    ICT Assistant

    Job Description

    The ICT Assistant shall work under the Principal Officer  -ICT to  manage  and  direct  the  effective  provision  of  information  systems  and  technology  to  the   technical operation of the  office automation applications including Program Management Systems, programme and application software and the introduction and technical operation of organizational computer applications.

    Duties and responsibilities:

    1. Create and maintain ICT configuration database for both hardware and software. Regularly assist in review and evaluation of office and users equipment and recommend replacement in accordance with hardware life cycle guidelines.
    2. Daily information back-up of files and archiving materials where appropriate.
    3. Support installation of new computer equipment as appropriate and ensuring that hardware (and network cabling) is maintained and repaired as necessary.
    4. Support in maintaining of an inventory of RECSA equipment and ensuring the security of equipment and data.
    5. Support in    ensuring that the   network   infrastructure   is   operational all the time, workstations and server systems are serviced and maintained as required.
    6. Support in website update, development and Management at RECSA secretariat.
    7. Support in software development and upgrade as may be assigned by the management.
    8. Support in system administration and management information systems duties.
    9. Perform any other duty as may be assigned by the supervisor and the management of RECSA Secretariat.

    Qualification and Experience

    1. A minimum of a Bachelor’s degree in Information Communication Technology or Management information Science.
    2. At least 3 years’ work experience in the ICT department.
    3. An understanding of the sources and dynamics of conflicts, peace and/or security in Africa in general and Great Lakes Region and Horn of Africa in particular would be an added advantage.
    4. Good communication and interpersonal skills.

    Legal Assistant

    Job Description

    The Legal Assistant shall provide legal advisory services to the Secretariat, ensuring effective management of legal, contractual risks and harmonization of legislation on SALW instruments.

    Duties and responsibilities

    1. Prepare/review legal documents and working agreements between RECSA, corresponding partners, Organizations and donors.
    2. Support in offering technical advice to the Secretariat and Member states in the harmonization of legislation.
    3. Preparation of Legal Documents and working Agreements on a need basis.
    4. Develop and review MOU’s between RECSA and Partners and follow up on their implementation.
    5. Support in the Review and provide legal advice on the implementation of the Nairobi and other international instruments on SALW.
    6. Support in developing country specific plans of actions for the implementation of legal aspects of the Best Practice Guidelines for the Implementation of the Nairobi Protocol.
    7. Collect, examine, and organize evidence and other legal documents relating to any case where RECSA is a party.
    8. Research on regulations, laws, and legal articles to assist with the preparation of reports, case files, and legal advice to RECSA.
    9. In consultation with RECSA management and any legal Counsel appointed to   represent RECSA in all cases filed in a court of Law.
    10. Manage, organize and maintain legal documents for the organization in both hard and electronic filing systems.
    11. Participate in project proposal development in thematic areas, relevant to your area of specialization regarding Small Arms intervention in general.
    12.  Perform any other duty as may be assigned by the supervisor and/or the management of RECSA Secretariat

    Qualification and Experience

    1. A minimum of a Bachelor’s degree in Law and Postgraduate Diploma in Law or an Advocate of High Court.
    2. At least 5 years’ work experience in legal related field.
    3. An understanding of the sources and dynamics of conflicts, peace and security in Africa in general and Great Lakes Region and Horn of Africa in particular would be an added advantage.
    4. Good communication and interpersonal skills.

    Research And Cross Cutting Issues Assistant

    Job Description

    The Research and cross cutting issues Assistant will oversee all organization work and undertake large – scale collaborative research projects (both desk and field – based) examining the causes and effects of armed violence and the dynamics of small arms proliferation, use, availability and fragility.

    Duties and responsibilities

    1. Responsible for all cross cutting issues and proactive technical support to the organization.
    2. Assist in the conceptualization, developing and managing research projects on a range of topics, in different settings and with diverse partners.
    3. Undertake research on thematic areas on SALW and develop documents for publications.
    4. Review research reports from consultants on case by case basis
    5. Provide quarterly research briefs on topical and emerging issues on SALW in the region.
    6. Be the point of contact on all research matters of RECSA.
    7. Train RECSA staff on the appropriate research methodologies as management my deem fit.
    8. Perform any other duty as may be assigned by the supervisor and the management of RECSA Secretariat

    Qualification and Experience

    1. A degree in Social Sciences or any related field.
    2. An excellent understanding of the discourse on conflict prevention and security with a particular focus on SALW control and the international policy environment in which these issues are addressed.
    3. Expertise in qualitative and quantitative research methods and track record in international policy research analysis is an added advantage.
    4. A good understanding of Small Arms, security and fragility issues in the Great Lakes and Horn of Africa.
    5. Evidence of relevant research publications (at least 3).
    6. Experience of working in teams or with a variety of partner organizations in the design and delivery of research tasks.
    7. At least 4 years’ experience in research related field.
    8. Excellent communication skills and experience in communicating effectively across cultures and with diverse audiences, including government officials, international organizations, NGO’s and the media.
