    Programme Officer - Programme Management Support (P-1), PGLT CEED

    For every child, Hope for all……

    The Programme Management Support Officer will have the following responsibilities as part of the climate change, environment, energy, and disaster risk reduction (CEED) team and under the close supervision and guidance of their supervisor: 1) Supporting UNICEF’s programmatic needs and 2) Maintaining and operationalizing appropriate relevant UNICEF networks.

    How can you make a difference?

    Strategic Planning and Relationship Building:

    • Support in the forging of strategic relationships with key stakeholders, including UNICEF staff, government entities, civil society organizations, and the private sector, to advance UNICEF’s sustainability and climate change agenda
    • Support in facilitating effective liaisons with programme participants to support collaboration and communication within UNICEF and with external partners, enhancing the CEED agenda.

    Programme Development and Mainstreaming:

    • Support mainstreaming sustainability and climate action into UNICEF's programming at headquarters, regional, and country office levels.
    • Encourage integrated programming approaches that recognize the interconnectivity of climate change, environmental degradation, and disaster risks with other UNICEF sectors such as education, health, and social protection.

    Operational Support and Coordination:

    • Identify staffing and resource needs to propel the CEED agenda and draft Terms of Reference (TORs) and contracts for related programming and advocacy initiatives.
    • Support in the coordination with various UNICEF offices to implement global CEED programmes, ensuring cohesive action and policy implementation.

    Financial Oversight and Reporting:

    • Oversee and monitor the CEED budget, confirming alignment with UNICEF’s administrative and monitoring processes.
    • Regularly update management on the budget status and financial requirements to maintain transparency and ensure continued funding for key initiatives.

    Knowledge Management and Capacity Building:

    • Support the curation and updating of knowledge repositories with current research, data, and implementation reports to inform programming and maintain a repository of best practices.
    • Support the development of content and facilitate training to strengthen the capacity of UNICEF staff on climate and environmental issues.
    • Support the internal and external communication processes to further the CEED agenda and promote cross-network collaboration.

    To qualify as an advocate for every child you will have…

    • A university degree in climate change, environmental science, engineering, disaster management, International Development, International Relations, Government, Public Administration, Public Policy, Social Policy or other relevant disciplines is required
    • A minimum of 1 year of relevant work experience in areas related to programme management, sustainability, international development, disaster management, environmental issues, public policy, social policy, and children’s health and wellbeing is required
    • Specific experience in programming/policy implementation, monitoring, review and evaluation related to climate change, environment or disaster risk reduction is required preferably in a developing country context
    • Knowledge on climate, environment, and DRR impacts, assessments, and adaptation solutions required
    • Familiarity with children’s rights in the context of climate change, environmental degradation and disaster risk reduction
    • Experience in developing tools, and providing training, particularly as part of a global/regional role in support of other country offices will be considered an asset.
    • Experience working on CEED issues within UNICEF or other international development agencies is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Programme Officer - Biodiversity and Programme Support (P-2), PGLT CEED

    The Biodiversity and Programme Support Officer will have the following responsibilities as part of the climate change, environment, energy, and disaster risk reduction (CEED) team and under the close supervision and guidance of their supervisor: 1) Coordinating organizational platforms and providing support to ensure children’s issues, needs, and perspectives are championed in climate and environmental policies and programmes and 2) Supporting the shaping and development of the organization’s programmes and policies as related to biodiversity protection.

    How can you make a difference?

    Programme Support and Development:

    • Support the development of UNICEF's programmes with a primary focus on biodiversity, identifying strategic action areas that leverage the organization's collaborative advantage.
    • Shape UNICEF's advocacy and policy work to emphasize biodiversity protection and integrate it within wider climate, energy, and environmental strategies, including disaster risk reduction.
    • Establish monitoring frameworks to specifically evaluate the outcomes and impacts of biodiversity conservation efforts within the broader sustainability and climate programming.

    Policy Advocacy and Coordination:

    • Support the integration of biodiversity objectives in organizational multi-sectoral and multi-regional policy initiatives, particularly through the SCAP implementation.
    • Organize and deliver policy presentations, workshops, and seminars that focus on promoting UNICEF's agenda for biodiversity conservation, engaging relevant key stakeholders.

    Research and Analysis:

    • Conduct research and provide data to guide policy and programming decisions with a specialized focus on biodiversity and its critical role within the climate and environmental sectors.
    • Gather and analyze evidence to build compelling investment cases for funding initiatives that prioritize biodiversity alongside UNICEF’s sustainability and climate objectives.

    Communication and Stakeholder Engagement:

    • Create platforms and initiatives that bring attention to biodiversity as a central theme in climate and environmental discourse, especially from the perspective of children and youth.
    • Strengthen communication strategies and knowledge management to highlight children's unique insights and needs in biodiversity conservation within environmental policies and programmes.
    • Actively participate in internal and external meetings, contributing insights and advocating for biodiversity conservation to be a core consideration in all discussions pertaining to UNICEF's environmental, climate, and sustainability agendas.

    Programme Specialist - Results and Resources (P-3), PGLT CEED

    Under the close supervision and guidance of the supervisor, the Results and Resources officer shall have the following responsibilities: 1) Tracking and evaluation SCAP programming and its progress across UNICEF and 2) Co-ordinating resource needs and allocations for successful SCAP implementation across the organisation.

    How can you make a difference?

    Monitoring and Assessing SCAP progress:

    • Develop and implement results frameworks and tools for monitoring UNICEF climate and sustainability programmeming
    • Systematically monitor and review core strategic indicators reported by UNICEF country offices, ensuring they accurately reflect the progress and challenges in implementing the SCAP.
    • Analyze these indicators to identify trends, gaps, and areas for improvement, providing actionable insights and recommendations to enhance programme effectiveness and alignment with strategic goals.

    Reviewing Country Office Annual Reports:

    • Conduct thorough reviews of annual reports submitted by UNICEF country offices, assessing the integration and effectiveness of sustainability and climate change strategies within their regional contexts.
    • Evaluate the outcomes and impacts highlighted in these reports, comparing them against established benchmarks and objectives to gauge overall success and areas needing attention.

    Compiling Progress and Annual Reports:

    • Compile comprehensive progress and annual reports detailing UNICEF's global achievements and challenges in relation to the sustainability and climate change agenda.
    • Ensure these reports effectively communicate the scope of work, key accomplishments, lessons learned, and strategic recommendations to both internal and external audiences, including stakeholders and partners.

    Compilation of Best Practices:

    • Gather and document best practices from various UNICEF programmes and initiatives focused on sustainability and climate change, creating a repository of successful strategies, methodologies, and case studies.
    • Share these best practices internally to promote learning and replication of effective approaches across different regions and programmes.

    Strengthening Knowledge Management and Decision-Making:

    • Support in the enhancement of knowledge management related to UNICEF's sustainability and climate change work, ensuring that crucial information, data, and insights are accessible and usable for staff across the organization.
    • Support knowledge-sharing sessions, webinars, and workshops to disseminate key findings, innovative approaches, and new sustainability and climate action research.
    • Actively engage in internal and external meetings, bringing a results-oriented and resource-focused perspective to sustainability and climate action discussions.
    • Provide expert insights on resource allocation, efficiency, and the effectiveness of sustainability initiatives, contributing to strategic planning and decision-making processes.
    • Collaborate with various stakeholders, including programme teams, regional offices, and external partners, to ensure that discussions and decisions are aligned with UNICEF's sustainability goals and resource capabilities.

    All of the above will be performed in close collaboration with HQ programme teams and divisions and with UNICEF regional and country offices.

     To qualify as an advocate for every child you will have…

    • An advanced university degree in climate change, environmental science, engineering, disaster management, International Development, International Relations, Government, Public Administration, Public Policy, Social Policy or other relevant disciplines is required
    • A minimum of 5 years of relevant work experience in areas related to monitoring, evaluation, resource management and reporting is required
    • Familiarity with children’s rights in the context of climate change, environmental degradation and disaster risk reduction
    • Knowledge on climate, environment, and DRR impacts, assessments, and adaptation solutions considered an asset
    • Expertise in monitoring, reporting, evaluation, and developing related tools,  as part of a global/regional role in support of other country offices will be considered an asset.
    • Experience working on CEED issues within UNICEF or other international development agencies is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
