    SWIOP Inception Phase Consultant

    Under the general supervision of the Head of the Nairobi Convention Secretariat, the consultant will be responsible for the following:

    • Work with the Nairobi Convention Secretariat to prepare draft Terms of Reference for recruitment of the SWIOP Project Coordination Unit (PCU) including for the Project Manager, Assistant Project Manager, Communications Consultant and National Ocean Governance Consultant.
    •  Work with the Secretariat to prepare a comprehensive workplan for Year 1 of the SWIOP including description of activities, timelines and responsible parties.
    • Work with the Secretariat to draft Small Scale Funding Agreements for Implementing Partners (IPs) in Ocean Governance and Science to Policy support, Implementation support for ROGS Structures, MSP technical support and training, and Ocean Accounting.
    • Draft Terms of Reference for consultancies on regional Policy and Legal assessment, Blue Finance, BBNJ Agreement implementation support, MSP related activity support, Ecosystem Indicator Monitoring Framework implementation and training, and Information Systems design and management.
    • Attend and represent the Nairobi Convention in SWIOP coordination meetings.

    Qualifications/special skills

    • Advanced university degree (a Master's degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines.
    • A minimum of 7 years of professional experience is required, working on regional marine and coastal-related projects at a technical level.
    • Excellent knowledge of the Western Indian Ocean (WIO) region and experience of working with the Governments of the WIO region is required.
    • Experience in stakeholder engagement for ocean governance and other multidisciplinary environmental and developmental matters in the WIO region is required.
    • Working with different stakeholders at both strategic and technical levels is desirable.
    • Demonstrated ability to deliver quality assignments in a timely manner is desirable.
    • Demonstrated competency in excellent scientific/technical writing and consistency in critical writing and review of documents is desirable.
    • Ability to work within very short timelines and with minimum supervision is an added advantage.

    Mid Term Review Expert - Mongolia

    Duties and Responsibilities

    • The Unit seeks to recruit a consultant to conduct the Mid Term Review (MTR) of the Managing Peatlands in Mongolia and Enhancing the Resilience of Pastoral Ecosystems and Livelihoods in Nomadic Herders .
    • The Mid Term Review (MTR) is undertaken at operational completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency) and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. This consultancy post is located in UNEP / Ecosystems Division / GEF Biodiversity and Land Degradation unit.
    • The consultant will work under the direct supervision of the Task Manager Ersin Esen (based in Geneva, Switzerland) and the overall guidance of the Portfolio Manager Johan Robinson of the GEF Biodiversity and Land Degradation Unit based in Nairobi. Specifically, the consultant will be required to complete the following tasks: Inception phase:
    • Preliminary desk review and introductory interviews with project staff.
    • Prepare the review framework in line with UNEP's evaluation guidelines.
    • Identify stakeholders.
    • Develop the interview/questions matrix.
    • Plan the review schedule.
    • Prepare the Inception Report.

    Qualifications/special skills

    • A first-level university degree in combination with two additional years of qualifying experience in the required field may be accepted in lieu of the advanced degree.
    • a minimum of 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required.
    • a good/broad understanding of land/peatland management, climate change mitigation and adaptation measures is desired
    • Hands-on experience in managing national and international natural resources projects, in particular concerning biodiversity, natural resources management, protected area management, environmental information, management, capacity building etc. is required.
    • Working experience in an international environment is required .i.e UNEP and GEF
    • Experience in the project target area in Mongolia is an asset
