    Senior Director, Monitoring Evaluation Accountability and Learning

    Position Overview

    As the Senior Director MEAL, you will provide leadership in several critical capacities:

    • TECHNICAL LEADER: Lead the development, deployment and ongoing ownership of all MEAL technical standards and tools, for use by program and MEAL staff across 40 country programs and regional offices. Ensure high quality technical support is provided to regional and country leaders and to five Technical Units (Health, Education, Governance, Economic Recovery & Development and Violence Prevention & Response)
    • ORGANIZATIONAL LEADER: Own and implement IRC’s MEAL Strategy. Ensure that the Measurement Unit and its partners in other technical, regional and country teams have a clear vision for how data about our clients, programs and outcomes can be defined, collected, shared and used leveraged to improve planning, implementation, adaptation and learning. Generate buy-in and commitment to the strategy from inside and outside the Measurement Unit.
    • Develop and oversee two of IRC’s Strategy 100 Ambitions – Data and Clients.
    • Promote purposeful intra and inter departmental collaborations with colleagues as a key member of the Technical Excellence leadership team, the Crisis Response, Recover & Development Leadership Group, and as a member of the IRC’s cross-departmental Senior Leadership Group.
    • TECHNOLOGY LEADER: Own and deliver the MEAL technology strategy to develop and deploy electronic data collection, harmonized database systems and interactive data visualization across all IRC country programs. Lead a team of specialist staff including business analysts, solution architects, technical developers and quality assurance analysts.
    • MANAGER: As the leader of a large dedicated group of technical and program quality specialists you will bring vision, cohesion, experience, and knowledge to cultivate a strong and inclusive culture of performance and collaboration. You will proactively invest time and care in the support and development of IRC staff within the Measurement Unit. You will be responsible for the recruitment, engagement, and retention of a diverse team of individuals and help them to deliver in their various functions. You will oversee a departmental budget of approximately $2.5m USD.

    Key Working Relationships

    • Report to the Vice President of Technical Excellence;
    • Lead the teams across data, monitoring and systems, client responsiveness, country support, data product development, and departmental operations functions.
    • Oversee the health and performance of wider team;
    • Collaborate with other Senior Directors; Deputy Regional Directors, CRRD Leaders; IT leadership; S100 Ambition Leads; Country Program leaders and other leaders from other departments.

    Professional Profile

    • Success in this position requires an individual with outstanding leadership abilities, and deep expertise in MEAL across multiple humanitarian and development sectors.

    Work Experience:

    • A minimum of 15 years of relevant experience, with on the ground MEAL experience in a service delivery organization, NGO or comparable international agency required
    • Experience with significant data and technology accountability;
    • Experience in building and leading teams, collaborations and strategic partnerships;
    • Experience in leading and managing within a complex global organization;
    • Experience in leading innovation and/or change management processes for program quality improvements;
    • Experience of managing budgets in excess of $2m

    Education: Master’s in relevant field required

    Language Skills: Excellent spoken and written English essential. Proficiency in additional IRC relevant languages (Arabic, French, Spanish, Kiswahili, etc.) strongly preferred.

    Deputy Director, Performance Enablement

    • The Deputy Director of Performance Enablement will have responsibility for driving engagement with direction and philosophy for performance at IRC and accountability to performance standards for our global staff. They will design, develop, and deliver performance enabling interventions, using innovative, user-centered design and tools, to intentionally build environments that cultivate individual motivation and resilience needed to aim higher, solve challenges, and engage in continuous learning.

    Major Responsibilities:

    • Lead all operational aspects of the Global Performance Management program, online in Workday and in paper formats. In coordination with HR Operations, identify and implement improvements to performance tools in Workday. Explore additional tools to drive performance processes. Collaborate with Compensation team to better define and support the relationship between performance and salary planning.
    • Integrate the IRC Values, Success Model and Leadership Standards, across the performance ecosystem to enable better organizational outcomes. Actively seek opportunities to use the Learning & Development portfolio such as onboarding and manager training to amplify inclusive performance practices.
    • Support the development of a programmatic approach to a feedback based inclusive performance culture. Build adaptive performance enablement practices, and solutions that have applicability across the diverse work realities of IRC’s global staff.
    • Responsible for identifying and integrating online and offline opportunities to reduce bias in the evaluation process.
    • Support development and implementation of solutions that address the authority, feedback, and decision-making distribution between managers and employees to balance the power dynamic and drive transparency, ensure fairness, and foster employee engagement and growth.
    • Build and engage with diverse network perspectives as input in the development of performance management resources and materials, including voices from different cultural, social, and historical contexts, and ensure they are accessible to all staff, in a multilingual format.

    Job Requirements:

    • Minimum of 10 years of validated experience in designing, scaling and implementing performance management process in a globally dispersed organization
    • Proven track record of effectively utilizing HRIS platforms like Workday to streamline and enhance performance management processes
    • Excellent project management and organizational skills. Attention to detail and able to prioritize multiple tasks and projects.
    • Strong communication, facilitation and presentation skills.
    • Globally oriented/minded, culturally curious and emotionally intelligent. Able to effectively operate within a multi-cultural environment and with all levels of the organization.
    • DEI expertise in the humanitarian sector a plus

    Language Skills:

    • Excellent spoken and written English and knowledge of one additional language (French, Spanish, Arabic) a plus

    Data Privacy & Protection Officer

    • As part of creating a global Data Privacy Team, we are recruiting a Data Privacy Officer to support the creation of a global privacy framework and practice, ensuring the IRC can meet its legal and ethical obligations under all applicable regulatory and ethical frameworks. The Data Privacy Officer will play a key role in advising and supporting staff on questions of privacy and data protection.

    Key accountabilities

    • The Data Privacy Officer will advise and support teams across the IRC in all countries of operation and will further participate in the development, implementation and monitoring of a global data protection program.

    Duties will include:

    • Providing subject matter expertise on the implementation of data protection measures as required under relevant privacy laws, including the EU GDPR, the Kenya Data Protection Act, various US laws and those of countries in which the IRC operates.
    • Acting as a change agent to further embed data protection practices throughout the IRC.
    • Working with key partners internally to review projects and related data processing activities to ensure compliance with privacy-by-design obligations and local data privacy law obligations.
    • Participating in the development and delivery of both general and function-specific training, and awareness campaigns.
    • Supporting, advising on and monitoring PIAs, DPIAs and TIAs as needed.
    • Advising IRC teams on the drafting of privacy notices and leading or supporting on DSR response processes.
    • Supporting on ROPA maintenance.
    • Participate in building a global privacy and data protection framework and practice.
    • Leading and rolling out data protection-related projects as part of implementation of the global privacy programme.
    • Serving as a point of contact for IRC staff on privacy and data protection-related questions.

    Education, Qualifications and Experience

    • Masters degree or equivalent in any area related to Data, Data Management, Data Ethics, IT, Information Security, or other relevant field of study.
    • A minimum of 4+ years of demonstrated experience in Data Protection programme implementation.
    • Excellent applied knowledge of the EU GDPR and other major privacy frameworks of relevance.
    • At least one recognised Data Protection certification (CIPP/CIPM/CIPT/ISEB/PECB Certification/Other).
    • Experience in developing and delivering policy and compliance training.
    • Experience of operating in a sophisticated international environment and providing advice across multiple countries.
    • Proficiency in the use of privacy management software is desirable.
    • Experience in the humanitarian or non-profit sector is highly desirable.

    Psychological Counsellor

    Overview/Summary

    • The mental health and psychosocial support (MHPSS) department seeks to ensure that crisis-affected populations have access to high quality humanitarian services focusing on the promotion, prevention and treatment of mental health concerns.
    • The psychological Counselor will be responsible for providing evidence based psychological interventions to refugees within IRC programs or who are referred by other actors through the established referral pathway system. There will be a focus on vulnerable populations, specifically, but not limited to suicide prevention, trauma counselling, gender-based violence, psychosocial protection and patients with psychiatric disorders. This position will also involve study writing and analysis of current MHPSS situational findings.
    • Reports to: The position reports to the Mental health and Psychosocial officer (MHPSS officer) and works in conjunction with the Psychiatric Nurse, Mental Health Assistants and other Primary Healthcare staff.

    Major Responsibilities:

    • Provide age-appropriate and culturally relevant individual and/or group psychological counselling to clients by assessing client’s needs and presenting complaints and develop a care plan with the client based on those needs, including referrals to other services.
    • Implement internationally recognized standard methodologies for evidence based psychological interventions and the management of clients guided by the IRC Framework, IASC guidelines and counseling ethical guidelines. This includes upholding confidentiality of therapy sessions and respecting clients decisions.
    • Support the client(s) coping process and mobilize their internal and external resources for processing acute adversity.
    • Support in MHPSS based studies to help identify gaps and offer recommendations.
    • Maintain an effective working relationship and regular communication with other primary health care workers.
    • Maintain effective working relationships with relevant partners including referral organizations, community groups and other implementing partners (will be part of the MHPSS working group).
    • Complete daily case reports and data collection according to procedures provided by the MHPSS Technical Advisor.
    • Other duties as assigned by the supervisor.

    Qualifications

    • Higher Diploma/Degree in counselling psychology.
    • At least 2-3 years in field experience within a Humanitarian emergency setting in the same or similar position.
    • Knowledge in conducting assessments, using screening tools and designing individual care plans for clients seeking mental health services.
    • Experience in offering PFA is strongly desired.
    • Knowledgeable on the Psychological testing and assessment tools.
    • Familiarity with IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings.
    • Knowledge of the WHO interventions like mhGAP, GPM+ or IP is desirable.
    • Additional trainings or certifications on related fields, such as alcohol/substance abuse, stress management, critical incident stress management, cross-cultural communication, conflict resolution, trauma, etc. will also be considered.
    • Be registered with KCPA.
    • Proficiency in English and professional writing skills is a requirement.
