    WASH Officer - Water Supply and Sanitation

    Job Purpose/Objective

    The role of WASH Officer – Water Supply and Sanitation is to ensure successful implementation and supervision of community based water supply and sanitation interventions in the target areas. Additionally this position will support development of staff and community capacity building in water supply and sanitation operation, maintenance and management, participate in mobilization of WASH resources and ensure implementation is done in close collaboration with program staff, the local community, the Local authority and other relevant agencies. The role will also involve to a large scale technical designs of various WASH infrastructures, estimation of costs, support development of tender documents, bid review and evaluations, and general construction contract management and discharge in accordance with IRC and GoK acceptable standards and specifications. During implementation of project’s activities, the Officer will be required to provide feedback to relevant project partners and the Local authorities with an aim of improving overall WASH program quality.

    Main Responsibilities

    The WASH Officer – Water Supply and Sanitation will identify and assess the key needs of WASH facilities and services to be addressed and whom to engage and develop an appropriate implementation strategy to either construct, rehabilitate or repair such facilities. She/he will ensure that an engagement approach to working with communities and the local authorities, other partners is employed and all activities are carried out in a way that is sensitive to community needs and promotes the full and equal participation of women, men, children and youth. Primary responsibilities include:

    Program

    • Design and manage assessments and studies in order to identify WASH needs in target communities.
    • Working with the WASH Officer – Hygiene Promotion, manage assessments/evaluations in order to identify key strengths, limitations of community structures managing WASH facilities
    • Undertake technical designs, cost estimation of all WASH facilities planned for implementation at the targeted communities.
    • Support preparation and review all contracts to be awarded to vendors of goods and services related to water supply and sanitation component of the project
    • Supervise construction, repair and rehabilitation of water supplies systems and sanitation facilities in strict adherence to the Kenya government regulations, WHO and the SPHERE standard.
    • Support implementation of hygiene promotion activities appropriate to the context in close collaboration with the WASH Officer – Hygiene Promotion to ensure that technical and social aspects of water and sanitation programming are integrated
    • Support assessments and assist in proposal development for additional resources for water supply, sanitation and hygiene interventions
    • Any other relevant responsibility as may be assigned by the Supervisoror other relating supervisors.

    Capacity Strengthening

    • Working with the WASH Officer – Hygiene Promotion facilitate training WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities on improved hygiene/sanitation practices, management and sustainability of WASH infrastructure.
    • Together with GoK line departments continuously monitor functionality and performance of community structures managing WASH facilities, identify capacity gaps and develop capacity strengthening plans.

    Reporting.

    • Support development of monthly, quarterly, semi- annual and end of projects reports on water supply and sanitation components of the project and ensure that the reports are prepared in a timely manner and in accordance with donors and IRC Kenya requirements.
    • Support development, monitoring and evaluation water supplyand sanitation project indicators and standards
    • Provide regularreports on water supply and sanitation activities and program progress against work plan and program activities includingdonor reports according to donor requirements
    • Maintain an up to-date activity tracking tool (soft copies and hard copies) of all water supply and sanitation infrastructure related activities.

    Coordination and Collaboration

    • Co-ordinate and network with the relevant County Government ministries and departments, , Community based organizations, Faith based organizations and NGOs and other relevant departments working in the Turkana in providing technical support and assistance to WASH activities.
    • Liaise directly with communities, and community structures on water supply and sanitationissues as well as other agencies operational in Turkana(particularly those carrying out similar activities) regularly to ensure coordination and effective implementation of activities through guidance of the Supervisor/FC.
    • Under the guidance of the supervisor (or Field Coordinator) contributes towards strengthening of integration of WASH programming with the other key IRC program Sectors.

    Other

    • Support WASH department in other tasks, roles and, responsibilities as may be assigned to by the supervisor.
    • Actively  participate in other inter-sectoral WASH activities (Water Supply and Sanitation Infrastructure Constructions)

    Required Qualifications:

    • Degree/Diploma in Water Engineering, Civil Engineering or related field.  
    • A minimum of Three years’ experience for degree holders and 5 years’ experience for diploma holders in working/programming in emergencies, relief or development including implementing a large scale community based water and sanitation project with evidence of successful implementation of similar projects.

    Required Experience & Competencies:

    • Minimum of 3 years relevant work experience in ASAL
    • Strong skills in construction of water supply and sanitation facilities essential
    • Demonstrated skills in technical design and costing of civil engineering works related to community based water supply and sanitation facilities.
    • Experience in community engagement approaches, participatory approaches and community negotiation
    • Excellent verbal and written communication skills
    • Strong interpersonal skills and ability to establish and maintain effective working relations with a team
    • Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities
    • Good understanding of SPHERE and other international and national standards
    • Good computer application skills (MS-Office, application software to engineering designs)
    • Knowledge of Turkana language an added advantage.

    WASH Officer - Hygiene Promotion

    Job Purpose/Objective

    The role of WASH Officer - Hygiene Promotion is to ensure correct delivery and impact of hygiene and sanitation promotion activities, good participation of target communities and other local stakeholders in close collaboration with Project partners.  This position will oversee all aspects of hygiene and sanitation project baseline survey, analysis, design, implementation and monitoring to its full completion. Additionally, the Officer will be required to identify, recruit, train and capacity build SMCs, WMCs, CHWs and required training. This position will also be required to directly facilitate and oversee sustainability initiatives for all Water Supply Schemes implemented by IRC together with GoK as per the guidelines provided. This role needs someone with a capacity to develop methodologies and guidelines needed in carrying out hygiene and sanitation promotion in different rural/urban settings. During implementation of project’s activities, the Hygiene Promotion Officer will be required to provide feedback to project partners with an aim of improving overall WASH program quality.

    Required Qualifications:

    Degree in Public Health, Environmental Health, or related Social Sciences with a bias in hygiene and sanitation practices or equivalent combination of education and work experience. OR Individuals with training and experience in healthcare, health promotion, community development, social work.

    Required Experience & Competencies:

    • Minimum of 3 years relevant work experience in ASAL.
    • Strong sanitation and hygiene promotion experience ess.ential
    • Demonstrated skills in design and application of community engagement approach models/strategies for behavior change in WASH projects

    Consultant Cardiologist - Hagadera

    Objective of the consultancy.

    • To screen patients with suspected cardiac conditions, both pediatrics and some adult
    • To perform Echocardiography of the pre-screened patients both paediatrics and some adult
    • To develop plan of management for the cardiac patients both medically and surgically
    • To report on the consultancy

    Expected outcome

    The patients awaiting cardiologist will be reviewed. Their diagnosis confirmed through use of echocardiogram, proper plan of management drawn up for them and a report of the findings compiled to help with further management. The report will include recommendation of further management; medically or surgically.

    Tasks to be performed

    In liaison with the Health Manager, the cardiologist consultant will be required to:

    • Review patients already in the cardiologist waiting list.
    • Perform echocardiogram to confirm some the cardiac conditions.
    • Develop plan of management for the reviewed patients
    • Prepare and submit a report of the patient reviewed with recommendations for patients both surgically and medically to the health manager.

    IRC role

    • IRC in conjunction with other health implementing partners will provide the list of the patients to be reviewed.
    • IRC with other health implementing partners will organize the transport and movement around the Dadaab camp complex.
    • IRC will provide transport for the consultant cardiologist from Nairobi and back after the consultancy.
    • IRC will provide accommodation to the consultant cardiologist

    Consultancy Venue

    • IRC Hagadera hospital
    • KRCS hospital in IFO2
    • IRK Hospital in IFO
    • MSF hospital in dagahley

    Duration of consultancy

    The consultancy is expected to last for 4 days from 11th to 15th September, 2017.

    Terms of payment and Utility:

    • The IRC will pay the consultation fee for the cardiologist consultant at ksh.100,000 per day.
    • The IRC will facilitate transport of the consultant to and from Nairobi.
    • The IRC will provide accommodation for the consultant at IRC compound.
    • The consultant will pay for his/her meals at IRC Hagadera cafeteria. 
    • Payments will be made after submission of the training report to the Health Manager.

    Medical Officer

    Job Purpose/Objective

    Under the supervision of the Health  Manager, the Medical Officer will offer quality health care to all patients in the hospital and work closely with other staff in all departments providing support and guidance

    Key Responsibilities

    Program management:

    • In coordination with the Health Manager, formulate program goals, objectives and intervention strategies and participate in the budgeting process
    • Ensure that all health activities are implemented as outlined in the project documents
    • Review the program activities and priorities on a regular basis updating the clinical services manager on gaps and/or provide recommendations on how to improve quality of services

    Human Resource:

    • Be a team leader in patient management in all hospital departments, giving support and guidance
    • Manage the Health  Program in acting capacity when the Health manager is not in office
    • Provide technical and administration work guidelines that are within the IRC policy

    Program activities:

    • Conduct daily ward rounds in the hospital
    • Ensure patient management is in line with the set MOH, WHO and UNHCR guidelines and protocols
    • Attend to all emergencies, both medical and surgical within 15 minutes
    • Ensure proper and accurate documentation of patient management in patient files
    • Conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynecological
    • Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, HOPC, DOPC, and MOPC.
    • Attend to all medical legal cases, including filling of P3 forms and attend court sessions as required
    • Attend to sexual assault survivors on a timely basis in the GBV Support Centre
    • Ensure timely referrals both Emergency and Elective cases to secondary and tertiary care centers
    • Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
    • Attend and participate in the daily morning hospital handover meetings
    • Ensure adequate night coverage by developing a call list on a weekly basis with other Medical Officers
    • Lead in mortality audits to improve quality of care for patients. 
    • Participate in the Quality of Care Assessments done on a quarterly basis

    Reporting and Coordination:

    • Attend inter-agency coordination meetings and case conferences as requested by the Health manager.
    • Assist in preparing donor reports as requested by the HM.
    • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.

    Others:

    Carry out other relevant duties as may be required or assigned by your supervisor

    Key Result Areas

    • Ensure quality of care in the hospital
    • Ensure quality emergency obstetric and neonatal care in maternity ward
    • Prompt referral of patients
    • Proper documentation of patient care
    • Identification and prompt management of outbreaks

    Required Qualifications:

    • Bachelor of Medicine and Surgery from a recognized institution (MBChB)
    • Registered with Kenya Medical Practitioners and Dentist Board
    • Minimum 2 yrs of working experience in a busy hospital setting

    Required Experience & Competencies:

    • Good knowledge and skills in clinical medicine and surgery
    • Ability to write clear, concise reports and well developed communication skills
    • Good computer skills (Complete MS Office package and any database management and analysis)
    • Must be a team player, flexible and culturally sensitive
    • Ready to work in difficult environmental conditions
    • Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures.

    Emergency Response Nurse

    Job Purpose/Objective

    Working under the guidance and supervision of the Nutrition Supervisor, the emergency nurse will be directly responsible for;

    Key Responsibilities

    • Carry out triage of patients including screening for acute malnutrition during the mobile outreaches in the sub-counties.
    • Conduct consultation services to children and adults during the target mobile outreaches in the sub county.
    • Implement and evaluate individual treatment plans for patients with health conditions including children with severe acute malnutrition.
    • Ensure essential services including deworming, Vitamin A supplementation and routine immunization services are provided to children under-fives during the outreaches.
    • Initiate and facilitate patient referrals to the nearby health facilities including the County referral hospital for patients who require further management/inpatient care.
    • Conduct Antenatal and post natal reviews for expectant mothers and lactating women during the integrated health and nutrition outreaches.
    • Work closely with nutritionists and the health facility staff including CHEWs and CHVs in the targeted areas of response.
    • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented in the patient’s cards.
    • Conduct regular training session for CHEWs and CHVs on basic care/management of various health conditions and follow up of patients.
    • Give health education to patients and clients during the outreaches.
    • Compile and submit monthly reports on patients treated andreferrals
    • Monitor and supervise proper usage of essential drugs/medical supplies
    • Carry out any other additional duties as may be assigned by the supervisor

    Key Result Areas:

    • Ability to provide integrated health services and work effectively with the entire outreach team.
    • Ensure timely and quality health care services to target population during the mobile outreaches.
    • Facilitate timely referrals for very sick patients and children with malnutrition and medical complications.

    Required Qualifications:

    • Diploma in Nursing from KMTC or recognized nurse training institution
    • Be registered and have a valid license from the Nursing Council of Kenya

    Required Experience & Competencies:

    • At least 2 years working experience in a busy hospital setup.
    • Experience in management of children with severe acute malnutrition and medical complications desirable.
    • Team player and cultural sensitivity is required.
    • Ability to work in hardship areas (Previous emergency experience in a remote setting will be an added advantage).
