The Elizabeth Glaser Pediatric AIDS Foundation seeks a Finance & Administration for an anticipated 5-year USAID HIV Service Delivery Support Activity (HSDSA) project in Kenya. The HDSA will have the goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90”.
The Director of Finance & Administration will report to the Chief of Party and will be responsible for overseeing all aspects of financial procurement, HR/Admin, and IT management.
Finance & Administration Job Responsibilities
- Financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime contractor and any sub awards.
- Oversees all human resource services/processes including recruitment, compensation, performance review, training & development, ensuring compliance with HR rules and regulations at host country, donor and organizational level
- Oversees procurement processes including tendering process, supplier selection, to ensure procurement solutions that meet project needs, are compliant with all applicable regulations and standards of accountability, ethics and integrity
- Manages the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities and assets including IT assets, equipment, etc.
Qualifications For Finance & Administration Job
- A post-graduate degree in Business, Accounting, Finance or related field relevant to the position requirements
- At least 8 years’ experience in financial management for large complex projects, of which at least 5 years were working in the field of international development, and at least 2 years, working on a contract
- Professional level of oral and written fluency in English Language

The Health Systems Strengthening (HSS) Advisor will provide overall leadership and support for health systems strengthening within the project. The HSS Advisor will be responsible for ensuring that health systems strengthening activities are well designed, implemented and coordinated.
Health Systems Strengthening Job Responsibilities
- Provide direction and leadership for the project’s health systems work, while ensuring that the project’s activities operate within one health system.
- Provide guidance for key HSS activities to support county level policymakers in areas of strategic planning and management, ensuring a seamless link between service delivery interventions and county capacity and systems development.
- Provide technical assistance to county technical teams on health systems strengthening;
- Identify and assess the issues around devolution and the functions and organization of the county government, particularly the county health management teams and their capacity gaps.
- Responsible for directing the implementation of health systems strengthening activities;
- Responsible for ensuring the achievement of expected outcomes and quality review/assurance in the area of health systems strengthening;
- Participate in annual reviews and project planning.
- Ensure accurate and timely submission of all required health systems related technical reporting and deliverables of the project.
- Provide technical assistance to build the capacity of county health teams in core HSS functions as defined by the project.
- Provide guidance to the respective county health management teams to strengthen health information systems, human resources management, quality assurance, commodity management, and support the lower county levels.
- Collaborate with key stakeholders in the entire health system to develop innovative technical strategies, tools and systems to strengthen health systems at the county level and below.
Qualifications For Health Systems Strengthening Job
- Master’s Degree in Public Health, Health Policy, Health Administration, or other relevant field;
- At least ten (10) years of relevant professional experience.
- A minimum of seven (7) years of relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas of governance and strategic planning, policy reform, health products and technology, human resources for health, and strategic monitoring and evaluation and referral systems.
- A minimum of five (5) years of experience in Sub-Saharan Africa, Kenya experience preferred.
- Five (5) years of demonstrated experience in project design, and in managing and supervising a team.
- Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors, and other stakeholders, particularly at the sub-national level.
- Ability and willingness to travel frequently to program sites throughout the country.
- Professional level of oral and written fluency in the English language.

The Service Delivery Advisor is responsible for overseeing the planning, implementation and monitoring of facility based health services including HTS, HIV Care and treatment, TB, PMTCT, Lab., QI/QC at the HSDSA supported sites.
Service Delivery Advisor Job Responsibilities
- Lead the Service delivery core team of senior project Technical Advisors and ensure effective collaboration, teamwork and collegiality.
- Provide technical leadership in the implementation of the service delivery component of the project.
- Coordinate the development and implementation of the project work-plans
- Supervise and coordinate the program Technical Advisors- Care and Treatment, TB PMTCT, Lab., HTS/prevention and QI/QC,
- Oversee the integration of the project’s specialized technical approaches for the achievement of successful project implementation using the state of the art approaches and best practices
- Support in creating and strengthening linkages and networks between facility and community activities
- Assist in the preparation of monthly, quarterly and other reports as may be required
- Collaborate with the other project Team Leaders in harnessing overall integration of the project
- Coordinate with the CHMTS, SCHMTs and other collaborating partners to maximize synergies.
Qualifications For Service Delivery Advisor Job
- Medical Doctor with MPH or other master’s degree in a medical field.
- Minimum of 7 years’ experience providing senior project management to health service delivery in HIV projects
- Hands on clinical experience in HIV
- Proven experience and familiarity with MOH/GOK and devolved health systems.
- Excellent interpersonal and supervisory skills, capable of directing and managing change, and inspiring teamwork and motivating staff and partners to achieve results
