    Programme Officer (Finance and Budget)

    Competencies

    •  Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to criminal justice, police reforms, law enforcement and/or related fields. Has knowledge of policies and practices in international crime prevention and criminal justice as well as the mandates of the United Nations Office on Drugs and Crime. Has ability to conduct data collection using various methods. Has very good research and analytical skills and is able to identify problems and contribute to the solution of problems/issues. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

    •  Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education

    • An advanced university degree (Master's degree or equivalent) in finance, business administration, management, accounting or other related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Qualifications in an internationally recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Certified Public Accountants (CPA) or equivalent is desirable.

    Work Experience

    • A minimum of five years of progressively responsible professional experience in finance, business administration, accounting, programme management is required.
    • Working experience in programme management managing complex/multi-donor budgets with great independence and decision making is required.
    • Work experience with an Enterprise Resource Planning (ERP) system is required
    • Experience with Trust Funds management, Financial and Administrative Framework Agreement (FAFA) agreements and SAP/Umoja/IPMR is desirable.
    • Work experience within the United Nations system or an international organization is desirable.
    • Experience managing EU grants is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
