    Key Expert 1 – Data Governance

     Qualifications Education/training:

    • University degree in law, public policy, information governance, data protection/privacy, political science, digital governance, or related field.
    • Language: C1-level language proficiency in English
    • General professional experience: 3 years in digital governance, data governance, policy design, digital public infrastructure
    • Specific professional experience: 3 years in designing or implementing participatory data governance, consent frameworks, data- sharing agreements, or digital ID/data-wallet initiatives
    • Regional experience: 3 years in Latin America or Africa or Asia Development Cooperation (DC) experience:
    • 3 years in DC-funded projects or technical assistance on governance, regulatory reform, or digital public goods.
    • Other: 3 years of experience with smallholders or agricultural MSMEs and specialist EUDR knowledge.

    Key Roles

    • WP1: Adapt participatory data governance framework to country/commodity context; map legal/regulatory requirements and advise on compliance risks; define data stewardship roles, accountability and grievance/redress mechanisms; draft consent models, data-sharing agreements and role-based access policies; define metadata, provenance and audit requirements; design governance KPIs; facilitate multi-stakeholder consultations and document outcomes.
    • WP2: Translate consent and governance rules into application workflows; specify audit/ provenance logging and consent lifecycle requirements for the data wallet; review UI/UX flows for legal and policy compliance.
    • WP3: Operationalize consent capture, data-sharing agreements and grievance procedures in the field; monitor governance KPIs and compliance during pilots; produce SOPs, policy briefs and governance documentation for pilot adoption.
    • WP4: Deliver governance training and templates (consent forms, data-sharing agreements, SOPs); prepare policy briefs and guidance for scaling governance models.

    Key expert 2: Data Science And Software Engineering

    Qualifications

    • Education/training: university degree in computer science, data science, software engineering, information systems, or related technical discipline. Language: C1-level language proficiency in English
    • General professional experience: 3 years in data engineering, or data science for development applications.
    • Specific professional experience: 3 years in building data platforms; experience with interoperability standards and APIs.
    • Regional experience: 3 years in Latin America or Africa or Asia Development Cooperation (DC) experience: 3 years in participating in DC projects or partnerships delivering digital public goods, open-source tools, or capacity strengthening in development contexts.
    • Other: 3 years of experience with smallholders or agricultural MSMEs X K

    Key Roles

    • WP1: Specify technical requirements and data models aligned with governance and value-chain needs; assess interoperability needs, offline/low-connectivity constraints and traceability technical specs; advise on consent capture flow implications for technical design and security.
    • WP2: Design system architecture and technical specifications for the data wallet; build prototype mobile/web application (offline-first, low-bandwidth); implement identity/authentication, consent management, encryption and key management; develop APIs, interoperability layers and ETL/data quality pipelines; implement traceability features (geo-tags, timestamps, photo evidence) and tamper-evidence; implement privacy-preserving analytics and anonymization; lead testing and deploy prototype; manage DevOps and open-source repo/documentation.
    • WP3: Deploy and configure applications in pilot sites; manage offline sync and local integrations; provide technical troubleshooting, security hardening and data quality monitoring; build dashboards and analytics to support MEL and pilot monitoring.
    • WP4: Provide technical handover (developer documentation, runbooks, maintenance plans); train SAFE staff and local IT teams on deployment, integration, and repository management.

    Short-Term Expert - Knowledge Transfer & Capacity Building

    Qualifications

    • Education/training: University qualification in computer science, data science or other relevant disciplines (Master)
    • Language: C1-level language in English
    • General professional experience: 5 years of professional experience in in systems integration, backend engineering or platform operations.
    • Specific professional experience: 3 years of professional experience in digital wallets and integrating APIs.
    • Regional experience: 3 years of experience in either of the following countries: Burundi, Cameroon, Colombia, Kenya, Nigeria, Peru, Uganda, Vietnam or Tanzania.
    • Other: 3 years of experience with smallholders or agricultural MSMEs

    Team Leader & Agricultural Value Chain Expert

     Qualifications

    • Education/training: University degree (Master) in political science, social science, law, agriculture, rural development, agricultural economics, development studies or related discipline.
    • Language: Cl-level language proficiency in English • • .
    • General professional experience: 5 years of professional experience in sustainable agriculture, agricultural supply chains or sustainable food systems
    • Specific professional experience: 5 years in digital governance, data governance or digital transformation
    • Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company
    • Regional experience: 3 years of experience in projects in Latin America or Africa or Asia (at least two of the target regions) Development cooperation (DC) experience: 5 years of experience in DC projects Stakeholder experience: 3 years of direct engagement with smallholders or agricultural MSMES.

    Key Roles 

    • Participate in a kick-off meeting with ABF and kick-off meetings with the MGF partners
    • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
    • Coordinating and ensuring communication with GIZ, partners and others involved in the project, including quality insurance for reports and coaching plan.
    • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short- term experts
    • Regular reporting in accordance with deadlines Can optionally also be proposed as key expert and train and coach up to 3 MGF partners.

    • Regional experience: 3 years of experience in Latin America or Africa or Asia (region)
    • Other: 3 years of experience with smallholders or agricultural MSMEs
