    Programme Manager/Chief of Party

    Context:

    • The search for sustainable solution pathways for the current 3.8 million internally displaced persons (IDP) is a critical issue for Somalia. The Scaling Durable Solutions in Somalia Programme funded by the United States Agency for International Development (USAID) is a three-year innovative programme that will help IOM to make sustainable solutions pathways at scale a reality in Somalia.
    • This programme is part of the Danwadaag Durable Solutions Consortium portfolio of programmes which has additional durable solutions programming supported by USAID, the European Union and the World Bank. Under the overall supervision of the Chief of Mission in Somalia, and under the direct supervision of the Senior Programme Coordinator (Emergency and Post Crisis), the successful candidate will be responsible for the overall coordination of activities of USAID funded Scaling Durable Solutions Program as well as oversight of the wider Danwadaag Consortium portfolio

    Core Functions / Responsibilities:

    • Oversee the Scaling Durable Solutions in Somalia programme to ensure the successful implementation of the Programme and provide relevant information for performance management and monitoring of Programme activities.
    • Oversee programmatic, financial, administrative, logistical, and relational responsibilities for all programme activities and ensure that IOM standards and operating modalities are met wherever the programme is implemented.
    • Act as key point of contact for this program with the donors
    • Provide strategic and technical leadership and create an enabling environment that cultivates a strong adaptive and learning-by-doing approach.
    • Seek programmatic partnerships and synergies with other humanitarian and development partners and government entities
    • Design programme strategies and lead the programme in its efforts to support the successful (re-) integration of internal displaced people in Somalia
    • Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations.
    • In coordination with the relevant IOM Mission departments, Headquarters (HQ), and others, ensure the timely submission of narrative and financial reports to the donor.
    • Manage the implementation of the programme’s research and pilot initiatives at the field level in accordance with the overall objectives of the programme by directly supervising programme implementation staff in the identification of grantees and partners, technical consultants, and other programme implementers.
    • Supervise the Danwadaag Consortium Coordinator who ensures day-day implementation of the Consortium activities
    • Coordinate all programming thematic areas/units, including capacity-building, training, and general support to national and partner coordinators. Build the capacities of IOM and Danwadaag partner staff on the issue of durable solutions through a combination of formal training, sharing of best practices, and knowledge management. Ensure that all partners are coordinating together smoothly to achieve the programme objectives.
    • Ensure regular coordination with other IOM activities in Somalia, as well as complementarity and synergies among all project activities in the missions, and other USAID implementing partners including, but not limited to: trainings, workshops, and awareness-raising and advocacy campaigns to achieve the overall objectives of the programme.
    • Coordinate the implementation of a robust Monitoring and Evaluation system to ensure the transparent use of donor funds. Report potential corruption issues to the donor according to established procedures.
    • Develop strategies for working with government entities, civil society actors, private sector companies, displacement affected communities , and others to implement target activities aimed at providing sustainable pathways to solutions
    • Organize and lead trainings and lessons learnt dissemination sessions for durable solutions actors on topics such as (re-)integration strategies, how to measure progress towards durable solutions, challenges related to solutions pathways, and recommendations to strengthen programming and policies to address the challenges of durable solutions in Somalia.
    • Keep abreast of policies, international standards and best practices relating to durable solutions, the protection and assistance of vulnerable internally displaced persons, return and reintegration, and humanitarian response, amongst others, for further enhancing the programme.
    • Undertake travel to Somalia and potentially other countries as required.
    • Perform such other duties that may be assigned.

    Required Qualifications and Experience:
    Education

    •  Master’s degree in Emergency Management, International Relations, Political Science, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
    •  University bachelors degree in the above fields with nine years of relevant professional experience.

    Experience

    •  Extensive experience in implementing programmes of durable solutions and strengthening government and civil society capacity;
    •  Previous experience coordinating a durable solutions consortium on a donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contracts and international organizations and donors;
    •  Specific experience and specialization in at least two of the following is required: durable solutions programme management, strategy development, partnership management and/or government capacity building;
    •  Demonstrated experience managing programmes that effectively address solutions for internally displacement persons; and,
    •  Experience working in Somalia is strongly preferred

    Skills

    •  Demonstrated skills in effectively working, coordinating and negotiating with other durable solutions actors, donors, other USAID projects, U.S. embassies and host country governments and local authorities;
    •  Ability to manage USAID and other donor awards and all required reporting requirements;
    •  Experience managing staff from diverse environments and backgrounds.

    Languages

    • IOM’s official languages are English, French, and Spanish.
    • For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
