    Health Data Security and Governance Advisor

    Key Responsibilities

    Key outcomes of the role

    • Establish a Health data governance and change framework with a clear implementation roadmap including strategic priorities for development of information-based capabilities to support the realisation of the Digital Health Platform
    • Roll out sector-wide health data governance framework with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behaviour policies and standards, principles, governance metrics, processes, related tools and data architecture
    • Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements
    • Develop guidance, processes, and tools/controls to ensure data is structured and secured appropriately
    • Help identify and contain risk relating to information management and foster a compliance culture
    • Provide practical recommendations and solutions to complex and/or technical issues that relate to the management of information; and cross system data sharing principles and guidelines on data migration planning
    • The role will ensure a clear understanding and make reference to existing laws and policies in the health sector including but not limited to the Health Act-2017, Data Protection Act-2019 and Kenya Health Policy
    • Project Management of the process to ensure the objectives are met within budget, scope and agreed timelines

    Responsibilities

    • Strategy and Planning: Establish an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities, (ii) Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the company’s principal information assets, and (iii) Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements
    • Government Relations: Establish effective and trusted relationships with the Directorate of Health Informatics at the Ministry of Health while also collaborating with the Office of the Data Protection Commissioner to understand the context of Kenyan data protection guidelines and principles
    • Execution and Monitoring: Roll out a health sector wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organisation behaviour policies and standards, principles, governance metrics, processes, related tools and data architecture. Help identify and contain risks relating to information management and foster a compliance culture. Provide practical recommendations and solutions to complex and/or technical issues that relate to the management of information. Report and engage with the Head for Tech, the Country Head Kenya, and the Directorate of Health Informatics to drive delivery, ideate, troubleshoot and manage the initiative across the health sector
    • People: Work with the embedded Health-Tech advisor and team in the Directorate of Health Informatics to realise the stated objectives in keeping with the Ministry’s vision
    • External Relations (non-governmental): Engage with relevant external stakeholders such as tech hubs/incubators, investors, other not for profit organisations, Govt. Ministries and agencies
    • One TBI: The post holder will formally report into the Head of Tech, Kenya and form part of the wider team and country programmes

    Person Specification

    We are looking for an experienced candidate with:

    • A Bachelor’s or postgraduate degree in Computer Science, MIS or equivalent practical experience
    • Significant experience in data management and security
    • Who is strategic and can challenge the status-quo and develop plans for successful delivery of challenging objectives
    • Experience in business operations, technology, consulting or advisory functions
    • Knowledge of risk data architecture and technology solutions.
    • Knowledge and experience of industry standards such as ISO 27001, Cyber Essentials, Cyber Essentials Plus
    • Who has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and will foster a positive spirit of collaboration between our countries and our tech transformation offer
    • Experience working on data governance issues in the health sector would be a considerable asset
    • The right to work in Kenya
