    Security Information Analyst

    This position is located in the Security Information and Operations Center (SIOC) within the Division of Regional Operations (DRO) in Nairobi. The Security Information Analyst at P-3 level will work under the guidance of the Chief, SIOC and under the supervision of the Chief Security Advisor for Nairobi (First Reporting Officer), and the Chief, TRS (Second Reporting Officer). The Chief Security Advisor (CSA) of the duty station is responsible for all administrative and logistical support. This duty station has been designated by the International Civil Service Commission as a "B" hardship and family duty station.

    Responsibilities

    As part of the UNDSS TRS effort to timely identify threats and risks in the area, country and region, this position is part of the UNDSS Security Information and Operation Centre (SIOC) Nairobi. The Security Information Analyst (SIA) at P-3 level is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UN Designated Official and Security Management Team in a field mission to enhance the safety and security of UN personnel, assets and operations in Nairobi. The SIA will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

    Within delegated authority, the Security Information Analyst may be responsible for the following duties:

    1. Contributes to the provision of advice to the C/SA/Chief of Security Information and Operation Centre (SIOC) or a similar entity on threats affecting the United Nations;
    2. Evaluates and coordinates security information requirements, acquisition, collation and dissemination of security threat information to the Senior Threat and Risk Assessment Officer, CSA /SA or equivalent, Designated Officials and Security Management Teams;
    3. Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries;
    4. Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources;
    5. Assists Senior Officers, CSA/ SA or equivalent in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments;
    6. Contributes to the development of corresponding security advisories and recommendations on security operating procedures;
    7. Provides country-wide security risk analysis, briefing materials and presentations to CSA/ SA or equivalent, Designated Officials and Security Management Teams on security matters;
    8. Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
    9. Maintains effective communication channels with security authorities of host countries and other interlocutors;
    10. Drafts and coordinates timely dissemination of security threat information to mission leadership, Security Personnel;
    11. Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations;
    12. Contributes to the development of regional threat assessments in coordination with the Senior Threat and Risk Assessment Officer, Chief Security Adviser and equivalent in neighboring countries;
    13. Performs other duties as directed by the Chief, TRS, Chief SIOC and CSA.

    Education

    An advanced university degree (Master's degree or equivalent degree) in political, military or international relations or related fields. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

    Work Experience

    1. At least five years of progressively responsible experience in applied military, police, or political predictive analysis is required.
    2. At least two years of international experience in a multilateral organization in the field of criminology or corporate security is required.
    3. Experience in the analysis of either security, crime, political, or military trends is desirable.
    4. Experience in information or intelligence analysis is desirable.
    5. Experience in the preparation of analytical statistical reports is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
