    Consultancy - Social and Behaviour Change Consultant, Education

    Activities and Tasks

    Under the technical supervision of the SBC Specialist and working in close coordination with the Education Specialist and county project focal points, the consultant will provide timely SBC technical guidance and support successful implementation of the Operation Come-to-School, Kenya SBC activities.

    The main activities include the following:

    • Review Operation Come-to-School, Kenya, strategy documents, plans, result framework, performance monitoring plan and recent county data and map SBC activities, bottlenecks and capacity gaps and develop roadmap for providing technical guidance and support across 16 counties.
    • Support counties and implementing partners to undertake/ analyse existing county situation/problem assessment and a communication (participant, behaviour and channel) analysis to inform design, review and formulation of county SBC plans.
    • Orient County Directorate of Education and implementing partners on SBC and provide technical guidance/support in developing/reviewing, implementing, coordinating, and monitoring and reporting on county SBC plans.
    • Working with CDEs and implementing partners, explore and promote a social accountability mechanism for the Operation Come-to-School, Kenya, clarifying the roles and accountabilities of the various publics in the community.
    • Contextualize the Operation Come-to-School, Kenya Messaging matrix and support the development and dissemination of county-based IEC package.
    • Co-ordinate with the Centre for Behaviour Change and Communication (CBCC) to ensure the radio campaign to be ran on the Digiredio platform ensures complementary two-way community engagement both on air and on the ground while mobilising community members to enroll and retain all children in school by disseminating clear, credible and consistent multi-media messages on Operation Come to School.
    • Support NACONEK in the development of a national SBC.
    • Participate in Operation Come-to-School, Kenya coordination meetings within UNICEF and at county level as appropriate and report back on the key SBC issues and action points.
    • Facilitate documentation and dissemination of good practices and lessons learned related to Operation Come-to-School, Kenya SBC technical support.
    • Prepare monthly reports, and a final consultancy report including progress on SBC outcome(s), lessons learned, gaps and recommendations.

    Minimum Qualifications and Competencies

    • Advanced university degree in social and behavioral science, sociology, anthropology, psychology, education, communication or another relevant technical field.

    Work experiences

    • At least 8 years of professional work experience in Social and Behaviour Change Communication and other relevant areas
    • Proven expertise in Social and Behaviour Change planning, coordination, implementation, monitoring and reporting.
    • Prior experience working with the government, UNICEF or UN agencies and knowledge of children’s, Education and development issues is an asset.

    Health Officer, HMIS/M&E

    How can you make a difference?

    The Health Officer (HMIS/M&E) reports to the Chief of Section for guidance and supervision. The Health Officer (HMIS/M&E) supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health programme (e.g. maternal, neonatal, Child Health, ECD, Primary Health Care, Immunization, HIV) within the country programme. The Health Officer (HMIS/M&E) provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.

    Main Responsibilities and Tasks

    • Participate in strategic programme discussions on the planning of health programmes. Formulate, design and prepare a sector of the health programme proposal, ensuring alignment with UNICEF’s Strategic Plan, the Country Programme, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies, and national priorities, plans and competencies.
    • Support the establishment of specific programme goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
    • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
    • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programmes.
    • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
    • Actively monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
    • Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
    • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, and best practices and approaches on health-related issues to support programme development planning, management, implementation and delivery of results.
    • Participate in discussions with national partners, clients and stakeholders to promote health and development issues, in the areas of emergency preparedness, maternal and neonatal health, child health, primary health care, ECD, Immunization and HIV.
    • Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of programme goals on child rights, social justice and equity.
    • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.
    • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
    • Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.

    Required Qualifications and Experience

    Education:

    • A bachelors university degree in one of the following fields is required: public health/nutrition, pediatric health, health research, biostatistics, epidemiology, or another relevant technical field.

    Work Experience:

    • A minimum of two (2) years of professional experience in one or more of the following areas is required: public health/nutrition, pediatric health, health research, biostatistics, epidemiology, health monitoring and evaluation, Health Management Information Systems (HMIS).
    • Relevant experience in a UN system agency or organization is considered as an asset.

    Operationalization of the Principle of Mutual Recognition in the Implementation of the Joint UN Together 4 SRHR Programme

    Objectives: 

    • A set of Standard Operating Procedures (SOPs) developed to ensure effective and efficient implementation of programme interventions.
    • Relevant technical, operational and administrative focal points from PUNOs are familiar with the Mutual recognition principle and SOPs adopted.
    • Process and learning are documented and shared widely for broader us in joint programming.

    Activities and Tasks:  

    • Develop Inception report outlining the proposed methodology, workplan, and tools to be developed.
    • Conduct mapping of best practices in operationalization of the Mutual recognition principle in other regions and countries. As part of mapping, undertake a desk review of existing principles, policies, procedures, guidelines and operational mechanisms used in PUNOs.
    • Undertake key informant interviews with programme and operations focal points, and identify the main financial, administrative, supply and operational barriers impeding the use of the principle of mutual recognition and the implementation of the 2gether 4 SRHR programme along with suggestions for reducing those barriers.
    • Develop in consultation with PUNOs a set of operational level practical Standard Operating Procedures (SOPs) to ensure that the principle of mutual recognition is pit into effect.
    • Build the capacity and understanding of technical, operational and administrative focal points in utilizing SOPs.
    • Develop a report documenting the process and propose concrete solutions that can be incorporated into the Global guidance on Joint programming.
    • Develop and deliver a PowerPoint presentation (PPT slide deck) and conduct a dissemination webinar.

    Desired competencies, technical background and experience  

    • An advanced university degree in Business Administration, Financial Management, or another relevant technical field is required.
    • Specialized training in IPSAS and SAP or other ERP is highly desirable.
    • A minimum of ten years of experience in operations is required which includes financial and contract management, budgeting and budget management.
    • Experience in a UN system agency and understanding of UN processes and procedures is essential, including experience in developing administrative policies and SOPs.
    • Prior experience in conducting similar capacity building webinars and/or meetings is highly desirable.
    • Demonstrated ability to working in a multicultural, multidisciplinary environment and establish harmonious and effective relationships, including with national-level stakeholders.

    Evaluation Specialist (R-WASH)

    How can you make a difference?

    The Evaluation Specialist works with the UNICEF Evaluation Section, and in close coordination with the R-WASH PMU, in implementing and supporting the generation of evaluative evidence on the R-WASH programme. The Evaluation Specialist also works with KFW, UNHCR Programme and Evaluation Team of the R-WASH  Programme, to ensure that programmatic perspectives of KFW and UNHCR are factored into evidence generation activities.

    The Evaluation Specialist ensures credibility, impartiality, and independence of the evaluation function with special focus on WASH and climate change programmes. He/she supports the development and implementation of evaluation workplans for WASH and climate change programming and evaluation proposal development. As a member of the UNICEF ESARO Evaluation Section, the Evaluation Specialist also supports UNICEF’s broader evaluation function in the Regional Office and across the region.

    The Evaluation Specialist helps UNICEF to manage its evaluation partnerships, including inter-agency relations within the UN, and collaboration with Headquarters. The Evaluation Specialist may also be assigned more specific duties that enable her/him to be a resource person across the ESA region, including methodological work, resource mobilization, and procurement support for evaluations.

    The Evaluation Specialist is responsible for contributing to the design and effective conduct and uptake of evaluations in accordance with the UNICEF Evaluation Policy. He/she ensures that the UNEG Norms and Standards for evaluation as well as well UNICEF evaluation coverage benchmarks and quality standards are upheld.

    To qualify as an advocate for every child you will have

    • An advanced university degree (Master’s or higher) in social sciences, statistics, public policy or related technical field. Relevant formal training in evaluation will be a significant advantage
    • A minimum of five of progressively responsible professional experience in  research and evaluation design and in conducting evaluations as per UNICEF and UNEG norms and standards for evaluation in the UN system.
    • Demonstrated familiarity with, and experience in applying, both quantitative and qualitative methods is essential. Understanding of methods used in conducting both ‘up-stream’ evaluations (e.g. focusing on policies, strategies and systems), as well as ‘down-stream’ evaluations (e.g. focusing on delivery of programmes and projects) is advantageous.
    • Experience in related evidence functions including social policy, public policy, quantitative and qualitative data analysis, programme audit, programme planning and monitoring is an asset. 
    • Familiarity with, and work experience, in sub-Saharan African countries, with a particular focus on humanitarian settings, is an advantage; as is familiarity with WASH and climate change-related issues.
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another UN language spoken in the Eastern and Southern African Region would be an asset.
