    Senior Monitoring, Evaluation, and Learning Manager

    Position Summary

    • The Senior Monitoring, Evaluation, and Learning (MEL) Manager is a full-time Kenya based position. The Senior MEL Manager provides expertise and technical support to a portfolio of LINC projects, new business efforts, and strategic initiatives. As a member of LINC’s Programs Department, the Senior MEL Manager supports and serves as a resource to LINC’s worldwide portfolio of long-term and short-term programs, particularly the five-year USAID Global Labor Program-Inclusive Futures in Kenya. They also support the development of LINC’s technical products, support business development activities, generate knowledge products, and train and mentor staff. The Senior MEL Manager has proven skills, expertise, and experience in evaluation, research, complexity-aware monitoring, CLA, systems thinking, and training, and experience in sectors and/or geographies that are highly relevant to LINC’s current and future work. The Senior MEL Manager should be able to travel domestically and internationally as needed (expected to be 20-30%), contingent upon in-country health conditions and travel restrictions.

    Position Responsibilities

    Global Labor Program – Inclusive Futures specific responsibilities:

    • Provide technical MEL support, either remote or on-site, and ensure the project is implemented to a high level of quality.
    • Research, compile, write, and submit information, including results and their analysis, and respond to requests for data from the donor and other stakeholders. Support the timely preparation of periodic reports, workplans, MEL plans and technical deliverables.
    • Facilitate engagements with program stakeholders, provide MEL-related training, collaborate with partners and/or other technical experts, and deliver presentations to the client.
    • Play a key role in the design and management of the project’s CLA framework, promoting the availability and use of high-quality data for decision-making, integrating data analysis, reflection, and interpretation. Ensure that programmatic learning and results are fully documented, shared, and used to inform the program’s adaptive management processes.
    • Travel to program locations to lead data collection activities (e.g. Action Learning, Social Network Analysis), learning events (e.g. Pause and Reflect Sessions, Theory of Change reviews), train enumerators, engage program stakeholders and disseminate research findings.

    Other MEL related responsibilities:

    • Provide technical MEL support, either remote or on-site, to other projects in LINC’s worldwide portfolio and ensure they are implemented to a high level of quality. Activities may include evaluations, assessments, studies, and other research and learning activities.
    • Oversee assessments and evaluation activities, including developing terms of reference, implementation of workplans, developing research protocols, reviewing deliverables, and liaising with the client, in close coordination with the Team Lead. This includes serving as Evaluation Manager on evaluations LINC conducts.
    • Support strategic initiatives, including developing new products, refining methods, delivering training both internally and externally, and identifying and implementing research to support LINC’s mission. Generate knowledge products for internal use and for external dissemination that contribute to LINC’s thought leadership.
    • Support communications efforts, including the routine updating of project communications materials (e.g., project website, blogs, etc.) and developing outreach materials.
    • Support business development, including performing capture research and authoring portions of technical proposals.
    • Coordinate closely with other members of the Programs Department and LINC’s overseas project offices.
    • Travel to program field locations to support program management, new program start-ups, data collection, training, stakeholder engagement, or other needs, as appropriate.
    • Oversee the performance of subcontractors/sub-partners and consultants and monitor their performance.
    • Keep LINC’s communications team up to date on upcoming noteworthy activities and provide background/content for internal and external communications efforts as appropriate.
    • Other tasks as may be assigned.

    Skills and Responsibilities

The successful candidate will be an entrepreneurial, team-oriented international development professional with demonstrated MEL experience, excellent organizational and communications skills, proven competence in supporting USAID programs, and a passion for improving the effectiveness of social change efforts around the world. They must be flexible enough to undertake several functions simultaneously and thrive in a dynamic environment. Specific qualifications include:

    • Undergraduate degree in international development, social sciences, public administration, business administration, or related field.
    • 8-10 years of professional experience supporting the MEL functions of donor-funded programs, particularly ones funded by USAID. This includes developing evaluation methodologies, sampling plans, and data collection strategies and approaches, as well as providing full life-cycle support to evaluations.
    • Experience working across multiple sectors, including democracy, human rights, and governance (DRG), agriculture, economic growth, education, youth, climate change and/or health.
    • Demonstrated competencies in qualitative and quantitative research design, participatory research methods, analytical approaches and technical writing. Familiarity with USAID Evaluation Policy, Program Cycle Guidance, Collaboration, Learning and Adapting approaches, Systems Mapping and Action Research preferred.
    • Proven ability to interpret and communicate findings from complex data analyses.
    • Experience working with non-US subcontractors/sub awardees on donor-funded projects.
    • Experience with facilitation, collaboration, and training.
    • Strong client management and representational skills, and the ability to effectively collaborate, cooperate and interface with multiple levels of external stakeholders.
    • Strong organizational and multi-tasking skills.
    • Demonstrated communication and coordination skills.
    • Ability to work under pressure and within deadlines.

    Additional desired skills and qualifications include:

    • Experience living and/or working in low resource countries.
    • Advanced degree
