    Circular Economy Specialist

    • In this context, UNEP is looking for an expert on circular economy to supports GACERE work plan, in particular to:
    • Provide technical contributions on sustainable management of resources and circular economy including carrying out research on best practices and business cases of circular economy;
    • Design and coordinate capacity development activities on CE principles and co-benefits, as well as circularity in sectoral value chains;
    • support global and regional dialogues and partnerships between GACERE, and regional alliances (African Circular Economy Alliance (ACEA) and the LAC Circular Economy Coalition (LAC-CEC), among others) and other relevant partners such as the IRP, EMF, etc.

    Qualifications/special skills

    • Post Graduate Degree (Masters level or above) in environmental science, international affairs, sustainable engineering, or related field.
    • A first-level university degree with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
    • A minimum of seven years work experience of progressively responsible experience in sustainable development, green or circular economy; resource efficiency, sustainable consumption and production, and demonstrated experience on sustainability in high impact sectors such as textiles/fashion, food systems is required.
    • Technical knowledge on circularity, sustainable consumption and production in high impact sectors (textile, food systems) and proven analytical skills and demonstrated experience in these areas are required.

    Climate Services Financing Framework and Business Model (International)

    • The International Consultant, Climate Services National Financing Policies and Sustainability Plans, will report to the Chief Technical Advisor in the Project Management Unit in Dili, Timor Leste. The consultant will serve to implement portions of the USD 21.7m Project “Enhancing Early Warning Systems to build greater resilience to hydro meteorological hazards in Timor-Leste”.
    • The Project addresses the urgent need for integrated and end-to-end climate information services and Multi-Hazard Early Warning Systems (MHEWS) in Timor-Leste through comprehensive institutional, technical and technological capacity building from national to local level to generate and disseminate robust climate data and information at all stages of the climate services value chain. The consultant will contribute to activities in the five Pacific Island countries under
    • Activity 1.1, “Strengthen institutional and policy frameworks and delivery models for climate services”, that will lead to Result 1 “Strengthened delivery model for climate information services and MHEWS covering oceans and islands”. Under Sub Activity Sub-Activity 1.1.5 “Establish a financial framework and business model for sustainable climate services” the consultant will develop a financial framework to ensure that DNMG has the means to sustain and ensure the ongoing operation of its mandated services in order to mitigate weather-, climate-, and water-related risks beyond the term of the Project. Long term sustained financing for NMHS, especially in Small Island Developing States, remains a constant challenge. The consultancy will support the overall sustainability of DNMG with the investment provided through the UNEP CIEWS Project

    Qualifications/special skills

    • An advanced university degree in financing (required), public policy (desirable), climate information services (desirable), economics (required) or a similar related field is required.
    • A minimum of 7 years demonstrated experience in sustainable financing, climate financing, cost recovery, and donor/development assistance.
    • A minimum of 7 years of demonstrated experience in developing institutional or national financing policies or sustainability plans or cost recovery plans in climate related or EWS areas is desirable.
    • Demonstrated knowledge of climate information services or multi hazard early warning systems.
    • Experience in working and collaborating with governments, development partners and NMHS in the Southeast Asia and/or Pacific region is desirable.
    • Previous work experience undertaking similar activities in the Southeast Asia and/or Pacific region is highly desirable.

    Partnership Operations Support

    The intern will:

    • Provide support in processing partnerships workflows, including liaising with colleagues across divisions and regional offices.
    • Assist in the preparation of guidelines, training materials, workshop materials, templates, and presentations and related infographics and visual aids.
    • Research, compile, analyze, summarize, and present basic information/data on specific partners, corporate policies and related topics, using various sources.
    • Prepare, maintain, and update files (electronic and paper) and internal databases.

    Consultancy - Specialist in Sustainable Blue Economy for Vanuatu

    Scope of Work

    • The consultant will work closely with the global SIDS Flagship team, national government and national stakeholders, including relevant ministries, research institutions, bilateral development partners, the private sector, NGOs and local communities, and utilise the UNEP Sustainable Blue Economy Transition Framework and related Rapid Readiness Assessment tool to:
    • Analyze relevant legislative and policy frameworks related to a sustainable blue economy in Vanuatu.
    • Assess institutional capacities, infrastructures, cross-sectoral coordination systems,
    • Compile and assess existing data on marine and coastal ecosystem services and resource management, social and economic features, etc
    • Identify key economic sectors, challenges, and opportunities to advance a sustainable blue economy in Vanuatu.
    • Propose strategic recommendations to strengthen SBE governance, including application of area-based management framework and tools (e.g ICZM, IWRM, Land-Sea Planning, marine spatial planning.
    • Organize inclusive multi-stakeholder consultations, in collaboration with the National Team, to ensure ownership of the process.
    • Compile and review existing national frameworks, policies, strategies, financing plans relevant to sustainable blue economy in terms of the ability to support a sustainable blue economy transition.
    • In close consultation with Govt of Vanuatu and relevant stakeholders, prepare an integrated SBE strategic action plan and associated theory of change to support the sustainable blue economy transition for feedback and consultations with relevant national and local stakeholders.

    Qualifications/special skills

    • Advanced degree (master’s or PhD) in marine sciences, environmental economics, natural resource management, coastal development or a related field is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • 7 years of experience in designing sustainable blue economy strategy and policy, marine resource management, integrated coastal zone management or marine spatial planning protocols and guidelines is required. Experience working in SIDS, preferably in the Pacific region is required.
    • Excellent writing, communication, and presentation skills preferably with proven experience working in subjects related to Sustainable Blue Economy is required. Demonstrate previous experience conducting similar assignments at regional or global level is desirable.
    • Experience conducting assessments and facilitating multi-stakeholder participatory workshops is desirable. Knowledge of international policy frameworks and SDGs, particularly SDG 14 (Life Below Water) is desirable.

    Procurement Officer, P3

    Responsibilities

    • Plans, develops and manages all procurement and contractual aspects of requests from the United Nations Environment Programme, taking into account service provision arrangements and other conditions.
    • Advises requisitioning units and recipient entities in various locations on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.
    • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations.
    • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, training material, etc.
    • Provides guidance to, and may supervise, new/junior staff.
    • Conducts risk assessments and due diligence reviews and prepares assessment reports on the selection of implementing partners.
    • Supports the implementing partner assessment and monitoring framework activities on procurement in coordination with the Head of Unit.
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

    Education

    • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in procurement, contract management, procurement related to the implementing partners, contract administration or logistics and supply chain management or related area is required.
    • A minimum of two (2) consecutive years of experience in conducting international tender exercises to award contracts, during the last five years is required.
    • Experience in reviewing procurement plans and conducting due diligence for implementing partners is required. Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics procurement, and/or supply chain management that enable easy communication/interpretation by the users is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.
