    Technical Director, Localize Global Health Security (LGHS)

    PATH is seeking a Technical Director to join the anticipated USAID-funded Localize Global Health Security project (LGHS). The project will aim to advance the USAID's prioritization of local partnerships as a core aspect of the long-term sustainability of global health-focused development work. The project shall advance these goals by issuing grants to local entities for interventions that address critical gaps in the pre-identified country’s health security. This locally led approach will strengthen the implementation capacity and sustainability needed for lasting gains in global health security and will represent a key component of USAID’s contribution to IHR capacity strengthening through the Global Health Security Agenda. The Technical Director will provide overall direction for the technical aspects of the project and liaise with senior leadership across the project consortium and donor agency.  Specific responsibilities include:

    Responsibilities: 

    Technical Design, Implementation, and Quality Assurance

    • Lead technical aspects of the overall design, activity integration and implementation, and quality assurance for LGHS’ global project interventions
    • Provide strategic technical leadership and ensuring grant alignment across six key Global Health Security Agenda (GHSA) focus areas:
      • Risk Communication
      • Social Behavioral Change, Community Engagement
      • Diagnostic and Laboratory systems support
      • Zoonotic Disease
      • Infection Prevention and Control (IPC)
      • Antimicrobial Resistance (AMR)
      • Human Resources
    • Coordinate technical review and appraisal of grants in collaboration with the LGHS senior leadership team
    • Other relevant activities as required

    Programmatic Technical Assistance

    • Support programmatic objectives primarily through grants to local entities, and specifically via technical assistance upon USAID request in the GHS technical areas mentioned above as well as outbreak preparedness and response and community-based zoonotic disease surveillance
    • Ensure the global health security activities implemented by grantees are in accordance with appropriate international and/or national standards, incorporate the most up-to-date and technically sound principles, and are technically appropriate and feasible
    • Develop and provide trainings, resources and refreshers to grantees and as needed augment the technical capacity of grantees to implement global health security activities
    • Provide orientation to USAID’s Global Health Security programming and approaches
    • Provide technical support for assessing and monitoring JEE 3.0 technical areas/indicators at the subnational level

    Required Experience

    • Master’s or doctoral degree in public health, medical sciences, or other related area required
    • Minimum of 6 years of professional experience working on global health security projects required; exposure to USAID-funded activity implementation highly preferred
    • Demonstrated international credibility as a leader in at least one of the main technical focus areas required (Risk Communication Social Behavioral Change, Community Engagement; Diagnostic and Laboratory systems support; Zoonotic Disease; Infection Prevention and Control (IPC); Antimicrobial Resistance (AMR); Human Resources for Health)
    • Proven experience in working with senior-level representatives of ministries of health and other national government stakeholders, international organizations, other bilateral donor and civil society organizations, and private sector organizations
    • Demonstrated management, leadership, decision-making, and people skills
    • Full professional proficiency in English, with excellent oral and written communications skills required; French fluency is highly preferred
