Job Purpose
The Tax Justice Programme Officer will be a core member of the Mobilising Progressive Domestic Resources for Quality Public Services (Tax Justice Programme) under the Governance and Accountability programme. The key areas of focus for this role will be to implement specific projects through effective programme management approaches, supporting partners to develop organisational capacity building to deliver high quality tax justice programmes and to establish and maintain linkages with other thematic and programmatic areas as well as with relevant state and non-state actors particularly at County level. The Tax Justice Programme Officer will be required to implement campaigning and influencing strategies, undertake research and monitoring, evaluation and learning as well as ensuring the programme takes into account gender and active citizenship.
The Programme Officer will also contribute to resource mobilization for co-financing of the projects to ensure that the programme is fully resourced.
Key Responsibilities
Programme management, implementation and resourcing 30%
· Ensure plans and objectives contribute to the broader country programme strategy and particularly on the Accountability and Governance theme, as well as involve collaboration with other programmes
· Effective, timely and quality delivery of project activities and deliverables.
· Continuously monitoring implementation of the project activities including budget tracking and prepare monthly and periodic report for sharing with Oxfam management, development partners and stakeholders
· Budget management oversight
· Ensure continuous coordination with the MEAL Advisor in implementing the monitoring and evaluation components of projects (for Oxfam and partners) and documenting the lessons learnt for their application, quality assurance and for adjustments to the project where necessary.
· Support in initiating new programme strategies which help achieve impact on the programme objectives in close collaboration with Oxfam staff and other stakeholders.
· Work with other Oxfam project/programme staff and partners in developing new program interventions and fundraising for project or programme financing.
· Perform any other tasks related to the project which may be advised by the management from time to time.
Partnership Management, coalition building and support 40%
· Brokering, networking and managing partner relations with project partners, strategic partners, coalitions, networks and County Governments and Assemblies in the project areas.
· Support the partners in delivering the project targets and objectives including MEAL support, monitoring of partner project activities, review of work plans and budgets, facilitating linkages and learning as well as reporting.
· Maintain regular communication and positive relationships with other Oxfam staff, the project partners and beneficiaries and stakeholders.
· Ensure and coordinate regular monitoring, quality, review and timely submission of partner narrative and financial reports and
· Ensure compliance of Oxfam and donor requirements on project delivery and reporting by partners.
Research, knowledge generation, campaigns and policy influencing 25%
· Implementation of specified components of the projects under the Tax Justice Programme that include influencing tax and fiscal justice, public finance management including budgets policies, legislations and decisions for the benefit of target beneficiaries.
· Through technical guidance, to support relevant research, policy analysis and lobbying on tax policy & practice issues taking into consideration gender, inequality, extractives and active citizenship.
· To support partners on their influencing and campaigning strategies and activities
· To support the design and implementation of public offline and digital campaigns relevant to the programme
· To coordinate with the Communications and MEAL advisor on the documentation of the programme and partner information, learning and case stories for programme visibility and fundraising.
Human resource management 5%
· Manage consultants and researchers as required, in accordance with Oxfam policy and procedures
Technical Skills, Knowledge and Experience
Skills
· Professional/Technical qualifications – a Bachelor Degree in Law, Economics, Development studies, Social sciences or governance-related field.
· Demonstrated ability to multi-task between direct programme implementation and partners’ management with positive outcomes.
· Proof of ability to work independently to deliver project outcomes and results as well as any other tasks that may be delegated from time to time.
· Proven ability to analyse complex contexts, monitor change and translate this analysis into problem solving strategies that can be communicated in developing appropriate plans which have impact.
· Proven analytical and conceptual thinking, high level research, project management knowledge and skills and experience using participatory tools and methodologies for assessment, programme identification, implementation, monitoring and evaluation.

Job Purpose
The Tax Dialogue Programme Officer will be a core member of the Mobilising Progressive Domestic Resources for Quality Public Services (Tax Justice Programme) under the Governance and Accountability programme. The key areas of focus for this role will be to implement the Kenya Tax Dialogue project through piloting innovative programme approaches, building partnerships, coalitions and networks and delivering on relevant research for the project. The Tax Dialogue Programme Officer will also be required to lead on relevant research for the Tax Dialogue project as well as establish and maintain linkages with private sector, National Government, Government Institutions, the Legislature as and with other Oxfam teams working on tax dialogue, policy influencing, campaigning and advocacy. A key area of work will be to facilitate multi-stakeholder dialogue, generate and manage research and knowledge resources of the project through linkages with affiliates, knowledge hubs and other institutions or stakeholders. The Tax Dialogue is a concept that seeks to promote and enhance responsible corporate tax practices.
Key Responsibilities
Partnership and coalition building, networking and support 40%
· Brokering, networking, managing and building relations with strategic private sector institutions and membership organisations, CSOs, Trade Unions, coalitions, networks and relevant National Government Institutions particularly the National Treasury, Kenya Revenue Authority, Kenya National Commission on Human Rights as well as with the National Assembly and where necessary the Senate.
· Support national CSOs and project partners (if any) with capacity building and in delivering the project targets and objectives including MEAL support, monitoring of project activities, review of work plans and budgets, facilitating linkages and learning as well as reporting.
· Build and manage a multi-stakeholder platform with multi-national and national corporations, investors, government and CSOs on good corporate governance and responsible business and tax practices.
· Organise and facilitate tax dialogue roundtable forums with multi-national and national corporations, investors, CSOs and government where necessary.
· Maintain regular communication and positive relationships with other Oxfam staff, external stakeholders and project beneficiaries.
Research, knowledge generation, campaigns and policy influencing 35%
· Implementation of specified components of the Tax Dialogue Project including influencing tax and fiscal justice, Government and Company policies, legislations and decisions for the benefit of target beneficiaries.
· To undertake research and scoping on the possible issues to be addressed and corporations to take part in the tax dialogue project
· To support relevant research, policy analysis and lobbying on good corporate governance and responsible business and tax practices whilst taking into consideration gender, inequality and active citizenship.
· To support the design and implementation of public offline and digital campaigns relevant to the project.

Job Purpose
Leads in the implementation of the Mobilising Progressive Domestic Resources for Quality Public Services (Tax Justice Programme) - piloting innovative programme approaches, building partnerships, coalitions and networks and supporting partners to develop organisational capacity building to deliver high quality women’s rights programmes. The Tax Justice Programme Strategist will establish and maintain linkages with other thematic areas and link with Oxfam campaigns, policy influencing and advocacy teams. Occasionally, as required by the programme design, the post holder will manage contracted programme staff. A key area of work will be to fundraise for the programme and to generate and manage knowledge resources through linkages with knowledge hubs and other institutions.

· Provides thought leadership on the programme focus and contributing to the thematic area, staying up to date with the latest thinking, undertaking and commissioning research and analysis and spending time to develop a comprehensive understanding of the theme how it contributes to poverty and Inequality in the country and across multiple locations.
· Leads on Tax Justice programme budget process by designing and effectively managing spend on a monthly basis including variance reporting and ensures corrective actions are taken on deviation.
Partnership and coalition building, networking and support 30%
· Provides technical support to staff and partners working on the programs with a specific focus on domestic resource mobilisation/tax justice and influencing.
· Ensures compliance with donor requirements, managing internal and external relationships to minimise disallowances and deviations from plan.

· Collects and analyses programme information to produce timely, accurate progress reports for multiple audiences – partners, internal teams, donors and other external sudiences.
