    Technical Advisor - Multi Country Project

    Overall purpose of the role: 
    The Technical Advisor will lead on the technical approach of a new multi-donor localization facility for Sudan and lead the development and delivery of an accompanying Technical Assistance Facility (TAF). Working closely with all Fund stakeholders, the Technical Advisor will ensure that the core technical approaches of the fund, such as conflict-sensitivity, systems-oriented thinking and locally led principles, are hardwired into the way of thinking and working of the fund. This will include overseeing the design, implementation, and management of the TAF that is responsible for delivering high-quality technical support to partners, facilitating capacity building, and driving innovation to strengthen the impact and sustainability of funded interventions. The Technical Advisor will also oversee the Fund’s MEAL approach, with particular focus on the evaluative and learning components. 

    Duties and Responsibilities:

    Technical Approach & Fund Strategy

    • Lead the overall technical approach of the Fund, advising on how it can best support, complement and reinforce local systems grounded in evidence and conflict-sensitivity
    • Work closely with Axes Advisors and other FMU colleagues to ensure the Fund’s Axes strategies are grounded in evidence, constant learning and attuned to the contextual dynamics
    • Build a network of technical collaborators and sounding boards for the fund

    Technical Assistance Facility (TAF) Management

    • Lead the establishment the Technical Assistance Facility, development of TAF strategy and monitoring the effectiveness of the facility, recommending adjustments to improve delivery and impact
    • Manage the allocation of resources within the TAF, ensuring efficient and effective use of funds and personnel, and collaborating with Fund Management Unit (FMU) leadership to mobilize additional resources for the facility as needed
    • Develop and maintain operational guidelines and frameworks for the TAF, ensuring adherence to Fund policies and maintaining comprehensive documentation of TAF activities, including plans, reports, and lessons learned 
    • Ensure on-demand technical assistance is matched to partners needs and delivered through appropriate modalities in timely manner

    Coordination & External Engagement

    • Coordinate with other FMU functions, particularly Partnership and Grants Manager, to ensure cohesive and integrated support to local partners across the grant cycle
    • Support the Fund’s external engagement strategy including with donors, partners and various coordination platforms
    • Represent the TAF in external forums, advocating for Fund’s approach and sharing lessons learned

    MEAL

    • Work closely with Global MEAL team on the Fund’s developmental evaluation 
    • Ensure the evaluative and learning pieces feed back into overall Fund design to ensure adaptive programming 
    • Guarantee that Fund Level Theory of Change and MEAL approach remains fit for purpose, and lead process of adaptation as necessary
    • Coordinate with Partnerships & Grants team on project level monitoring 

    Experience and Technical Competence 

    Mandatory:

    • Minimum 5 years of experience in technical support, capacity building, or programme management within the humanitarian or development sectors.
    • Demonstrated expertise in designing and managing technical assistance programmes or facilities.
    • Proven track record of working with multi-donor funds and large institutional donors (e.g., FCDO, EU, ECHO, USAID, NORAD).
    • Strong skills in stakeholder engagement and coordination, particularly with local and international partners.
    • Excellent organizational and project management skills, with the ability to manage multiple priorities effectively.
    • Experience working in or on Sudan crisis, with strong understanding of the Sudan humanitarian context and cross-border impacts

    Desirable:

    • Experience working in displacement or conflict-affected contexts.
    • Previous experience with pooled fund mechanisms or multi-partner initiatives.
    • Familiarity with the Fund’s operational geographies and thematic priorities

    Education
    A higher education degree in a relevant field

    Language:

    • English: fluent spoken and written necessary
