The Position
Senior Finance Officer – Financial Verification & Donor Assurance.
The Senior Finance Officer – Financial Verification& Donor Assurance is a critical assurance role established to address a strategic gap in donor expenditure verification and audit readiness. The role will also provide upstream advisory to ensure financial components of work plans, budgets, and submissions are compliant before donor engagement, working closely with the YEFFA PMU. The role is responsible for end-to-end verification of donor-funded expenditures, ensuring that all financial transactions are supported by complete, accurate, and compliant documentation, aligned with donor requirements, internal policies, and applicable accounting standards.
This position operates as a second-line control function, providing independent review and validation of financial submissions prepared by finance and grants teams, before donor verification or audit.
Beyond transactional assurance, the role is expected to:
- Strengthen internal controls and documentation standards.
- Improve financial data integrity across systems (ERP, grants platforms).
- Drive continuous improvement in compliance culture and audit readiness.
This role focuses on financial verification and audit readiness and works in close coordination with the YEFFA Program Management Unit, which is responsible for programmatic compliance, private benefit analysis, and workplan quality assurance. The role reports directly to the CFO, with matric reporting to the YEFFA PMU, and provides regular assurance reporting to the Program and AGRA executive management.
Key Duties and Responsibilities:
- Lead the end-to-end verification of donor-funded expenditures, ensuring all transactions are accurate, complete, properly approved, fully supported, and compliant with donor agreements, internal policies, and audit standards.
- Conduct independent secondary reviews of financial and procurement documentation (invoices, contracts,
receipts, approvals, payment support, and authorization trails) to ensure completeness and integrity.
- Coordinate the preparation, quality assurance, and timely submission of verification packages, ensuring full audit trails and adherence to donor timelines, including priority programs such as YEFFA.
- Reconcile verified transactions against the General Ledger, sub-ledgers, grants systems, and donor reports, investigating and resolving discrepancies, misclassifications, and inconsistencies.
- Establish and maintain robust documentation protocols and document management systems, including
indexing, storage, retrieval, and compliance with retention and donor requirements.
- Prepare audit-ready files and support external audits, donor verification missions, and internal reviews, ensuring timely responses and closure of findings.
- Develop and maintain verification frameworks, including SOPs, checklists, review protocols, service-level timelines, and quality assurance mechanisms.
- Identify control weaknesses, documentation gaps, data quality issues, and process inefficiencies, and work
with Finance, Grants, IT, and Program teams to strengthen controls, systems, and workflows.
- Monitor verification progress, risks, and bottlenecks, providing regular assurance reporting and evidence-
based recommendations to the CFO, YEFFA PMU, and senior management, and escalating critical risks as needed.
- Serve as a central liaison across internal teams and external stakeholders (donors, auditors), while building
organizational capacity through training and promoting a culture of accountability, audit readiness, and strong internal controls.
Key Qualifications and Experience Required:
- Bachelor’s degree in Accounting, Finance, or a related field; a master’s degree is a strong added advantage.
- Full professional accounting qualification, such as CPA, ACCA, or equivalent.
- Minimum 5 years of experience in external audit, financial compliance, assurance, or donor-funded financial environments.
- Proven experience in audit engagements, financial verification, high-volume transaction review, and donor-
funded programs.
- Strong knowledge of accounting procedures, financial statements, IFRS, US GAAP, donor compliance frameworks, and audit methodologies, including substantive and controls testing.
- Strong understanding of internal controls, COSO framework, and risk management practices.
- Advanced reconciliation, analytical, problem-solving, and documentation skills, with strong attention to detail.
- Ability to independently challenge, validate, and communicate financial findings clearly to senior leadership.
- Highly organized, results-oriented, self-motivated, and able to work independently in a diverse environment.
- Experience in large organizations and strong leadership ability to develop, support, and empower teams is an added advantage.

The Position
Partnerships Officer
The Partnership Officer will work closely with the Managing Director and relevant staff in AFS Forum, various teams across AGRA, to strengthen and grow the AFS Forum Partners Group, identify, disseminate information, and deliver on partnership and public sector-led opportunities that scale AFS Forum’s efforts.
The ideal candidate will build and manage relationships with predominantly public sector partners to scale AFS’s existing financing (Governments, institutional partners UN agencies, Development Banks, Philanthropies), to identify new opportunities for investments and sponsorships, adopt innovative approaches and develop opportunities to leverage additional resources (i.e., catalytic co-investment) from new partners including climate funds for transformation, create bridges with national, regional and global financing platforms to improve access to affordable financing and reach the 50 million USD targets by 2027. S/he will work closely with the coordinator of the thematic platforms and each thematic platform to develop proposals to mobilize institutional partners, multiyear partners, and annual sponsors. He/she will lead the day-to-day partnership management with existing partners as year-round engagement to increase investment into African agriculture and food systems and to position AFS Forum partners, including AGRA, as a preferred partner for public sector- led agriculture development and food systems transformation, and a leading initiator, convener, and catalyst of multi stakeholder partnerships that drive transformation
Key Duties and Responsibilities:
- Build and grow high-value partnerships that advance the AFS Forum’s strategic priorities
- Identify and secure new partners aligned to value chains, systems transformation, and regional priorities.
- Create linkages across partners and donor programs to unlock funding for the Forum, including the annual summit and thematic platforms.
- Position and represent AFSF at key agribusiness platforms to showcase impact and unlock new collaboration opportunities.
- Coordinate thematic platforms meetings and foster effective collaboration across a diverse partner ecosystem.
- Support governance structures and operating models that enhance partnership effectiveness and accountability.
- Work with country teams to prioritize needs and implement structured partner coordination frameworks.
- Oversee a dynamic network of partners, ensuring strong engagement and value delivery.
- Work closely with partners to maximize impact from multiyear and annual sponsorships.
- Share and connect partners with relevant public and private sector opportunities across AGRA and beyond.
- Ensure timely execution, tracking, and reporting of partner activities and commitments.
- Manage critical partnerships, grants, and service providers in coordination with internal teams.
- Manage and leverage partner databases to support engagement and decision-making.
- Oversee end-to-end partner coordination, including planning and delivery of the annual event.
Key Qualifications and Experience Required:
- Master’s degree in business administration (strategic analysis focus), International Relations, Public Relations, Marketing, Advertising, Social Entrepreneurship, Education, or related field
- Knowledge of the agriculture sector and exposure to private sector investment processes and policies in Africa.
- Experience working in agriculture development in Africa, including strategic partnership/relationship development and management, public-private partnerships, and agribusiness.
- Experience working with a large multinational development agency in a coordination role for the AFSF platform.
- Fluency in English, knowledge of French will be an added advantage
- Ability to effectively manage partnership projects through comprehensive planning, execution, and evaluation, ensuring timely delivery of objectives while coordinating resources, monitoring progress, and adapting strategies to achieve desired outcomes.
- Proficiency in crafting compelling proposals and concept notes that attract donor interests, summarize project ideas while emphasizing key objectives, methodologies, and expected outcomes, effectively articulate partnership opportunities, funding requirements, align the project’s significance with the funder & priorities, and display AGRA’s capacity to deliver impactful results.
- Ability to effectively represent AGRA at relevant forums and alliances, strategically contributing to discussions, displaying initiatives, and actively seeking opportunities for new partnerships.
- Exhibits strong research abilities to identify potential partnerships, funding sources, and Agri- investment opportunities that align with the strategic goals of the AFS Forum.
- Demonstrated social and humanitarian awareness, along with the diplomatic skills necessary to navigate complex stakeholder environments and advocate for partnership development effectively.
