    Laboratory Technologist

    REPORTS TO: PROJECT OFFICER
    LOCATION: KISUMU - TIVOLI

    JOB PURPOSE

    In coordination with Project Officer, oversee all components of HPV testing to include: supply chain management, packaging, distribution, cold-chain storage and transport, timely specimen collection, specimen processing within 48 hours of receipt, data collection, dissemination of results to Community Health Volunteers within 24-48 hours of results and biohazard disposal.

    KEY TASKS AND RESPONSIBILITIES

    1. Ensure quality assurance for each client’s specimen.
    2. Adhere to Standard Operating Procedures (SOP) for laboratory, conducting all specimen preparation, processing and biohazard disposal in accordance with Good Laboratory Practices.
    3. Notify Project Officer and CCC no later than 4 hours of any malfunction issues or challenges with PCR testing system, laboratory equipment, devices or consumables that may adversely affect program quality.
    4. Ensure all HPV tests are kept in strict accordance with manufacturer standards for cold-chain storage, notifying Partner within 4 hours of any lost, stolen or damaged HPV tests.
    5. Set-up and maintain laboratory to be consistent with processing for molecular testing, ensuring maintenance of laboratory at high standards of sterility and contamination control; make all necessary improvements as advised by CCC.
    6. Support data management and documentation of results in timely manner.
    7. Maintain adequate stock of consumables and re-order necessary supplies in anticipation of stock-outs.

    QUALIFICATIONS AND EXPERIENCE

    1. Minimum Diploma in Medical Laboratory Technology or Health Sciences.
    2. Must have current registration with the KMLTT Board.
    3. At least 3 years’ experience working in a medical laboratory.
    4. Excellent report writing, communication and interpersonal skills.
    5. Good Computer usage skills.
    6. Proactive, creative, systematic thinker and problem-solver.

    Project Driver

    REPORTS TO: PROJECT OFFICER
    LOCATION: KISUMU

    JOB PURPOSE

    Under supervision of Project Officer, support with all transportation needs for Community based HPV Testing and Treatment program.

    KEY TASKS AND RESPONSIBILITIES

    • Under direction of Project Officer, ensure timely delivery and pickup of HPV test kits and specimens from designated locations, following all cold chain and storage protocols.
    • Maintain all specimen pickup and delivery documentation, keeping track of the number of kits delivered and returned to the laboratory.
    • Securely transfer all specimens in good order to the Laboratory Technologist.
    • Transport all project personnel and supplies to designated locations for meetings, facility visits and mobile clinic days.
    • Maintain program vehicle in good working condition, keeping the vehicle tidy and fueled for all transportation needs.
    • Collect all receipts related to vehicle usage, including: monthly mileage, fuel and vehicle repair expenses; provide all documentation and receipts to Project Officer on weekly basis.
    • Complete all other duties as assigned by the Project Officer.

    QUALIFICATIONS AND EXPERIENCE

    • Minimum Kenya Certificate of Secondary Education (KCSE) or its equivalent qualifications from a recognized institution.
    • MUST possess a valid and clean Kenyan driving License class BCE.
    • At least 5 years’ driving experience, accident free and knowledgeable of most regions in Kenya in a busy organization/Institution.

    Project Client Champion

    REPORTS TO: PROJECT OFFICER
    LOCATION: KISUMU COUNTY

    JOB PURPOSE

    In coordination with Project Officer, act as primary liaison to clients enrolled in Community based HPV Testing and Treatment program, maintaining organization of all client information for the project, strict confidentiality and privacy of client data at all times. Support Project Officer on all related mobile clinic days, traveling as necessary.

    KEY TASKS AND RESPONSIBILITIES

    1. In coordination with Project Officer and Lab Technologist, obtain list of clients with HPV positive results. Contact all clients, sharing results of HPV test, counseling them on next steps, and scheduling for assigned mobile clinic day.
    2. Contact clients one day in advance of the scheduled mobile clinic day to ensure high client retention.
    3. Contact all clients that have been referred (at mobile clinic day), provide booking appointment at designated referral hospital, and follow up with client to ensure woman completes appointment.
    4. Contact referral hospital to follow-up on booked appointments for clients and document results, recording next follow-up steps with client.
    5. In coordination with Data Officer, actively update all client data in the database for booked appointments, referrals and results.
    6. In coordination with Project Officer, maintain organization of all Client Data Collection forms, referral forms and specimens.
    7. Provide regular reporting and analysis of program activities to Project Officer.
    8. In coordination with Project Officer, collect all data for women who have been referred to Muhoroni Sub-County Hospital and JOOTRH (Room 16 and Pathology Dept.), including date of appointment, biopsy results, procedure/treatment referred and any reasons why women did not receive procedure/treatment.

    QUALIFICATIONS AND EXPERIENCE

    1. Minimum of Diploma in Social Work or Community Health or any relevant related course.
    2. 3+ years proven experience in HIV Programming implementation at the site/community level.
    3. Familiar with and experience working with Government bodies particularly, MOA, MOH, NASCOP, NACC and other relevant departments.

    Young Advocates Mentors (3 Posts)

    REPORTING TO: SENIOR PROGRAMME OFFICER
    LOCATION: NAIROBI, MOMBASA & HOMABAY
    DURATION: 8 MONTHS

    JOB PURPOSE

    Under the supervision of Senior Programme Officer the Mentors’ main tasks is to support the Empowered for Change (E4C) Young advocates in fulfilling their mandate. The work of the Mentor will center on strengthening capacity of young advocates on advocacy, community engagement, lobbying, utilization of data to inform advocacy agenda and supervising advocates to ensure they implement activities as per the work plan. The project will be implemented in Nairobi, Homabay and Mombasa counties of Kenya in collaboration with LVCT Youth Officers. The Mentor will work closely with the LVCT Youth officers in the region and the project management team in the Headquarters office in Nairobi.

    ROLES & RESPONSIBILITIES

    • Supervise five AYP Advocates at county level and provide them with feedback on their performance.
    • Provide technical support to AYP advocates to engage in county policy processes, including setting the agenda.
    • Work with each advocate to develop a mentorship plan that will inform capacity building activities.
    • Undertake weekly individual mentorship sessions with AYP and support in facilitating monthly capacity building trainings.
    • Support conflict resolution among AYP advocates while maintaining performance.
    • Engage CSOs in the county and link AYP advocates to strategic SRHR related forums.

    Technical Officers – Key Population (2 Posts)

    REPORTING TO: Deputy Chief of Party
    LOCATION: Coast Region

    Overall purpose

    Provide technical assistance to Key Population (KP) service delivery and prevention and in addition, participate in county HIV care and treatment forums and activities as well as act as the county focal person for KP program within the USAID Stawisha Pwani project.

    Roles and responsibilities

    • Support effective key population (KP) service delivery implementation in the USAID Stawisha Pwani project and act as the project focal person for KP service delivery.
    • Ensure KP program planning, execution, implementation and documentation as required by the donor.
    • Provide mentorship and build capacity of all staff to provide quality and friendly services to KP clients.

    Technical Officers – HTS (4 Posts)

    REPORTING TO: Deputy Chief of Party
    LOCATION: Coast Region

    Job Purpose

    The Technical Officer – HTS will be responsible for providing technical support, regular mentorship and support supervision to HTS providers and ensuring that project targets are achieved while ascertaining quality at all HTS delivery points. The technical officer will liaise with the project technical lead and facility in-charges to support delivery of quality HTS.

    Roles & Responsibilities

    • To provide technical support and quality HIV services at all HTS delivery points.
    • Together with other program team members, organise meetings to review HTS performance and make the necessary recommendations.
    • Engage in county & sub-county policy forums to ensure the USAID Stawisha Pwani agenda is mainstreamed in the local government activities.
    • Support development and implementation of strategies for HTS.
    • Develop work plans and targets in collaboration with relevant teams and ensure implementation of work plan is adhered to.
    • Ensure presence and effective use of guidelines, standard operating procedures (SOPs) and data tools in the facilities.
    • Working with the commodities technical officer, ensure that the HTS commodities are available in the facilities.
    • Supervise and follow up to ensure the highest standards and targets are achieved and maintained within the program.
    • Identify capacity gaps and conduct mentorship and capacity development of counsellors’ and HTS counsellors.
    • Ensure all HTS providers are qualified and that they undergo periodic quality assurance through proficiency testing (PT) and observed practice as per national guidelines.
    • Support facilities in effective documentation, data quality and use for decision making.
    • Document and disseminate program work achievement work through abstracts, papers, newsletters and other approved platforms.
    • Provide feedback to the deputy chief of party on issues that require to be addressed for effective performance of HTS providers.
    • Submit monthly, quarterly and other regular HTS reports for inclusion in the program technical report to USAID.

    Requirements

    1. Diploma in nursing, laboratory technology and/or other relevant health science with additional certification as a HTS provider, with at least 7-years post qualification experience, at least 3 of which was gained in technical assistance in implementing donor HIV programs with demonstrable success in achievement of targets.

    Technical Officer – Gender & Gender-Based Violence (GBV)

    Job Purpose

    The Technical Officer – Gender Based Violence will be responsible for implementing, coordinating with counties and training county staff and program staff and programmatic expertise to the Gender Based Violence (GBV) program and related work at LVCT Health while ensuring alignment to the organization’s strategy and respective projects goals as agreed on with donors. Responsible for implementation, coordinates with counties, trains county staff and program staff and ensures reports are done etc. and to ensure proper planning and coordination of program activities to ensure achievement of targets and intended impact.

    Roles & Responsibilities

    • Contribute to the development/establishment of GBV program goals, objectives, strategies and results-based planning through research, collection, analysis and reporting.
    • Ensure the efficient implementation of activities and the timely reporting of those activities to the organization and donors.
    • Develop, implement and train on Standard Operating Procedures and guidelines relevant for GBV programing at various levels.
    • In liaison with Monitoring & Evaluation and other program teams, develop tools for collecting GBV data and facilitate analysis.
    • Lead development of donor deliverables and other reports and ensure that they are of high quality, timely and are results-oriented.
    • Participate in relevant National and County forums to provide technical assistance for the GBV agendas and share LVCT Health experiences and learning.

    • A minimum of 5 years’ working experience in program design, implementation, monitoring and evaluation implementing gender-based violence interventions.
    • Demonstrated experience of GBV response and prevention programming as well as in managing an integrated approach to supporting survivors of GBV, including the clinical, psychosocial, legal and advocacy components.
    • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with Government agencies, NGOs, private sector groups, donors and community stakeholders.
    • Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce high quality deliverables.

    Technical Officer – Commodities

    REPORTING TO: Deputy Chief of Party
    LOCATION: Coast Region

    Job Purpose

    The Technical Officer will be responsible for technical support in building capacity of the project and providing leadership for the logistics information management system of pharmaceuticals and non-pharmaceuticals for sustainable improvement, access and utilization of high-quality HIV and FP/RMNCAH and Nutrition services and support the mainstreaming of commodity management systems in all USAID Stawisha Pwani program areas.

    Roles & Responsibilities

    1. Support a sustainable procurement operation and manage the supply chain for HIV/AIDS and FP/RMNCAH and Nutrition commodities in the counties by working closely with the relevant stakeholders to ensure prompt approval and timely delivery of pharmaceutical and non-pharmaceutical supplies to support the sub-purposes 1, 2 and 4 of USAID Stawisha Pwani project.
    2. Provide the technical support to USAID Stawisha Pwani partners and county governments in strengthening the host counties’ capacity to ensure a safe, secure, reliable and sustainable supply chain system.
    3. Develop and implement annual forecasting and quantification plans and coordinate with the partners and the county government to ensure uninterrupted commodity availability.
    4. Ensure rapid response and contingency support in the event of commodity shortages.
    5. Ensure that the commodity list is compliant with the “USAID restricted commodities” regulations.
    6. Participate in appropriate technical working groups (TWGs) to spearhead supply chain components that will enhance appropriate budgeting for commodities and setting of availability time frames under USAID initiatives/endeavors.
    7. Provide technical and programmatic expertise to the counties and supra-county TWGs and representation in appropriate partner forums as required.
    8. Participate actively in the development/revision of county and national commodity and supply chain related strategies and strategic plans, policies, guidelines and standard operating procedures(SOPs).
    9. Conduct quarterly site visits to ascertain program implementation by the facilities within the supported counties.
    10. Provide oversight for monitoring health commodity program results by tracking key performance indicators, conducting periodic data quality analyses and making recommendations based on the findings.
    11. Implement internal audit systems, control mechanisms, and mitigation measures to assure integrity in the distribution and safeguarding of health commodities.
    12. Develop and implement continuously, a transition plan that promotes counties ownership of supply chain management activities and promote sustainability of systems.
    13. Support facility level capacity development through provision of required tools, job aids and SOPs, pharmacovigilance, etc.
    14. Provide monthly updates on stock status of health commodities across the facilities and program areas.

    Requirements

    1. A Degree or Higher National Diploma in Pharmaceutical Technology.
    2. 7 years’ experience, with at least 5 of these, in donor funded programs.
    3. Supply chain management and demonstrable successes in ensuring consistent achievement of program objectives and goals.

    Senior Technical Officer - Communications & Knowledge Management

    Job Purpose

    The overall goal of this position is to provide strategic leadership, fore and oversight for USAID Stawisha Pwani’s communications, public relations and knowledge management. The STO CKM will undertake the planning, development and implementation of communication strategy; and develop or support development of technical and institutional communications documents. The STO CKM will support internal and external communications across USAID Stawisha Pwani and perform tasks that will ensure the effective smooth running and growth of USAID Stawisha Pwani’s documentation, communication and dissemination.

    Responsibilities

    1. Coordinate USAID Stawisha Pwani’s external and internal communications.
    2. Develop and regularly update the USAID Stawisha Pwani Communications Strategy and plan.
    3. Develop a work plan for implementation of the communication strategy.
    4. Develop a plan for production of technical communication and other institutional documents
    5. Ensure adherence to the Program Branding and Marking Plan and USAID guidance
    6. Serve as the contact person for USAID on Communications. Maintain regular contact with USAID and participate in USAID meetings
    7. Submit regular (weekly) updates to USAID on communications activities from the program and ensure timely communication of events to USAID
    8. Act as USAID Stawisha Pwani’s media liaison person. Liaise with USAID on all media events in line with USAID policies and procedures
    9. Support awareness creation and profiling of USAID Stawisha Pwani’s programmes, advocacy and campaigns through identification and utilization of appropriate media opportunities
    10. Write, edit and oversee production and dissemination of USAID Stawisha Pwani’s quarterly and annual publications to a wide range of stakeholders
    11. Ensure timely communication and dissemination of communication outputs to relevant target audiences
    12. Translate USAID Stawisha Pwani’s information and products into formats and language appropriate for various target audiences including writing research for lay audiences.

    Requirements

    1. Advanced degree (or Bachelor’s degree and equivalent experience) in communications, organizational development or learning, knowledge management, international development, or related field.
    2. Minimum 6 years’ experience in strategic and technical communications especially in global health and/or international development.
    3. Experience managing knowledge sharing events including monthly seminars/webinars, workshops, conferences, and peer learning sessions.
    4. Experience interacting with USG (especially USAID), including at least three years of experience working with a USG-funded organization.
    5. Proven experience developing and implementing KM and strategic communication plans and conceptualizing and developing technical products and communications materials.
    6. Excellent writing, editing, and analytical skills.

    Senior Technical Advisors - Prevention (2 Posts)

    REPORTING TO: Deputy Chief of Party
    LOCATION: Coast Region

    Job Purpose

    The Team Lead will be responsible for technical support in building capacity of the project and providing technical advice, supervision, direction, coordination, coaching and mentorship to the implementing teams for delivery of quality HIV prevention programs in designated counties leading to quality HIV and FP/RMNCAH and Nutrition services.

    Roles & Responsibilities

    • Take responsibility for achievement of county level HIV prevention service delivery targets to meet USAID Stawisha Pwani contractual obligations.
    • Identify and participate in relevant county and where necessary national government forums e.g. HIV prevention TWG to ensure USAID Stawisha Pwani visibility and shared learning.
    • Participate in project review with the technical teams to develop and implement strategies in line with emerging developments in HIV programs and according to the donor guidelines.
    • Participate in the co-creation of county level annual, quarterly and monthly project work and implementation plans.
    • Receive and review technical reports from the county HIV prevention teams and provide timely feedback.
    • Provide county level technical assistance and leadership in the process of documentation and dissemination of HIV prevention activities and lessons learnt and best practices and packages developed.

    2. Ensure that procurement of goods, services and works are done in compliance and with within the stipulated policies and guidelines, that LVCT Health will get value for money by ensuring that negotiation opportunities are optimized and documented.
    3. Ensure that LVCT Health is committed procedurally. Purchase order must be issued before the goods are delivered.
    4. Ensure that only prequalified suppliers are the primary source of quotes.
    5. Prepare weekly procurement status reports in the prescribed template.
    6. Vendor Relationship Management
    7. Ensure use of the Preferred vendor list, fair distribution of business and deliberately ensuring that the suppliers are treated with due respect, complains and compliments are handled professionally while in all engagements, LVCT Health interests and image/brand are put ahead of everything else.
    8. Develop, manage and maintain an arm’s length relationship with vendors at all levels; will ensure that LVCT Health suppliers for goods & services fulfil their obligations in a timely manner, are paid on a timely basis, and that any disputes arising are managed in a professional, procedural and consultative manner.
    9. Negotiate with vendors to facilitate LVCT Health compliance with USG regulations on non-payment of VAT; will vigorously pursue outstanding VAT exemption claims, reimbursement checks from vendors.
    10. Documentation
    11. Prepare and review supplier evaluations/bids analysis, requests for awards, purchase orders, contracts for services and other procurement documents, ensuring strict adherence to applicable procedures, accuracy and completeness of procurement supporting documents.
    12. Generate and disseminate complete, accurate and relevant monthly procurement reports on user friendly, standardized templates to support project management decision making.
    13. Ensure that all procurement documents are filed, secured and stored whether electronic or hand copies.
    14. Invoicing
    15. Ensure that LVCT Health is continually invoiced for all the procedural commitments that have been made. Variations must be resolved with the suppliers’ way before the submission invoices to Finance Department.
    16. Ensure that tracking of PO is done monthly without fail and follow up and follow through with supplies is done for outstanding bills.
    17. Risk Management
    18. Identification of risks that related to procurement recommend mitigating solutions to the Operations Director.
    19. Innovation
    20. Ensure continuous innovations, adoption of best practices and regular reviews of Procurement processes, for optimal efficiency.
    21. Prepare invoices that have been received in the department weekly for settlement.

    Qualification, Skills and Experience

    1. Bachelor’s degree in Purchasing/Supplies. Diploma holders may be considered with the requisite experience.
    2. Minimum of three years working experience in a similar role.
    3. Excellent verbal and written communication skills.
    4. Proficiency in the use of MS office applications.

    Senior ICT Officer

    REPORTING TO: Finance & Admin Manager

    Job Purpose

    Senior ICT Officer is responsible for providing professional, technical and operational support for Systems, Infrastructure and ICT services relating to acquisition, development, management and other ICT resource decisions across the departments.

    Key responsibilities

    • Developing documentation of computer programs and drawing up hardware specifications according to requirements.

    Monitoring & Evaluation Officers (4 Posts)

    REPORTING TO: MEL Lead
    LOCATION: Coast Region

    Job purpose

    The MEO will provide overall technical support, advice and oversight on program-level monitoring and evaluation. S/he will help in development and implementation of a consistent M&E strategy and framework across all program activities focused on capturing outcomes, impact and learning. The MEO will train staff and, where necessary, external partners on key M&E concepts, tools and processes.

    The position will be contracted initially for one year inclusive of three months’ probation period and renewable thereafter, depending on availability of funding.

    Responsibilities

    1. Provide overall support, advice and oversight on the program level M&E activities.
    2. Support the implementation of M&E frameworks and M&E plans.
    3. Support the programs team and partners to ensure proper documentation of service delivery data into appropriate registers and tools at site level.
    4. Support and advise colleagues on activity-level M&E efforts, ensuring quality and consistency.
    5. Offer technical assistance in the development, selection, and application of M&E processes and tools.
    6. Attend forums where updates from donors on M&E requirements are provided.
    7. Provide guidance on data collection and collation in line with the project evaluation questions for specific projects.
    8. Ensure quality of data summaries by supporting in cleaning and conducting monthly data quality assessments/verification at the assigned health facilities.
    9. Ensure that data summaries sent within and externally are reproducible.
    10. Archive all data summaries and data products in the Document Management Center.
    11. Support a joint routine data quality assessment at site level.
    12. Participate in capacity building of LVCT program–level staff and partners on new procedures regarding data management.
    13. Provide supportive supervision and mentorship for the health facilities, program and data staff.
    14. Ensure data ownership by programs through involving site-in-charges in data verification processes.
    15. Support the documentation of organizational, donor and county narrative M&E reports.
    16. Support performance tracking against targets for all project indicators and monitor processes and actions to achieve targets where applicable.
    17. Participate and support the LVCT Health team and partners in writing for dissemination to local, national, regional and international forums and conferences for growth and publicity of LVCT Health work.
    18. Respond to data requests for reporting to program, SI, donors and other external partners.
    19. Any other duties as may be assigned.

    Qualifications

    1. University degree in Health or Mathematics related fields.
    2. Professional certification in M&E is required. Masters in M&E will be an added advantage.
    3. Minimum of five (5) years professional work experience in professional M&E for health service delivery.
    4. Professional experience in research with qualitative and/or quantitative methodologies.
    5. Prior work experience working NGOs implementing USAID-funded HIV prevention projects is preferred.
    6. Knowledge of and experience with monitoring and evaluating impact-oriented projects.
    7. Proficiency in MS Office; advanced level in Excel and PowerPoint.
    8. Rigorous time management and activity organization.
    9. Able to maintain information confidentiality and work with a wide variety of people.
    10. Excellent written and verbal communication.

    REPORTING TO: Senior ICT Officer
    LOCATION: Coast Region

    Job Purpose

    Provide support to all staff on organization supported applications by troubleshooting ICT related problems, diagnosing issues and taking appropriate action.

    Key Roles & Responsibilities

    1. Ensure all servers and computers join active directory and they have the right group policies before joining organization’s network.
    2. Install, configure, monitor and maintain all server’s/computer systems i.e. operating systems, antivirus software, productivity software (Microsoft Office), enterprise resource planning system, and any other ICT systems that may be in use in LVCT Health.
    3. Ensure data of all computer systems are backed up both onsite and offsite and they are kept updated and optimally configured with latest software patches and database updates e.g. Antivirus.
    4. Ensure availability and access to email and Internet for all LVCT Health users.
    5. Provide first line software and hardware support to LVCT Health users, and effectively manage second-line or outsourced support services as well as service & maintenance of ICT equipment.
    6. Serve as the ICT point of contact for third parties, i.e. ICT vendors for goods and services, on all ICT matters in LVCT Health.
    7. Participate in reviewing, formulating and implementing an ICT policy for the organization.
    8. Participate in identification and prioritization of ICT needs for the organization.
    9. Provide technical and operational advice, and coordinate the procurement and implementation of IT projects when the need arises.
    10. Carry out or organize for ICT training for users where required.
    11. Oversee change management and ICT technology upgrades to keep the organization at the cutting edge in ICT use in comparison with other 21st Century organizations.
    12. Manage LVCT Health’s systems, websites and professional and social network portals.
    13. Oversee ICT use and security audits and ensure attendance of all issues raised thereof after each audit.
    14. Manage VOIP and Conference calls for LVCT Health and ensure all the regional offices telephone services are up at all times.

    Requirements

    1. Bachelor’s degree in Information Technology or a related field.
    2. At least 3 years’ experience in a similar position in a fast paced organisation.
    3. Advanced practical computer skills including MS Office and ERP systems.
    4. Proficiency in ICT systems and.
    5. Good in programing language especially PHP.
    6. Sound knowledge in SQL.
    7. Ability to multitask.
