    KE-Procurement Officer-Travel, National

    Core Job Responsibilities:

    Procurement Administration (65%)

    • Under the guidance of the Procurement Manager, contribute to strategic planning conversations to set and achieve RSC Program goals.
    •  Provide input on quarterly and/or annual departmental staff and work projections, which contribute to Procurement annual budgeParticipates in budget preparation by researching cost estimates of proposed items.
    • Procures goods and services in a cost-effective, timely and transparent manner in line with CWS Polices, Co-operative Agreement and 2CFR200.
    •  Coordination: Communicating with staff and programs regarding travel requests, coordinating with travel service providers and airlines.
    •  Travel and Air Ticketing
    •   Arranging travel: In coordination with the travel agent, ensure booking international and domestic air tickets, securing visas, arranging accommodations, and managing vehicle rentals for all staff and visitors.
    • Logistics: Ensuring all logistical arrangements are in place, including airport pickups, drop-offs, and field travel arrangements.
    • Coordinates and facilitates the vendor pre-qualification process.
    • Support vendors in completing vendor forms in COUPA.
    • Ensures all approved quotations are captured in COUPA and approved LPOs sent to the vendors.
    • Liaises with vendors to create realistic delivery schedules and compare actual deliveries to evaluate vendors’ performance and responsiveness.
    • Reviews invoices and ensure complete documentation (GRN, Invoice, Delivery Note, LPO) and submits to finance for payment.
    • Manages the flow of complete procurement documents between the departments.
    • Prepares VAT and DUTY exemptions for Ministry of Foreign Affairs and Kenya Revenue Authority in IPMIS system.
    • Analyzes incoming bids by coming up with a comprehensive analysis of the requirements of the bid for review by the committee meetings.
    • Prepares the Request for proposal (RFP) reports for tender committee review.
    • Ensures reconciliations for vendors by comparing invoices and payments.
    • Participates in developing, facilitating, implementing, monitoring and reviewing procurement plans.
    • In coordination with other departments establishes detailed requirements for office supplies, equipment and other goods and services required.

     Compliance (15%)

    • Ensuring all procurement contracts are updated, coordinate and monitor the supply chain function to ensure compliance with procurement policies and practices and donor requirements.
    • Ensures procurement records are accurate, up to date and in compliance with donor policies.

    Data management (10%)

    • Maintaining accurate records of all travel arrangements and expenses
    • Assists in conducting market research to capture the current cost, evaluate offers from vendors and negotiate better prices

    Representation (5%)

    • Builds and maintains positive relationships with all members of staff, and contactors both within and outside CWS Africa

    Additional Roles and Responsibilities (5%)

    • Performs any other duties as assigned to improve the operations of CWS Africa

    Qualifications

    Experience:

    • A minimum of 4 years of experience in procurement, with specific focus on travel and logistics is required
    • Proven track record in vendor management, tendering, contract negotiation, and sourcing.
    • Experience working with ERP systems (e.g., SAP, Oracle, Microsoft Dynamics).
    • NGO/Donor-funded project experience (e.g., USAID, UN, EU) is an added advantage.

    Hands-on experience in:

    • Sourcing and booking flights, accommodation, and ground transportation.
    • Managing travel agencies and negotiating corporate travel rates.
    • Coordinating travel for large groups, VIPs, or emergency deployment.
    • Familiarity with travel policies, visa processes, and travel risk management.
    • Experience with donor-funded projects (e.g., USAID, UN) is an asset.

    KE - Learning and Development Supervisor (National)

    Core Job Responsibilities:

    Leadership and Management (20%)

    • Provide input in strategic planning conversations to achieve RSC Program goals.
    • Champion CWS policy, procedures, and organizational culture to staff, and contribute to strategies for ensuring staff fully understand and abide by CWS policies.
    • Aligning learning and development initiatives with organizational goals to deliver targeted employee training.
    • Develop tools to identify training/knowledge gaps by working closely with Senior Case Quality Specialists, HR Team and RSC Africa Supervisors.
    • Leverage and optimize various learning digital tools, including the eMS, virtual collaboration tools, and authoring software, to enhance the learning experience.
    • Establish robust evaluation methods to measure the effectiveness and impact of learning initiatives.
    • Manage learning and development projects from start to end, ensuring timely delivery, adherence to budget, and as per CWS Africa expectations.
    • Manage the RSC Africa learning and development mailbox, training calendar, and helpdesk.
    • Provide input and apply cost-saving measures to ensure program sustainability.
    • Ensure a safe, healthy, and professional work environment.
    • Participate in hiring interviews and undertake other human resources functions associated with supervising staff.

    Program Administration (35%)

    • Track progress towards achievement of established annual goals and objectives related to learning and development.
    • Facilitate a variety of training sessions, workshops, and learning interventions, both in-person and virtually, ensuring a positive and impactful learning experience.
    • Collaborate with HR team, RSC Africa management, and subject experts to conduct thorough learning needs assessment to identify skill gaps, performance deficiencies, and development opportunities across RSC Africa.
    • Contribute to planning for offsite and external training.
    • Provide training and tools to ensure employees are proficient in navigating and completing courses, quizzes or surveys via RSC Africa e-Learning Management System (eMS), i.e. moodle.org.
    • Work closely with the Software Development team to ensure timely new software upgrades and improvements of the eMS.
    • Provide technical support on training development, training design, monitoring, and evaluation instruments, and training feedback mechanisms to RSC Africa management and staff.
    • Work closely with CWS RSC Africa USRAP Programs supervisors to develop questions for Job Knowledge and hiring assessments.
    • Ensures new staff orientation curriculum, recurrent and mandatory training are built, uploaded, and updated on the RSC Africa Moodle online learning management system (eMS) and UKG Pro Learning, as necessary.
    • Develop a plan and timeline to create instructional design documentation; products may include but are not limited to instructional systems design and documentation, storyboards, narrative scripts, graphics, assessments, and scenario props.
    • Create engaging learning activities and compelling course content that enhances retention and transfer. Visualize instructional graphics, the user interface, and the finished product.
    • Create learning aids i.e. material/media (audio, video, simulations, role plays, games,)
    • Schedule and ensure dry runs are completed for all learning initiatives.
    • Maintain training design, project documentation, and course folders.
    • Contribute to developing training materials and manuals housed by the Learning and Development Team.
    • Use instructional design principles and adult learning theories in curriculum design and development.

    Compliance (25%)

    • Report any identified areas of significant compliance risk for the RSC Africa program.
    • Ensure timely and accurate reporting of suspected fraud, malfeasance, and data breaches.
    • Coordinate and participate in regular inter-departmental process reviews for CWS RSC Africa to compare requirements vs. current outputs and implement process changes based on the outcome of the process reviews.
    • Contribute to the development and updating of the learning and development policy and procedure documents.
    • Contribute to responding to the yearly external audit's inquiries.
    • Analyzes all learning and development reports, survey results, and organize learning initiatives dry runs to monitor training effectiveness and proposes different training approaches.
    • Contribute to the development of effective training indicators and goals, including pre- and post-training assessments and satisfaction surveys from trainers and participants for reporting of Training Unit activities.

    Data Management and Analysis (15%)  

    • Together with RSC management, carry out training needs assessments and analyze collected needs assessment data to inform Learning and Development Unit priorities and organizational training needs.
    • Maintain training attendance records in hardcopy and those in RSC meeting platforms (MS Teams, Zoom, WebEX etc), eMS, UKG Pro Learning or other subscribed learning platforms.
    • Ensures data tracking functions on the eMS and UKG Pro Learning are effectively utilized to ensure accurate and timely reporting.
    • Track and reporto on data related to the PRM Objectives and Indicators.
    • Contribute to the completion of the Internal Monthly Training Report for CWS HQ, and PRM quarterly performance progress report.
    • Work closely with the Software Development team to ensure continuous improvement of reporting functions in digital learning tools. Analyze data, generate reports, and provide recommendations for continuous improvement.

    Additional Responsibilities (5%)

    • May be deployed to the field to observe or monitor training and compliance.
    • Provide cover-up for HR roles, as necessary.
    • Any other duties as assigned.

    Qualifications

    Experience:

    • A minimum of six (6) years of paid work experience is required.
    • One (1) year of USRAP supervisory experience is required.
    • Experience leading teams is preferred.
    • Three years of training/learning & development experience is required.
    • Previous experience with USRAP required.

    KE-Regional Information Technology Director(National)

    Core Job Responsibilities:

    Leadership and Management (25%)

    IT Human Resources Management:

    • Supervises, directs, and mentors the Software Development Manager, IT Support Supervisor, Senior Systems Administrator, and Senior Information Security Manager and provides functional leadership (dotted supervision) to all the other IT Leads in the other country offices in Africa.
    • Ensures sufficient staffing within the department.
    • Ensures development, and retention of well trained, highly skilled, and motivated IT staff.
    • Evaluates training needs, recommends, and approves training for the entire IT team to ensure that they can execute their specialized duties effectively.
    • Establishes and communicates clear expectations to staff to foster a predictable and consistent positive work environment.

    IT Strategic Planning:

    • Leads in developing and reviewing of the IT strategic plan that aligns technology with the CWS Africa business goals and details the comprehensive technology-enabled business management processes the organization uses to guide its operations.
    • Facilitates appropriate resource allocation to ensure the success of the strategic plan.
    • Conducts strategic situational analysis and benchmarking against best practices and what other peers are doing to assess appropriateness of CWS Africa’s Information Technology standards.
    • Participates in the development and alignment of the broader CWS Africa strategy.

    Advisory and Consultancy:

    • Provides technical input and recommendations to CWS Africa Senior Management where necessary or when required to, (solicited and unsolicited advice).
    • Provides regular reporting on the status of the Information System performance and security posture to the CWS Africa Senior Management.

    Compliance and Information Security/IT Risk Management (30%)

    • Achieves and maintains thorough knowledge and adherence to established CWS Africa, CWS, DOS/PRM and USCIS policies and procedures regarding information systems management for CWS Africa.
    • Oversees compliance with all IT requirements – including developing, reviewing, and approving written policies, procedures, processes (workflows), and SOPs regarding the CWS Africa information system in Africa.
    • Coordinates and reviews required IT security and risk assessments/audits.
    • Oversees the adoption and adaptation of a comprehensive enterprise information security and IT risk management program to ensure that the integrity, confidentiality, and availability of information that is owned, controlled, or processed by the organization.
    • The CWS Africa Information System should be secured according to the organizational defined policies, Integrity and Compliance Guide (ICG), Federal IT security requirements and the National Institute of Standards Technology (NIST) moderate impact controls among other information systems local and global legal e.g., Data Protection Laws and best practice requirements.
    • Assess the appropriateness of CWS Africa’s IT Enterprise Risk Management framework.
    • Develops, reviews, approves and oversees effective disaster recovery policies and standards to align with enterprise business continuity management program goals.
    • Coordinates the development of implementation plans and procedures to ensure that business-critical services are recovered in the event of a security event and provides direction, support, and in-house consulting in these areas.
    • Works with the Information Security Team to develop, maintain and publish up-to-date information security policies, standards, and guidelines; oversee the approval, training, and dissemination of security policies and practices.
    • Manages security incidents and events to protect corporate IT assets, including intellectual property, regulated data and the company's reputation. 

    Technical Operations Oversight and Support (25%)

    • Automation oversight and Software design support- Works with the Software Development team on continuous improvement of business processes through off the shelf (cloud or on premise) and internally developed (bespoke) software.
    • Networks and Systems performance monitoring- Works with the relevant SMEs in these fields to ensure optimal systems performance and networks reliability, especially the Wide Area Network (WAN) setup across Africa to support office and field work in remote areas.
    • Customer Service Management- Works with the IT Support Supervisor on customer service management to achieve high levels of IT service delivery, support and achieve high client satisfaction levels.
    • Evaluates the operations of IT systems in Africa and provides recommendations, to ensure that the organization maintains a reliable, secure, scalable IT Systems/Infrastructure and keeps up-to date with technological changes.
    • Consults with IT security staff to ensure that security is factored into the evaluation, selection, installation and configuration of hardware, applications, and software.
    • Standardization and Configuration Management- reviews and approves all systems configuration changes, updates, and releases, this includes review and approve the implementation of new or updated hardware or software and analyse its impact on the existing environment.
    • Oversees the IT operations to ensure the confidentiality, integrity and availability of business systems and data.
    • Project and Task Management – handles multiple project responsibilities simultaneously, prioritizes work and resolves escalated technical, operational or management requests and emergencies as they may occur and works with the IT Management team on critical IT projects management and provides reports to CWS Africa Senior Management.

    Administration (10%)

    • CWS Africa IT Budget control – prepares and manages the annual IT budget as per the Cooperative Agreement and approves all IT purchase requests.
    • Works closely with the IT team to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization and make proposals for the CWS Africa senior management for approvals.
    • Regional IT systems and operations monitoring.

    Representation/Engagement (5%)

    • Liaises with PRM/RPC and IT staff at the CWS headquarters (as necessary) on various IT matters, especially on ensuring compliance with the adopted frameworks as required and on cross-cutting projects management.
    • Liaises with external agencies, such as regulatory authorities and other bodies as necessary, to ensure that the organization maintains a strong security posture.

    Additional roles and responsibilities (5%)

    • Performs any other duties that may be assigned for the benefit of the CWS Africa programs.

    Qualifications

    Experience:

    • A minimum of ten (10) years’ professional paid work experience in Information Technology or related field.
    • Proven experience in Information Systems management, Enterprise IT Risk management and dynamic IT workforce management particularly within the context of international NGOs or similar organizations.
    • Knowledge and ability to manage enterprise networks, preferably windows-based networks preferred.
    • Previous working experience with USG funded projects is an added advantage.
    • A minimum of five (5) years of direct supervisory experience.
