    Assistant Field Coordinator

    Duties and Responsibilities

    • Under the overall supervision of the Snr. Programme Management Officer/Project Manager, the Assistant Field Coordinator will be responsible for the following duties:
    • Support field coordination for the project at the county and municipal level
    • Provide liaison and coordination among the municipal board and various partners in line with the urban development objectives of KUSP 2 (WHR)
    • Coordinate and report on all field activities scheduled by the project.
    • Technical support for the implementation UIG and UDG activities
    • Support the county government and municipality to undertake trainings and capacity building activities under the UIGs
    • Provide technical support to the county government to integrate refugee issues in the County Urban Institutional Development Plans with focus on refugee-host community integration, including aspects of social accountability and citizen engagement.
    • Provide technical support to the municipal board to identify, plan, design and implement UDG projects
    • Technical support to the design and development of inclusive municipal governance systems including the establishment of municipal level coordination framework and the Urban/Residents Fora.
    • Support the municipality to undertake private sector engagement activities as outlined in the PSEF
    • Provide technical support and capacity building training to strengthen the urban planning function in the county and municipality, including aspects of environmental resilience and stakeholder participation.
    • Support municipalities in the facilitation of Urban/Residents Fora meetings and participatory planning workshops for annual IDePs
    • Provide technical support to the municipal board to mobilize stakeholders and to establish a municipal level coordination framework

    Qualifications/special skills

    • Academic Qualifications: First level university degree in civil engineering, architecture, urban/town planning, environmental science, sustainable development, community development, land surveying/management, urban/land economy, economics or related areas is a requirement.
    • Years of working experience reduced by two for candidates with a Master’s degree or equivalent in the relevant fields.
    • Work Experience: A minimum of three years of progressively responsible experience in providing technical support to infrastructure projects, project management, community-based development or coordination in the context of development cooperation or related area is required.
    • 1 year or more of experience in data analytics or related area is desirable. Proven ability to work in multi-agency settings and to engage with devolved government structures.
    • Experience working in hardship environments is desirable. Work experience within the United Nations System or similar organization is desirable.
    • At least 4 years of work experience in community development projects is desirable

    Project Hydrologist/Water Resource Engineer

    • Propose and design appropriate cost-effective intervention measures outlining in detail the type of intervention, proposed location, reason for recommendation, cost breakdown for the protection of risks and conservation of water sources within the micro catchment of the water source based on the study findings and assessment for each water supply schemes and for each project location.
    • Prepare detailed technical reports, including hydrological analysis, flood assessments, and infrastructure evaluations.
    • Prepare an overall comprehensive best water resource conservation and storage schemes for each project sites. Provide inputs for annual progress reports, work plans, and other documents.
    • Workshops & Capacity Building: Organize at least 2 workshops or training sessions for local stakeholders and affected communities on water storage, WASH practices, and flood management, share the findings, document program highlights, good practices, lessons learned, and feedback from stakeholders.
    • Reporting Relationship
    • The incumbent will report directly to the Project Lead who is under the Programme Management Officer and the Country Programme Manager.
    • The incumbent is expected to provide weekly update reports and monthly narrative reports in format shared by the project manager. The reports must be shared with the programme support staff as necessary.
    • The incumbent will be part of a team of experts working on the project. He/she is expected to work individually and, in a group, collaboratively with different government officers, representatives of local administration, local academic institutions, civil society, representatives of host and displacement affected communities.
    • The incumbent is expected to travel to project sites as needed.

    Qualifications/special skills

    • Advanced university degree (Master's Degree or equivalent) in water resources engineering, Environmental Engineering, Civil Engineering, or other relevant disciplines.
    • Excellent communication and interpersonal skills
    • Excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for preparation of quality reports as well as media stories.
    • Ability to work independently or with minimal supervision with a high degree of responsibility, in a flexible manner and often under pressure.
    • Capacity to coordinate and organize a team and to support project implementation.
    • Ability to conduct interviews, surveys, and other data collection techniques.
    • Substantial knowledge in water resource assessment, water supply feasibility studies, water storage schemes, mapping of flood and drought occurrences, response plan preparation, nature-based is an asset.
    • Experience of developing and implementing water conservation/storage plans/activities at least in three project sites, including consideration of climate change, flood and draught risks.
    • Prior experience with the UN or other international organizations on a project of similar nature is an asset,
    • Ability to communicate technical knowledge to non-expert audience is desired.
    • At least five (5) years of relevant work experience in hydrogeological field, water resource assessment, water supply feasibility studies, designing water storage schemes, response plan preparation is required.
