    Technical Officers – Key Population (2 Posts)

    REPORTING TO: Deputy Chief of Party
    LOCATION: Coast Region

    Overall purpose

    Provide technical assistance to Key Population (KP) service delivery and prevention and in addition, participate in county HIV care and treatment forums and activities as well as act as the county focal person for KP program within the USAID Stawisha Pwani project.

    Roles and responsibilities

    • Support effective key population (KP) service delivery implementation in the USAID Stawisha Pwani project and act as the project focal person for KP service delivery.
    • Ensure KP program planning, execution, implementation and documentation as required by the donor.
    • Provide mentorship and build capacity of all staff to provide quality and friendly services to KP clients.
    • Plan, schedule and review workloads and manpower towards target achievements on a cost effective basis.
    • Represent the project partner in relevant as may be required from time to time.
    • Develop and implement work plans and budgets on a monthly and quarterly basis and ensure timely cash requisitions and liquidations.
    • Provide timely communication and feedback to the partners and facility In-charges and other project staff on the progress of project implementation.
    • Develop strategies to accelerate mobilization of KPs to access services in the integrated facilities and designated and drop-in centers (DiCEs)and outreaches, hotspots validation and mapping and support & coordinate quality peer education and outreach program.
    • Provide supervision on the implementation of planned KP program activities in consultation with the deputy chief of party (DCOP).
    • Prepare and submit regular KP activity progress reports as required.
    • In consultation with the project leadership and the counties, document and disseminate KP processes, outcomes, and lessons learnt as well as best practices for advancement of the project goals and county government priorities.
    • Work with monitoring & evaluation (M&E) team to develop performance charts for program indicators and monitoring and ensure use of data for decision making and program improvement.

    Minimum Qualifications and Requirements

    1. Bachelor’s degree in Counselling Psychology, Social Sciences or Nursing.
    2. Minimum 4 years’ experience in a similar role in HIV programming.
    3. Up to date knowledge on national HTS guidelines.
    4. Ability to manage people from diverse back grounds.
    5. Flexibility and good communication skills.
