    Senior Contracts and Risk Manager - WISH 2

    Role Purpose:

    • The Senior Contracts and Risk Manager has overall responsibility for risk management and contracts compliance across the WISH 2 programme. This role supports risk management and assurance measures, guiding and motivating colleagues throughout the programme, so that compliance with statutory, regulatory and contractual requirements as well as the management of risk is robust.

    Context of Role:

    • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the
    • International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
    • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

    Deliverables:
    Contract Management

    Establish and maintain contracts with:

    • the 5 external consortium partners
    • WISH IPPF Member Associations (MA)
    • IPPF London Office and FCDO WISH team taking forward subsequent contract amendments and discussions with these groups.
    • Assess due diligence checks on sub-contracts prior to contract award ensuring that they meet IPPF and FCDO codes of practice.
    • Design capacity building due diligence interventions for partners that strengthens their own processes to meet the requirements of the WISH programme.

    Risk Management

    • Drive risk management practice across the programme and Consortium, aligning processes and reporting to FCDO requirements and IPPF’s online Risk Management System.
    • Monitor WISH 2 in the Risk Management System to ensure that the data for each risk is captured correctly, has an identified owner of an appropriate level of seniority and regular risk reviews are conducted.
    • Develop the WISH Consortium’s risk management processes, tools and templates to complement current IPPF systems.
    • Advise on the identification, assessment and reporting of risks across the Consortium that align with reporting requirements.
    • Produce analysis of significant programme risks and mitigations that can be used to derive contingency plans.
    • Prepare Risk Management System reports and analysis (including Clinical Governance) for use at Consortium Management Meetings highlighting where risk levels have escalated in order for appropriate action to be taken.
    • Partner with the Team Leader and Communications Manager on communication of emerging new risks that impact the programme.
    • Continuously improve the Consortium’s risk management approach using changes in best practice and emerging thinking that are implementable by all partners.

    Programme Audit

    Plan and oversee programme audits including:

    • Evaluate effectiveness of business processes, internal controls and compliance
    • Supervise audit personnel to ensure adherence to reporting timescales.
    • Advise on audit process, tools and requirements.
    • Prepare audit reports, recommendations, action plans and progress updates for programme and
    • Member Association leadership teams.

    Security

    • Collaborate with the IPPF Global Security Advisor on country and consortium security plans for the programme that comply with FCDOs Security Policy and are appropriate to the environment and operations.
    • Identify cost implications for Security Policy changes in line with the Article 25.3 of the Terms & Conditions and make recommendations to the Deputy Team Leader on managing budget impact.
    • Brief stakeholders on FCDO’s Security policy and cascade updates to contacts.

    Compliance

    • Review Consortium member whistle blowing mechanisms to ensure they consistently align with FCDO policies and procedures (to include amongst other things ethical, bullying and harassment and fiduciary concerns).
    • Maintain incident and investigation logs, action plans and lessons learnt outcomes using IPPF’s SafeReport system.
    • Support the Team Leader and the Consortium and FCDO for incident reporting; ensuring that the Team
    • Leader or relevant members of the Management Team have a clear understanding of FCDO’s requirements and tracking follow up actions; and, updating FCDO appropriately.
    • Work closely with IPPF Risk and Assurance, Safeguarding, Safety and Security and equivalent staff across the Consortium ensuring that there are clearly understood protocols for information sharing and appropriate actions are taken in light of the relevant information.
    • Enhance risk management, fraud and ethical behaviour awareness and capabilities across the consortium.
    • Champion a culture within the Programme that emphasizes commitment to internal controls, risk management and high ethical standards.
    • Assess consortium partners Anti-Money Laundering & Combating the Financing of Terrorism measures to ensure compliance with FCDO’s supplier code of conduct.
    • Implement the asset verification and disposal process as part of the programme closure procedure.

    Reporting/Management Responsibility:

    Expertise:

    • Significant audit, risk management and compliance experience in international aid field contexts with an understanding of ethical (including both fiduciary and safeguarding), safety and security issues in the development sector.
    • Strong understanding of risk management standards and frameworks (e.g. ISO 31000, COSO framework) and their applications is desirable
    • Experience of developing and managing whistle bowing procedures – including management of investigations.
    • Previous experience working in development or in the humanitarian sector.
    • Experience in overseeing, supporting and/or establishing an ongoing risk management process.
    • Demonstrated experience in facilitating processes and decisions with cross-functional, senior stakeholders.

    Senior Programme Manager - WISH 2

    Role Purpose:

    • The Senior Programme Manager is responsible for leading the implementation of agreed WISH 2 activities through implementing partners and Member Associations. They will provide management support to the Country Managers, resolving implementation issues, ensuring complainace with the annual work plans, proactively responding to programmatic risks and coordinating any cross-functional inputs required for the successful implementation of the programme.

    • Member Associations and between consortium partners.
    • Review country data reporting and distill information into suitable formats that meet the wider reporting needs of the programme.
    • Report on Member Association monthly meetings detailing areas of concern and providing solutions that empower them to take action.

    • Plan stakeholder vistis to portfolio countriesthat showcase the work and achievements of the programme on the ground.

    Expertise:

    • Significant experience working in programme management with preferred experience working on SRHR/FP programmes.
    • Formal programme management qualification such as PMP, PRINCE2 or equivalent preferred.
    • Knowledge and experience implementing good programme management practices. Previous experience working as part of a programme management unit preferred.
    • Experience of managing remote direct reports.
    • A good understanding of bi-lateral donor funded programmes. FCDO experience preferred.

    Senior Research Manager - WISH 2

    Role Purpose:

    • The Research Manager is responsible for the design, development, and implementation of programme-related research activities including the annual client exit interview (CEI) and poverty surveys across all the Lot 2 countries of implementation.

    • Develop relevant study protocols, data collection tools and obtaining all ethical approvals/country-level approvals to implement research-related activities in all of the Lot 2 countries.
    • Monitor research-related spend against budget, working where possible to provide cost-savings without compromising the quality of the research processes.
    • Develop all the required training materials and oversee the local recruitment and training of enumerators hired by country teams.
    • Oversee the programme-related research activities, travelling to countries to provide technical oversight and support with a particular focus on fidelity to research processes and ensuring research data quality.
    • Develop and maintain a data analysis plan that supports the drafting of comprehensive narrative reports that clearly speaks to the programmatic implications of the results.
    • Serve as the focal point for all Third-Party Monitor (TPM) discrete study activities including finalisation of study background notes, identification of external and internal study respondents, collating WISH 2 hub feedback on study findings and updating the study reports accordingly.
    • Partner with the Deputy Director MERL to present programme-related research findings at appropriate forums including Member Associations, consortium partners and conference.
    • Lead the research input into technical reports, peer-reviewed manuscripts, conference abstracts and presentations, evidence and policy briefs.

    Expertise:

    • At least 7 years of experience working in a research position with a particular focus on programmatic surveys, and operational research studies for multi-country programmes with a health/SRHR focus.
    • Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, mixed method and impact) and data collection and analysis methodologies.
    • Experience planning and managing large-scale surveys
    • Experience in building and refining data collection tools e.g., KOBO
    • Demonstrated ability to think conceptually about research evaluation questions and to pragmatically apply evaluation theory to practice.

    Senior M&E Manager - WISH 2

    Role Purpose:

    • The M&E Manager is responsible for the generation and verification of programme data and its use for decisionmaking within the programme.

    • Advise partners on the creation and/or establishment of effective internal M&E systems, plans and data quality management systems.
    • Oversee the conduct of routine data quality assessments (RDQAs) and the improvement of data quality and accountability.
    • Develop a project database that captures and stores programme M&E data.
    • Advise on issues relating to Third-Party Monitor (TPM) data verification activities, updating the TPM recommendation tracker with their resolutions.
    • Partner with technical and programme colleagues to provide solutions to data quality issues.
    • Ensure data reporting timelines and quality standards are met. Facilitate the inputs of any technical and financial documents as requested by the WISH 2 hub.
    • Reporting/Management Responsibility:

    Expertise:

    • Significcant experience working in an M&E position responsible for implementing M&E activities in an international development setting, with a preference for multi-country programmes and in the SRHR field.
    • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
    • Experience in using data for performance measurement, including indicator selection, projection/target setting, reporting, database management, and developing M&E and performance monitoring plans.
    • A good understanding of bi-lateral donor funded programmes. FCDO experience preferred.
    • Experience working in matrix organisations.

    Learning and Communications Manager - WISH 2

    • The Learning & Communications Manager is responsible for the identification, collation, packaging and dissemination of programmatic learnings including leading any regional or country-level dissemination collaborations or learning circles.

    • Work closely with the programme Senior Leadership Team to coordinate learning visits from the donor and other relevant stakeholders.

    • Develop programmatic regional and country level learning circles where key data and learnings can be shared with stakeholders.
    • Create a database for storing collected case studies and stories for use in programmatic reporting.
    • Work closely with team members for the appropriate packaging of conference submissions (abstracts, posters, panel sessions) in line with WISH and FCDO branding guidelines.
    • Lead the development of brand personality, assets and usage guidelines for the programme.

    Commercial Manager - WISH 2

    Role Purpose:

    • The Commercial Manager functions as the role of programme accountant who supports the sub-contracting of consortium partners and Member Associations, budget management, value for money, contract compliance based on a performance based financial model.

    • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
    • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

    Deliverables:

    • To ensure effective FCDO/IPPF project financial management and reporting systems are in place in member associations (MA) and partners in order to manage donor compliant and efficient project spends against budget.
    • To collect, prepare and analyse MA and partner project required reports in a timely manner in order to meet internal and external deadlines for submission in order to receive payments from the project and donor.
    • To coordinate with the Deputy Team Leader, Finance and Operations on the oversight of all project financial processes and transactions, including the disbursements of funds and verification and approval of financial reports from subcontractors and a defined group of MAs’.
    • To lead the adherence to key financial controls for the project, including budgeting, management reporting and forecasting, procurement policy, travel policy, bank reconciliations and treasury management, to ensure donor compliant project finance management.
    • To review programmatic documents and other approval request documents to ensure budget feasibility, compliance with forward-funding guidelines, appropriate methods of financing/payment, and adequacy of financial reporting.
    • To review and correct project budgets and reports prepared by MAs, giving support and capacity building to MA teams to build expertise and excellence in country.
    • To develop methodologies and templates for compiling cost information and to provide coaching and guidance to technical staff at CO, ROs and MAs to ensure cost and activity information is correctly prepared.
    • To maintain and deliver on all internal financial reporting requirements as communicated by the IPPF Global Finance team
    • To train and advise MA’s and partners in FCDO reporting requirements and templates.
    • To work closely with other commercial advisors, data analysts and programme teams to analyse and report on the results of the project and advise where improvements can be made.
    • To provide in-house training to staff on financial and contractual compliance as required; arrange external training as required.
    • To travel to MAs as part of evaluation teams and contribute from a financial perspective, ensuring that appropriate financial management and systems and controls are maintained in beneficiary countries.
    • To work strategically across country operations to ensure adaptive management and effective responsiveness to a Payments by Results contract.

    Reporting/Management Responsibility:

    • Line management of the Commercial Officers.

    Expertise:

    • Significant progressive experience in financial management roles.
    • Internationally recognised financial qualification such as a Certified Public Accountant or equivalent
    • Advanced application in managing the accounting and finance component of large donor-funded programmes and setting up the accounting and finance function for a large restricted funded project.
    • Experience of FCDO or institutional donors is essential and reporting requirements
    • Experience of development issues and/or project implementation and monitoring.
    • Experience in audit and financial control systems.
    • A proven track record of financial analysis and commercial (acumen) experience. Financial modelling is desirable.
    • Previous not-for-profit experience essential and abilities and aptitude for coaching and capacity building.
    • International experience (particularly developing countries) desirable.

    Skills:

    • Advanced IT skills (including spreadsheet applications, especially Microsoft Excel, and databases).
    • Familiarity with procurement and audit requirements.
