    Public Health Specialist (Global Fund Liaison)- PEPFAR

    Duties

    • The Global Fund Liaison is a member of the President’s Emergency Plan for AIDS Relief (PEPFAR) office and works closely with the interagency leadership and technical teams of the program. The Liaison is a strategic thinker and supports planning and coordination in collaboration with the PEPFAR Coordinator and the interagency leadership. The position will maintain strong working relations through routine and regular meetings with the Global Fund Country Coordinating Mechanism in Kenya, the Global Fund local funding agent in Kenya, and the Global Fund Kenya Portfolio Manager in Geneva to monitor application processes, grant implementation, funding disbursements and reporting. The Liaison will support and manage the completion of deliverables required for the PEPFAR country operational plan (COP) process and coordination meetings of the PEPFAR interagency with external partners including the government of Kenya and Global Fund.
    • The Liaison will increase and strengthen programmatic coordination between U.S. government and Global Fund investments across HIV initiatives covered by the U.S. Global Health Diplomacy Office.

    Requirements:
    EXPERIENCE:  

    • Minimum 5 years of progressive responsible management experience in public health programming, three years out of this must be in a developing country.

    JOB KNOWLEDGE:

    • Demonstrated, comprehensive understanding of public health prevention, health facility and community-based health care initiatives, including program design, implementation, evaluation, and financial management
    • Ability to apply policy directives to activity design, implementation and monitoring and evaluation
    • Demonstrated experience working with HIV/AIDS programs
    • Ability to analyze problems and situations to both plan, design and carry out project studies and conceptualize, develop and implement new strategies and initiatives. Job holder must have a detailed understanding of the public health arena in which PEPFAR programs operate. This includes knowledge of level of public health resources available in country, level of education of public health professionals and standards of care.
    • Detailed knowledge of Kenyan government context, Min finance operation, Health system as it pertains to HIV & TB  

    Education Requirements:

    • Master’s degree in Public Health, Epidemiology, Demography, Social Works, or Psychology is required.

    Evaluations:
    LANGUAGE:  

    • Level IV English (Fluent, Writing/Reading/Speaking) and Level III Swahili (Good Working Knowledge, Writing/ Reading/ Speaking) is required.

    SKILLS AND ABILITIES:

    • Demonstrated experience navigating situations requiring high level diplomacy with host government.
    • Ability to exercise independent judgment regarding transparent communications processes across multiple stakeholders from government, civil society, development partners, and private sector
    • Ability to provide leadership and make decisions regarding public policy and professional, technical, administrative, and fiscal lines.
    • Excellent interpersonal, facilitation, and teambuilding skills/experience.
    • Ability to adapt to programming and technological changes and establish new concepts or programs accordingly.
    • Demonstrated technical leadership at conferences, meetings, and through presentations to resolve controversial issue and influence decision makers
    • Strong working competency in computer applications to carry out program management and statistical analysis
