    Commercial and Finance Manager

    Reporting to the Managing Director, the successful candidate will perform the following duties and responsibilities:

    • Formulation and implementation of sound financial and accounting policies and procedures;
    • Coordinating budgeting and budget control procedures
    • Liaising with both internal and external auditors as appropriate to ensure timely auditing is carried out on the organization
    • Develop financial controls and procedures to ensure financial discipline;
    • Effective management of recurrent and capital budgets;
    • Preparation, analysis interpretation and implementation of annual performance contracts and strategic plans and issue reports on variances;
    • Responsible for preparation of long term plans, periodic forecasts, and cash flow projections
    • Ensuring effective and functional financial controls systems;
    • Ensuring provision of comprehensive commercial information systems, including up to date customer database to achieve the overall water supply revenue objectives;
    • Ensuring timely, complete and accurate reading of meters, billing of services and revenue collection
    • Formulation and implementation of strategic measures to improve billing efficiency, revenue collection and debt management;
    • Developing internal staff capacity within the company;
    • Analyze business' financial and general operating information to identify trends and opportunities for investment/development;
    • Review investment proposals to determine their viability;
    • Other duties may be assigned by the Managing Director

    Appointment specifications

    Applicants should have the following qualifications:

    • Bachelor of Commerce degree in Finance, Accounting or its equivalent. Masters will be an added advantage
    • Holder of CPA K,ACCA, or equivalent from a recognized body
    • Proficiency in Accounting Packages;
    • Have attended training in management;
    • Conversant with donor reporting requirements
    • Ten (10) years experience, Six (6) of which should be at senior level
    • Membership to Professional Body
    • Leadership course lasting atleast 4weeks
    • Demonstrated results in work performance

    Accountant

    Reporting to the Commercial and Finance Manager, the successful candidate will perform the following duties and responsibilities:

    • Prepare timely expenditure reports as stipulated.
    • Monitor the cash office performance and ensure that all, the centres of revenue collection are operated asper our set schedule.
    • Undertake monthly bank reconciliations
    • Oversee that banking of cash and cheques is always actioned efficiently.
    • Serve effectively as the intermediary, between the cash office and the management, giving full and timely advice to management on revenue matters at all times.
    • Ensure timely accounting of imprest by relevant officers as issued
    • Ensure adherence to Public Finance Act
    • Ensure company assets and including equipment in the cash offices are properly safeguarded.
    • Safeguard company revenue, identify possible loopholes of fraud/malpractice and take appropriate timely action accordingly.
    • Set up control measures and design reporting mechanism using good practice accounting methods.
    • Any other duty as may be assigned from time to time

    Appointment specifications

    • Applicants should have the following qualifications:
    • Bachelor of Commerce, CPA II or its equivalent with 4years experience from a recognized institution with 7 years’ experience
    • Holder of CPA K, ACCA, or equivalent from a recognized body
    • Proficiency in Accounting Packages
    • Conversant with donor reporting requirements
    • Membership to Professional Body
    • Demonstrated results in work performance

    Desired competences and skills

    Internal Auditor

    Reporting to the to the Managing Director, the successful candidate will perform the following duties and responsibilities:

    • Take active part to develop and implement the company audit plans and programs.
    • Actively participate in reviewing accounting and operational policies and procedures and systems for efficiency and effectiveness.
    • Conduct Internal Audits of all company operations to determine compliance and accordingly submit regular reports and recommendations.
    • Appraise and review the effectiveness of existing internal control systems and procedures in audit procedures and make pertinent recommendations.
    • Take active role to ensure efficient use and accountability of company assets.
    • Lead internal audit assignments according to audit work plan and programs.
    • Prepare audit reports for areas audited for review by the Internal Audit Manager.
    • Provide necessary support to the Internal Audit Manager
    • Undertake follow-up audits to determine whether appropriate action has been taken on areas audited.
    • Carry out primary review of work done to ensure that audit findings and conclusions are supported by adequate evidence and working papers.
    • Prepare monthly, quarterly and annual sectional reports.

    Appointment specifications

    • Bachelor’s degree in Commerce (Accounting/finance) or its equivalent with 6years relevant experience with 4 years at Supervisory level.
    • Holder of CPA K /CIA;

    OR

    • Diploma in Accounting/Finance or its equivalent with 10 years’ experience, 5years at supervisory level
    • Masters shall be an added advantage.
    • Membership to Professional Body
    • Leadership course lasting at least 4weeks
    • Demonstrated results in work performance
