Context:
- Under the overall supervision of the - Chief Migration Officer (CMHO) Health and the direct supervision of the - Senior Radiologic technologist, with the guidance of IOM Teleradiology Center/ for technical matters the successful candidate will be responsible for the carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Nairobi , Kenya.
Core Functions / Responsibilities:
- Prepare the daily chest X-ray worklist extracting from the overall health assessment worklist and share the worklist to the IOM radiology unit staff or to the external service provider and accompany the applicants to the radiology service provider for CXR taking if the x-ray is done by external provider.
- Enter the bio-data correctly and timely on x-ray reporting template for immigrants and refugees as needed and save files appropriately or pass to the radiologist as per work arrangement.
- Verify the identification of immigrants and refugees using original passport or valid ID with photo including name, age and gender to prevent substitution during X-ray taking, and assist in organizing and properly handling the applicants at the radiology reception.
- Assist the IOM Radiology Technologist or the external radiology service provider in Xray related counselling, checking pregnancy for female applicants and taking consent or cross checking if consent was taken when the applicant is pregnant.

- Assist in providing radiation protection lead shields to applicants, and in case of external service provider, make sure the external service provider uses radiation protection pelvic lead shielding for all applicants.
- Assist the radiologic technologist in entering the applicant’s biodata to the CR/DR machine and ensuring the standard and correct labelling of Chest X-rays by checking the correctness of biodata.
- When the IOM X-ray service is outsourced to external provider, remind the Radiologic Technologist at the external provider to take technically good quality CXR in accordance with IOM radiology guidelines and the resettlement country technical instructions.
- Make sure the chest X-rays are completed in a timely manner by the external radiology service provider when the chest X-rays are taken by the external provider and assist in the timely transfer of the chest X-ray images from the external provider to the IOM image server as needed when there is no set up for direct image transfer.
- Upload the chest X-ray image to e-Medical website timely and properly, burn the images on CD or prepare hard copy X-ray documents as needed.
- Communicate with the Radiologist in the mission or IOM Teleradiology Center for reading the chest X-rays, notify when CXR is done and sent to the server, receive additional view requests, call the applicants, and in coordination with the Radiologic Technologist, make sure the additional views are completed on time.
- Download the X-ray reports from the radiology system or shared folder where the reports are filed and deliver the report to the panel physicians as needed.
- Prepare the daily X-ray statistical reports and other necessary Radiology Unit related monthly statistics as needed. Cross check and confirm the correctness of the number of chest X-ray readings by Radiologist as needed.
- Coordinate with the staff in Migrant Health Assessment Center and IOM country mission, and x-ray machine provider when needed.
- Assist IOM radiologic technologist in maintaining optimal workflow, keeping the safety of the machines, keeping track of X-ray consumables and early notification, and in creating client friendly environment in the radiology unit.
- Contribute to the radiation safety measures in the Radiology Unit by complying to the radiation safety rules and regulations and regularly wearing radiation measuring badges while at work.

Required Qualifications and Experience
Education

SPECIFIC TASKS OF THE CONSULTANCY
- The incumbent will lend support on a 5 -month consultancy contract to the IOM Kenya Mission by supporting the Project Manager of Labour Mobility and social inclusion and Migrant
- Protection and Assistance Department in conducting local market assessment of employment opportunities for unskilled or semi-skilled labor force, market demand research on goods and services likely to be generated by climate-resilience interventions, and mapping of local financial inclusion systems and identification of the needs of the CAPs.
Under the overall supervision of Head of Programme and Policy Development and the direct supervision of Senior Programme Manager (Labour Mobility, Social Inclusion and Migrant Protection), the consultant will carry out the tasks detailed below:-
- Participate in an inception meeting with IOM JTIP Project team and prepare an inception report, detailing the general understanding of the assignment, work plan and deliverables.
- Develop a firm understanding of the proposed intervention models and programming activities, the target populations, and geographical catchment areas.
- Conduct a localized market assessment, primarily focusing on Marsabit and Garrisa where the proposed interventions are to take place, with value chain analysis of livelihoods and an analysis of a variety of the most promising market systems and value chains, including enterprises/self-employment, vocational and salaried jobs.
This should include:
- Collection and analysis of micro-level data to understand the local market systems, the environment, and interplaying dynamics, as well as its consumers, opportunities, and bottlenecks in the value chains.
- An assessment of the current and future demand for the core products and services in the identified market systems and value chains most suitable for the target populations in the two counties.
- An assessment of the identified core products and services by gender and major age groups, so focused efforts to develop local opportunities as opposed to emigration.
- Identification of current and potential future or emerging risks for engaging in these market systems and value chains, particularly trends or developments affecting rural and urban poor households.
- Identification and assessment of policies, institutions and other key elements governing markets and value chains that may affect local market systems and engagement of communities in the design and implementation of development interventions aimed at livelihoods promotion, Small and Medium Enterprise (SME) development, and community economic development in rural and urban contexts.
- Livelihood options and capacity for income generation that may be most appropriate for the target populations in Marsabit and Garissa to reduce outward migration or encourage safe migration. Identification and feasibility of community assistance projects for resilience and livelihood support for the migrants (pastoralist and agropastoralist community).
- Collaborate with the Gap Analysis team to maximize data collection efficiency and reduce redundancy, e.g., coordinating joint focus group discussions with key stakeholders or members of the target populations.
- Map actors supporting the recommended markets for which linkages or partnerships that may be beneficial to the proposed livelihood interventions in Garissa and Marsabit to other parts of Kenya.
- Conducting desk reviews of livelihoods assessments (e.g., socio-economic, gender, youth, etc.) and market studies commissioned by government ministries, development partners, or civil society in the identified counties.
- Designing all data collection tools required to collect the assessment data.
- Validating methodology and data collection tools according to sector guidelines.
- Collecting data through focus group discussions and individual interviews at county and sub-county level, Civil Society Organizations (CSOs), Community leaders, members of the community, etc. (face-to-face or virtual).
- Provide a clear breakdown of the key barriers to climate resilient and sustainable livelihoods (including social norms, legislative, institutional capacity, political will etc.).
- Recommend clear and tangible suggestions for addressing livelihood challenges within the scope of the J/TIP programming.
- Analyzing data, validating findings, write and submit a report with recommendations.
- Develop comprehensive final report of the Market assessment at the end of the assignment.

EDUCATION AND EXPERIENCE
Education

Experience
- At least 8 – 10 years of experience in the design and implementation of Monitoring and Evaluation/Management Information Systems in development projects implemented by national/international NGOs/UN bodies/ Government.
- Minimum of eight (8) years of relevant experience working with setting up monitoring and evaluation structures/mechanism/tools; Develop and strengthen monitoring, inspection, and evaluation procedures.
- Minimum of five (5) years of relevant experience in climate change, protection, trafficking in persons and or migration.

Provide support and general information to the migrants and/or refugees in relation to:
- The migration health assessment, especially focusing on Chest Xray,

- Under direct supervision of the Senior Project Assistant (Quality Control Monitoring). the successful candidate will be accountable and responsible for assisting the streamlining of visa application services for the German family reunification, resettlement and evacuation caseloads.
Core Functions / Responsibilities:
- Assist on a daily basis beneficiary at the Family Assistance Programme (FAP) Center and case management of their files.
- Process efficiently and effectively the family reunification visa application case, files, and medical records by registering the newly received family reunification appointments lists, creating of new case files into Dynamics 365 (data entry), distributing of case files in a timely and accurate manner, collect biometric data, ensuring that all submitted files are promptly completed and compiled, and keeping the file tracking system is use to maintain a comprehensive track of application files.
- Undertake applicant form completion and casework interviews for the purposes ofrecording family separation and case histories and biographical information, while ensuring that the interview reports filed with the visa applications are accurate and meet the requirements set by the donor, and immediately report any quality issue to the Quality Control Assistant.
- Enter data accurately into the Family Assistance Programme (FAP) case management software by verifying information previously entered such as biographic and family information, and, when needed, scanning, photocopying, attaching, filing and translating documents, and photographing applicants in accordance with established Standard Operating Procedures (SOPs).
- In coordination with supervisors, organize and schedule family reunification appointments, including running ad hoc reports, entering schedule data, updating schedules, issuing and confirming appointments, and assisting logistics.
- Ensure that Family Assistance Programme (FAP) case management system is updated as needed with application data, biographical and other sensitive information such as interview dates, activities conducted, medical data and file submission.
- Enter required applicant data, lodge application documents in the required order to the IOM designated folders of applicants to submit to Embassy.
- Assist and guide migrants in the completion of the visa application form as per checklists, conduct remote completeness checks on all documentation before their visa appointment, and fill in the questionnaires when required.
- Provide migrants with accurate information in a timely manner, including distributing information sheets and visa requirement checklists; handling telephone and e-mail inquiries from applicants in accordance with established Standard Operating Procedures (SOPs) (including wide range of visa and appointments inquiries); and keep them updated with announcements and modifications.
- Organize the applicants’ files based on the instructions of the German Consular staff and in full compliance with the IOM Service Standards.
- Call families and principle applicants to answer questions and provide remote guidance on form filling, visa requirements and general information.

- Ensure general maintenance for the IOM Family Assistance Programme (FAP) office building; monitors and maintains facility equipment to ensure safe and efficient facility operation.
- Follow and direct coordination with logistics, finance and human resources units to carry out any work related to the Family Assistance Programme (FAP) Center, and act as an admin focal point for the Team.

- University degree in Business Management, Client Services, Social Science, Engineering Science or related field with three years of relevant experience. or, High school diploma with five years of relevant experience.
Experience
- Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint and Publisher.
- Previous work experience in international organizations and service industry companies and in non-government or government institutions/organization in a multi-cultural would be an advantage.
- Strong interpersonal & intercultural skills with an attention to detail.
- Attention to detail, ability to organize paperwork in a methodical way; discreet, details and clients-oriented, patient and willingness to learn new things.
Language
- Fluency in English and in Somali is required; working knowledge of German is anadvantage.
