    Senior Advisor, Cost Evidence Advocacy

    Key Responsibilities

    • Drive strategy
    • Develop and refine advocacy strategies for the IRC and IRC-led Dioptra Consortium that promote cost-effectiveness and value-for-money in humanitarian programming.
    • Transform strategies into actionable results-focused workplans.
    • Translate evidence
    • Translate research findings into accessible and persuasive policy briefs, op-eds, donor-facing materials, etc. (e.g.).
    • Lead storytelling efforts that highlight the impact of cost-effective interventions, using data-driven narratives.
    • Develop briefing materials and talking points for IRC leadership and technical colleagues.
    • Collaborate with IRC’s communications team to amplify messaging through digital, media, and donor channels.
    • Influence stakeholders
    • Identify and cultivate relationships with key stakeholders, including donors, policymakers, and peer organizations.
    • Represent BUR and the Dioptra Consortium in external coalitions, working groups, and strategic events.
    • Scope and engage influential bodies and networks for potential partnerships and joint advocacy initiatives.
    • Manage and track progress
    • Manage cross-functional projects that support advocacy goals, including donor engagement campaigns and policy launches.
    • Coordinate with internal teams and Dioptra consortium members to align on messaging and strategic priorities.
    • Monitor and evaluate advocacy influence and uptake of cost evidence in policy and funding decisions.

    Job requirements

    Work experience

    • Bachelor’s or master’s degree in public policy, communications, international development, or related field.
    • 5+ years of experience (bachelor’s degree) or 3+ years of experience (master’s degree) in research, advocacy, policy, or strategic communications within the humanitarian or development sector.

    Demonstrated skills and competencies

    • Ability to understand and translate complex technical findings into compelling evidence-aligned policy narratives.
    • Excellent writing and editing skills, with experience producing high-impact advocacy materials.
    • Experience managing coalitions, partnerships, or multi-stakeholder initiatives.
    • Familiarity with donor landscapes and funding mechanisms in humanitarian aid.
    • Excellent interpersonal and project management skills, with the ability to work across teams and cultures.
    • Proficiency in Microsoft Office and project management tools (e.g., Notion).
    • Fluency in English.
