    Temporary Technical Officer, Care and Treatment

    Reports To:     Knowledge Management Advisor

    JOB SUMMARY:

    The Technical Officer, Care and Treatment will work closely with the Cross-Border Health Integrated Partnership Project (CB-HIPP) project team, county/district health teams, and USAID bilateral implementing partners (IPs) in the Busia/Kenya border areas to strengthen interventions initiated and supported by the project in improving HIV, TB and integrated health service delivery and access for mobile and cross-border populations, and in a manner consistent with ministry of health (MOH) quality standards and guidelines.

    KEY RESPONSIBILITIES AND CONTRIBUTIONS:

    Provide technical support and mentorship to technical staff (clinical, community) of the local implementing partners (LIPs) who provide direct technical assistance to participating health facilities (cross-border health unit).

    Provide technical assistance (TA) and clinical mentoring to the CBHU teams in strengthening cross-border health service delivery and referral, including: facilitating community-facility linkages; improving referral and treatment adherence support systems; addressing mobile and cross-border clients’ missed appointments and loss to follow-up (LTFU); follow-up and tracking of referrals for a complete feedback loop; index client tracing, assisted partner notification services (APNS), etc.

    Work closely with USAID bilateral implementing partners supporting HIV service delivery at the border areas to ensure effective and efficient implementation of the program.

    Collaborate with MOH and district/county health department in offering support supervision, mentorship, orientation, training and technical updates to service providers in participating facilities.

    Support continuous quality improvement (CQI) implementation in CBHU participating facilities, including mitigating gaps in performance identified during Site Improvement Monitoring Systems (SIMS) evaluation

    In liaison with project team, ensure quality cross-border health data management that informs performance tracking and reporting through the HIV and TB treatment cascades.

    Perform other related duties as assigned.

    REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES

    • Comprehensive knowledge of integrated HIV and AIDS, TB, maternal, newborn and child health (MNCH), reproductive health (RH), family planning (FP), public health.
    • Ability to provide a wide range of clinical services and capability to effectively transfer skills combined with effective communication.
    • Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS/TB.
    • Ability to lead and work with others and experience in diplomacy with other stakeholders.

    MINIMUM REQUIREMENTS STANDARDS:

    • MD/MB ChB registered with the Kenya Medical Practitioners and Dentist Board with working experience of at least 5-7 years; or Registered Clinical Officer with 7-9 years’ experience post-qualification and 3-5 years’ in a HIV/AIDS program. 
    • HIV/AIDS/TB program management experience; knowledge of PEPFAR programming is an added advantage. 
    • Familiarity with current national service delivery guidelines for the prevention, management and control of HIV and TB disease conditions.
    • Familiarity with decentralized public health systems.
    • Experience working in Busia County and/or border health settings is an added advantage.
