    Short-Term Consultancy to Develop a Training Curriculum on Climate Change and Environmental Law

    The Assignment

    • The assignment requires an expert to conduct an online needs assessment to properly identify and determine training requirements, needs, and emerging contemporary access to justice for climate-vulnerable groups and local communities related to climate justice, environmental human rights standards, and environmental law , particularly in ASAL counties. The assignment will also require the technical expert to develop a training curriculum focusing on climate justice, environmental human rights standards, and an overarching framework of environmental law.

    Under the supervision of IDLO, the expert will be responsible to perform the following duties:

    • Conduct an online needs assessment on contemporary access to justice issues on climate justice and environmental law
    • Develop a responsive training curriculum and integrate modules on contemporary access to justice for climate-vulnerable groups, environmental law, and human rights standards related to climate and environment.
    • Ensure mainstreaming of substantive gender and intersectionality issues across the training modules.

    Deliverables

    The Consultant will deliver the following:

    • Develop an inception report, including an annotated outline indicating an understanding of the assignment, a proposed work plan for the execution of the assignment, methodology, and timelines by the 7th day upon signing the contract.
    • Conduct an online needs assessment to be able to properly identify and determine training requirements and needs and contemporary access to justice issues related to climate justice, environmental law, and human rights standards related to climate and environment, including gender and intersectionality issues, including consultation with judicial offices and stakeholders by 10th November 2023.
    • Submit a draft assessment report by the 15th of November 2023.
    • Submit an annotated outline of the proposed curriculum by 20th November 2023.
    • Informed by the assessment report, develop a training curriculum on climate justice and environmental law by 22nd December 2023.
    • Facilitate at least three validation forums by 30th January 2024.
    • Facilitate at least three validation forums by 30th January 2024.
    • Submit the final training curriculum on climate change and environmental law by 30th February 2023.
    • Conduct a pilot implementation of the curriculum during the training for judicial officers in 2024.
    • An Assignment completion report and sources of information relied upon.

    Job Requirements

    Education

    • A bachelor's degree or higher in Law, Environmental Studies, Climate Change, Natural Resource Management, Gender and Climate Studies, or a related field.

    Work Experience

    • 5-10 years of knowledge and advisory experience in Climate Change, Natural Resource Management, Environmental law, Gender related issues.
    • Demonstrated experience in the rule of law approach to climate and environmental justice and human rights-based approach to justice.
    • Demonstrated experience conducting assessments, including data collection, analysis, and report writing.
    • Experience developing curricula and delivering training to various audiences, including judicial officials.

    Technical competencies

    • Ability to analyze emerging contemporary issues on access to justice.
    • Ability to work independently and flexibly to deliver the agreed outputs and respond to feedback in a timely and professional manner.
    • Excellent written and verbal communication skills. This includes the ability to convey complex information about contemporary issues on access to justice in a clear and understandable manner and the ability to listen actively and respond effectively to questions or concerns.
    • Ability to work effectively with others. This includes building relationships with stakeholders, working collaboratively in a team, managing conflicts constructively, and leveraging the strengths of others to achieve project goals.
    • Proven, extensive experience in drafting and editing reports and assessments.

    Behavioral competencies

    • High levels of integrity and ability to maintain confidentiality.
