly, Senior UN Management, and [other audiences] as needed for UNEP-wide reporting requirements. (e.g. MTS, PoW, etc.)
    5. Prepares briefing materials for Unit Head to deliver effective and impactful speeches and presentations; coordinates inputs from branch leads and prepares the Unit Head for internal meetings with Senior Management Team, and with other UN Offices, UN-Networks, and MEAs.
    6. Coordinates, prepares and submits programme inputs to multilateral environmental agreements (MEAs) and other international fora as appropriate.
    7. Provides substantive backstopping to consultative and other meetings or conferences to include proposing agenda topics, identifying participants, preparation of documents conducting workshops and delivering presentations as requested.
    8. Expands and maintains UNEP’s marine and freshwater network, facilitates partnership development and resource mobilization opportunities.
    9. Liaises with UN Divisions and relevant UN/international organizations as well as regional bodies/initiatives, such as regional seas conventions and action plans, to formulate UNEP positions on marine and freshwater priorities and policy directions.
    10. Organizes activities related to budget reporting (programme/project preparation and submissions, progress reports) and prepares related work programme documents/reports based on research and analysis of information gathered from diverse sources.
    11. Performs other related duties as may be requested by the Head of Marine and Freshwater Branch.

    2. COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
    3. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

    Advanced university degree (Master’s degree or equivalent) in marine affairs, marine policy, integrated coastal management, or oceanography is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience

    1. A minimum of seven (7) years of progressively responsible professional experience in marine, freshwater or coastal management including working on policy development and implementation or related fields is required.
    2. At least five (5) years of experience at the international level is required.
    3. Experience working in a national government on marine policy/integrated coastal management is desirable.
    4. Experience in the coordination of diverse stakeholders, including national or multi-national government institutions, civil society or private sector is desirable.
    5. Experience working within the United Nations context or similar international organization is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Working knowledge of another United Nations language is an asset.

    NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    United Nations Considerations
