    Land Use Planning Specialist

    The national consultant will be responsible for the following tasks and responsibilities:

    • On Programme Implementation • Provide technical and coordination support to the implementation of various UN-Habitat and GLTN's related land-use planning programs and interventions in Uganda including on planning, coordination, and monitoring of implementing partners' work programs.
    • Provide technical support to the implementation of sustainable wetland management interventions in Uganda.
    • Provide technical and coordination contribution in the implementation of guidelines for tenure responsive land use planning.
    • On Tools Implementation and Documentation
    • Provide technical and coordination support to the implementing partners in the use and application of GLTN land tools and approaches towards improved tenure security and sustainable land use.
    • Support documentation of best practices, lessons learned, and in implementing land tools in relation to tenure responsive land use planning.
    • Provide technical contribution in developing user manuals and training materials for on tenure responsive land use planning guidelines.
    • On Capacity Development and Awareness Building
    • Provide technical contributions in designing and conducting workshops and training events on land use planning and sustainable land management.
    • Prepare materials, presentations, and reports on project activities and outcomes.
    • Knowledge Management and Reporting
    • Provide technical contribution in developing and maintaining a knowledge management system for capturing and sharing project data, reports, and lessons.
    • Technical support documenting lessons learned and contributed to knowledge dissemination across project stakeholders.

    Qualifications/special skills

    • First level University Degree in urban and regional or/and spatial planning, urban management, urban design, land management, geography, social sciences, or related fields required.
    • A minimum of two years' experience in addressing land use planning issues in developing countries particularly in Uganda is required.
    • Experience on project coordination, knowledge management and capacity development on land-related issues is highly preferred. Knowledge in land use planning related tools, good practices and innovations is desirable.
    • Experience in coordination and implementation of multi-stakeholder project partnerships is preferred. Previous working experience with international organizations is desirable.

    Administrative Assistant

    Responsibilities

    • Human Resources Management • Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members and training ensuring consistency in the application of UN rules and procedures.
    • Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
    • Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. Reviews and processes personnel actions through Umoja.
    • Monitors staffing table and prepare relevant statistical data/charts.
    • Budget and Finance
    • Assists in the preparation and review of financial and human resource proposals/requirements.
    • Consolidates budget/work programme with respect to Headquarters’ budget, trust funds, grants and procurement.
    • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. 
    • Performs other duties as assigned.

    Education

    • High school diploma or equivalent is required.

    Work Experience

    • A minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required.
    • The minimum number of years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.
    • Experience working with Enterprise Resources Planning (ERP) systems such as SAP is desirable.
    • Experience working within the United Nations common system or similar international organizations is desirable.
    • One (1) year or more of experience in data analytics or related area is desirable.
