    Senior Officer – Allowances and Benefits, (Pension) RL 5

    Job Grade: RL5
    Directorate: Remuneration Services Department:
    Reporting to: Principal Officer, Allowances and Benefits

    Job purpose

    To analyze data and information relating to allowances and benefits for public sector and make appropriate recommendations in line with the Commissions mandate

    Roles and Responsibilities

    1. Reviewing allowances and benefits for public sector;
    2. Collect and Collate data on Allowances and Benefits and recommend reviews as appropriate;
    3. Maintain an up to date data base on allowances and benefits;
    4. Analyze submissions on allowances and benefits from stakeholders and make appropriate recommendations;
    5. Undertake periodic reviews of pensionable pay to current and past holders of public offices and make recommendations on pensions to compensate for the rise in the cost of living;
    6. Conduct research on pension or gratuity payable in the public service by studying various pension
    7. laws in the public sector, identifying gaps and make appropriate recommendations;
    8. Respond to various pension and remuneration issues guided by SRC circulars and various existing guidelines;
    9. Review existing and new pension bills and Acts presented to the Commission for advice and make necessary recommendations;
    10. Analyze the impact of salary remuneration reviews on pension and make recommendations on its sustainability; 
    11. Prepare and submit monthly reports to Supervisor;
    12. Provide feedback to enhance business processes and initiate process improvement to achieve operational excellence.
    13. Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets
    14. Adhere to budgetary allocation;
    15. Implement the functional risk management framework;

    Qualifications and Personal Specifications

    Qualifications and Experience

    1. Bachelor’s degree in Social Sciences (Economics, Statistics, Human Resources, Public Administration) or relevant field of study from a recognized university;
    2. Pension Trustees Development Programme Certificate or any other related field is an added advantage
    3. Post-graduate Diploma in Human Resources/ CHRP II/Law or in a related field;
    4. Relevant work experience of at least six (6) years in a reputable organization;

    Key Competencies

    1. Meets the requirements of Chapter Six of the Constitution of Kenya
    2. Knowledge of public finance management principles and processes;
    3. Demonstrated competency and capability in handling pension matters.
    4. Demonstrated competency and capability in handling remuneration matters.
    5. Ability to deliver results in a complex and dynamic environment.
    6. Ability to identify customer needs and deliver service excellence.
    7. Demonstrate knowledge in relevant legislation and applicable standards.
    8. Excellent analytical and communication skills;
    9. Report writing and presentation skills
    10. Knowledge of the Public Service Policies and practices on remuneration;

    2. A valid Certificate of Good Conduct from the Directorate of Criminal Investigation (DCI);
    3. A valid Clearance Certificate from the Higher Education Loans Board (HELB); and
    4. A valid Clearance Certificate from an approved Credit Reference Bureau (CRB) (Must provide certificate or report)
