    Programmes Officer (Special Focus on M&E)

    Main Responsibilities

    Programme planning and development

    • Assisting in the review and implementation of organisational MEL systems, programme indicators and reporting systems for programme activities.
    • Provide technical input in development of logframes and monitoring frameworks for new project proposals.
    • Training field staff in the use and sharing of project data.
    • Contributing to the development and maintenance of the programmes data management systems for increased data accuracy, reliability and increasing programming impact and coverage.

    Monitoring, Evaluation and Learning

    • Working with programme teams to conduct project assessments.
    • Working closely with the programming team in carrying out regular M&E audits.
    • Conducting regular field monitoring visits and supporting project staff to ensure that they have the capacity to collect and manage project data efficiently.
    • Compiling, analysing and reporting data for key programmatic outputs, outcomes, and impact indicators, including routine data validation.
    • Working with the programme team to coordinate project review meetings.
    • Ensuring timely production of quarterly and annual internal and external M&E reports based on agreed performance indicators.
    • Continuously using evidence gathered to improve the quality of our programming and identifying new areas of opportunity.

    Project management

    • Provide ongoing assistance in the implementation of projects to ensure effective planning of activities and quality delivery of projects.
    • Maintain up to date documentation relating to implementation of projects .
    • Participating in the development and review of quarterly and annual project work plans and budgets; and recommending new approaches for improving project’s efficiency and effectiveness.
    • Review and track progress on project implementation as well as on the utilisation of project resources.
    • Assisting in the facilitation of project related workshops and training.

    External Relations

    • Sharing Child.org’s key programme findings and learning in relevant county government forums, Technical Working Groups, committees and meetings.
    • Communicate effectively to different stakeholders/platforms/audiences about Child.org’s work.

    Person Specification

    • Bachelor's degree in statistics, social sciences or equivalent academic degree in other relevant subjects.
    • Additional training and certification in project monitoring and evaluation is preferred.
    • At least 3 years demonstrable experience working in programme monitoring, evaluation and learning.
    • Thematic knowledge in conducting monitoring and evaluation for maternal and child health and education programmes.
    • Experience in development of project log frames and monitoring and evaluation frameworks.
    • Experience in conducting programme evaluations including development of data collection tools, data management and analysis.
    • Experience and ability to conduct training for programme teams.
    • Experience in providing technical support to county records and information departments.

    Knowledge and Skills:

    • Competency with a statistical database such as EPI Info, SPSS, or STATA is desirable
    • Sound computer literacy skills, especially Excel/Google Sheet formulas/Google docs.
    • Skills in project management is an added advantage.
    • Working in complex cultural environments.
    • Good negotiation and diplomatic skills.
    • Good report writing skills.
