    Statistics Consultant

    Specific Tasks and responsibilities:

    • Under the direct guidance of the Programme Management Officer (Statistician) in the Data Analytics, Statistics and Intelligence Section of the Office of Science of UNEP, the consultant has the responsibility to conduct the following activities:
    • The mapping and analyses process of data sources on climate change and gender at the national level should focus on available data sources at the national level, including censuses, statistical surveys, administrative records, geospatial data, monitoring systems, scientific research, citizen-generated data and Big data.
    • The task requires good communication skills and should be carried out in close collaboration with the national focal point in the Tanzania National Bureau of Statistics, as well as through communication with relevant ministries or agencies such as the Ministry of Environment, other environment and climate-change related ministries and agencies, Ministry on social and gender issues,
    • Non-governmental organizations (NGOs) working on gender issues at the national level, and in contact with relevant experts in the RCO.

    Qualifications/special skills

    • A bachelor’s degree in economics, statistics, sociology, environmental science, data science, information science, gender studies or another related field is required.
    • A master’s degree in the related field is highly desirable.
    • At least 2 years of technical experience working with national statistics and data is required.
    • Experience in environment, climate change, disaster-related or gender statistics is required.
    • Experience working with national statistical offices on data collection/reporting is desirable.

    Midterm Review Consultant - GEF 10844 and 10845

    The findings of the Review will be based on the following:

    • A desk review of following relevant project documentations and determine key data to collect from stakeholders and prepare key instruments (questionnaires, logic models) to collect these data through interviews and/or surveys: 
    • Project Documents and Appendices; b) Project design documents (including minutes of the project design review meeting at approval); Annual Work Plans and Budgets or equivalent, revisions to the project (Project Document Supplement), the logical framework and its budget;
    • Project reports such as quarterly progress and financial reports, progress reports from collaborating partners, meeting minutes, relevant correspondence and including the Project Implementation Reviews and Tracking Tool, etc.;
    • Evaluations/Reviews of similar projects.
    • Conduct online or in-person interviews (individual or in group) with: a) UNEP planetGOLD programme lead, UNEP Project Manager and team members;
    • planetGOLD Guinea Executing Agency and PMU; c) planetGOLD Cote d’Ivoire Executing Agencies and PMUs;
    • planetGOLD Global project
    • Government representatives
    • Representatives from Project Steering Committee, National Advisory Committee;
    •  Representatives from civil society and specialist groups (Miners Organizations based in target areas, Women organizations) 

    Qualifications/special skills

    • An advanced university degree (master’s or equivalent) in environmental sciences, international development, chemical and waste, or other relevant political or social science areas is required.
    • A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A minimum of 5 years of technical/evaluation experience in projects and programmatic approaches is required.
    • Experience evaluating UNEP and/or GEF projects is desirable.
    • Experience evaluating ASGM and mercury projects is desirable. Good/broad understanding of mercury, pollutants management is desirable. Working knowledge of the UN system and specifically the work of UNEP is desirable.
