    Regional Plastics Manager- ESARO

    • The Regional Plastics Manager will manage IUCN Coastal and Ocean Resilience programme activities in the region that advance sector engagement with role players in the plastics and related sectors, including actors in government, industry, business and civil society and oversees the regional and national implementation of solutions and actions to address plastic pollution upstream, midstream and downstream across a range of countries.
    • This position reports directly to the Regional Head, Coastal and Ocean Resilience programme. He/she will serve as a member of the Regional COR Team that helps set strategic directions and define priorities for IUCN’s broader engagement on Marine and Coastal issues at the regional level and, accordingly, works with the other members of the team in strategic planning; monitoring and evaluation; and learning, innovation, and knowledge generation at the overall Programme level.

    JOB DESCRIPTION
    MAJOR RESPONSIBILITIES:

    Implementation and portfolio management;

    • Lead responsibility in implementation of the “IslandPlas: Advancing Circular Solutions to Plastic Pollution in African Islands” project across a range of Island areas in Eastern and Western Africa, in close collaboration with regional IUCN teams in the two regions;
    • Coordinate alignment of IUCN’s regional plastics work with other global and regional initiatives, including EPPIC, UNEP GPML, Nairobi Convention, BRS Conventions and with regional intergovernmental, private sector and civil society mechanisms and processes;
    • Spearhead the day-to-day coordination of project implementation and activities delivery across countries to ensure the highest quality of outputs and outcomes in line with project workplans and budgets;
    • Participate in the development of relevant programme KPIs and ensure that adequate measures are in place for their monitoring and reporting;
    • Support the regional COR team on technical reporting and on the development of a ‘Plastic Best Practices’ annual report.

    Strategic and Technical leadership;

    • Provide leadership, strategic guidance and direction in strengthening the plastics sector constituency across the Eastern and Southern Africa region in support of a regenerative and sustainable Blue Economy, including liaising with external partners and organizations in the plastics and interconnected space;
    • Advise on emerging opportunities in the plastics sector that demonstrate potential at national and local levels to change the investment and action landscape in the WIO to address plastic pollution;
    • In collaboration with the IUCN Ocean team, identify and implement strategic initiatives to support the integration of best practices and learnings to global and regional platforms in support of agenda-setting and action to empower country-readiness to implement the global Plastics Treaty;
    • Act as a driving force for innovation to position IUCN as a leading organization in the region in addressing plastics pollution through a holistic, lifecycle approach in alignment with global goals and targets such as SDG 14, 2015 Paris Climate Agreement, and the Global Biodiversity Framework;
    • Ensure that IUCN’s work in the region is of high technical quality, based on good science and drawing upon state-of-the-art thinking and knowledge;
    • Unlock synergies and collaboration with other regional and national ocean and terrestrial areas of work to support the innovative implementation of source-to-sea approaches in addressing plastics pollution.

    External engagement and communication:

    • In consultation with the Regional Head, Coastal and Ocean Resilience ensure that IUCN is adequately represented in relevant international, regional and country fora and facilitate discussions in plastics to position IUCN as a reference in the Eastern and Southern Africa region;
    • Lead responsibility in identification and establishing and sustaining relationships, synergies and partnerships with relevant institutions and platforms in the region and internationally;
    • Provide evidence-based support and facilitate multi-stakeholder dialogues on emerging issues and policy debates to address plastic pollution in the African continent, including through participation in regional fora and processes such as the INC process towards a global Plastics Treaty, AMCEN, regional working groups on marine plastics, Nairobi and Abidjan Conventions, among others;
    • Lead coherent and consistent communication of lessons learnt to key decision-makers and other stakeholders within the region and globally as appropriate, including via the web, print and media;
    • In collaboration with Regional Head, Coastal and Ocean Resilience identify and manage potential risks associated with IUCN’s public positions in the region and design strategies to mitigate the identified risks;
    • Act as a focal point for facilitating and supporting the involvement of IUCN Commissions, Members and other members of the Secretariat in the development and implementation of integrated programmatic activities to address plastic pollution.

    Programme Development and Resource Mobilization:

    • As appropriate contribute in fundraising activities, including through development of concepts and projects documents;
    • Contribute to establishing, maintaining and nurturing good relationships with donors, funding agencies and other technical partners so as to ensure the financial viability of the plastics area of work in the COR programme;
    • Spearhead the development of a pipeline of bankable projects addressing plastic pollution in the coastal and marine conservation realm, including on actions across the plastics value chain that contribute towards a regenerative blue economy for coastal communities;
    • Undertake research and synthesize briefs on the growing body of work in plastic pollution.

    Monitoring and Evaluation;

    • Contribute to the development of the COR Programme Monitoring and Evaluation Framework by providing leadership on identification and mitigation of key risks and barriers to effectively addressing plastic pollution in the Western Indian Ocean region;
    • Responsible for the coordination of programme monitoring and evaluation in the plastics area of work and related projects;
    • In collaboration with the Regional Head, Coastal and Ocean Resilience, ensure IUCN’s work is accountable to donors and other stakeholders through the establishment and management of effective accountability mechanisms and processes;
    • Provide leadership to use data for programme decision-making, for the implementation of management actions based on the findings of monitoring, and to ensure that feedback from stakeholders inform programme development;
    • Contribute to progress tracking and programme reporting processes and requirements.

    Other responsibilities:

    • Perform other duties as may be assigned from time to time.

    REQUIREMENTS
    Position requirements:

    Education;

    • An advanced university degree preferably in relevant disciplines, such as, Environmental Science, Environmental Engineering, Environmental Management, Sustainability Studies, Policy and Environmental law, or related fields;
    • Professional certification in circular economy, waste management, environmental design, sustainable material management or in other relevant areas will be an added advantage.
    • Computer literacy in relation to office applications (word processing, spreadsheets, PowerPoint) use of internet and online communication tools;

    Work Experience;

    • We are looking for an outstanding, hands-on, highly motivated, autonomous, innovative, solution oriented, results driven and resourceful individual with at least 8 to 10 years of proven experience;
    • Sound expertise in programme/project development, research, implementation, and/or management of environmental projects or related fields;
    • Strong expertise and experience in marine plastics-related projects/programs, which include recycling, and plastic pollution prevention; working on relevant regulations and policies related to waste management; Extended Producer Responsibility (EPR) frameworks for reducing plastic pollution; implementation of solutions to address single-use, unnecessary and other plastics of concern.
    • Good understanding of plastic life cycle assessment (LCA) methodologies; waste characterization techniques; and waste management infrastructure;
    • Experience in producing high-quality documents (technical task-based Terms of References, guidance notes, editing technical documents, manuals, etc.);
    • Experience in working with normative bodies, government, non-government actors, private sector, municipalities, academia, and local communities and community-led initiatives;
    • Experience in managing stakeholder relations, ideally in an international organization or related setting;
    • Ability to design and roll-out innovative solutions to address marine plastic pollution at a city or local level.
    • Regional experience in the African continent or the Western Indian Ocean region.
    • Prior experience developing, supporting, or managing multi-donor-supported projects.
    • Familiarity with IUCN’s prior work and tools and guidelines on plastic pollution;
    • Network development and alliance building towards building strategic relationships, with demonstrated ability to build consensus in cross-cultural situations;
    • Ability to interact effectively with and directly support or identify experts required to support diverse aspects in the plastics area of work;
    • Experience with result-based portfolio and project cycle management, monitoring and evaluation methodologies and principles and facilitation skills;
    • Strong interpersonal, management and supervisory skills and experience, with a minimum of 2 years’ in managing teams;
    • Demonstrates strong leadership and people-management experience including supervision of staff, consultants and coordination and effective management of virtual team settings;
    • Demonstrated ability to work under pressure managing competing demands and complex situations and deliver satisfactory and timely results;
    • Must be a strong team player with proven communication and diplomacy skills and ability to work effectively with multicultural and multidisciplinary teams displaying sensitivity and respect for diversity;
    • Must be a proactive individual who is able to energize and motivate teams;
    • Committed to continuous learning and proactive and mature attitude towards self-development;

    Language requirement;

    • Excellent verbal and written communication skills in English is essential, with ability to communicate in French and/or Portuguese is an added advantage;

    Provision of Security Services

    The scope of services shall include but not limited to the following: -

    • Provide Security Services to IUCN compounds, offices / Installations.
    • Provide radio communication HF & VHF deployment and routine check patrol vehicles, (provide details of motor vehicles) together with CCK radio communication licenses where applicable.
    • Provide sound and effective security guarding dogs and dog handlers where applicable.
    • Provide metal detectors, undercarriage mirrors and be able to conduct searches when required.
    • Attend fire emergency situation / fire prevention, detection and control any possible vandalism.
    • Provide trained guards capable of using radios, man CCTV cameras and be able to use modern equipment where applicable.
    • Provide Electronic Security Services, maintenance and be able to offer back up services (Alarm Response).

    • Ability to control Industrial disputes /assembly control and riots
    • Provide certificates of good conducts of guards deployed their salary rates and leave schedules.

    Mandatory Site Visit

    • Interested candidates MUST visit and examine the Site and obtain all information that may be necessary for preparing the tender and entering a contract.
    • The costs of visiting the Site shall be the tenderer’s own responsibility.
    • On the specified date and time, the tenderer will be granted permission to enter IUCN premises for the purpose of such inspection.
    • A representative of IUCN will be available on the specified date and time to meet the intending tenderers at the Site.
    • The representative will not be available at any other time for site inspection visits.
    • Each tenderer shall fill a site visit attendance register and this shall be used as part of qualification criteria.

    Provision of Catering/Canteen Services

    GENERAL

    • IUCN puts at the disposal of the Caterer, basic kitchen facilities at its offices at Wasaa Conservation Centre, Mukoma Road off Magadi Road and the canteen area for free in the condition they are in at the time of signing an agreement. An updated inventory will be signed by both party as part of the agreement.
    • IUCN is currently sourcing for a credible catering service provider to offer catering services from its fully equipped Kitchen and cafeteria for IUCN staff. NOTE that the Kitchen is fully equipped by IUCN
    • IUCN covers the cost of electricity and water to be able to subsidize the cost of the meal for its staff.
    • Operating in an environment where the kitchen facilities, the canteen area, the electricity, and water are for free, the cost of the meals are considered subsidized, thus, the Caterer offers food and beverage at a reasonable rate.
    • No minimum guarantee will be furnished to the Caterer towards consumption of food items. He/she is advised to maintain the highest quality at the minimum possible prices to attract the maximum number of IUCN staff to avail canteen services.
    • The contract will be initially one year with possibility of extension depending on performance up to a period of 3 years.

    CANTEEN SERVICES REQUIRED: THE CATERER:

    • Provides a variety of food, snacks, and beverage services to the IUCN staff and visitors. Please provide Lunch Menu of the week (Monday to Thursday) under Annex 1. (Price ranging from Kes 150 vegetarian options, and Kes 250 for meat options). Please note that the estimated number of staff that will eat lunch at the canteen on average per day shall range between 15 to 30 though the IUCN cannot guarantee the minimum number of consumptions.
    • Provides coffee break service during meetings (coffee/milk/Tea and some bites) as per the request.

    • Avail a bakery shop and offer variety of bakery products. Please provide your offer under Annex 3
    • Manage drinking water dispensers - duly receive water fountain bottles from IUCN contracted supplier and distribute them evenly as per consumption to the various water cooler / dispensers in the office and collect empty bottles to return to the supplier, while ensuring proper care and hygiene is taken in handling the said bottles and dispensers.
    • Provides catering service during events (farewell, birthday, etc.) as per the request (above provided prices may be used)

    OBLIGATIONS OF THE CATERER:

    • The Caterer is required to keep the facilities clean and to maintain high standards of hygiene and to ensure that food and beverage served are fresh and of good quality in order to ensure the health and well-being of persons consuming is in no way put at any risk whatsoever.
    • The Caterer ensures periodic inspection of the cafeteria from a competent local authority and obtain health certificate.
    • The Caterer confirms always having and ensuring compliance with all requirements (trade, commercial, health, legal and any other, if relevant) needed to carry out the terms of this service.

    Please provide such documents.

    • The Caterer is responsible to ensure the equipment’s in the kitchen are used and maintained in good working order. Damage and breakage due to bad manipulation, carelessness will be the responsibility of the caterer.
    • Utilities, mainly city water and electricity shall be paid for by the IUCN. Cooking gas is at the cost of the caterer. The Caterer ensures the use of utility responsibly and economically.
    • The Caterer to ensure all staffs are Covid-19 compliant according to the government directive and to provide all documents needed to ascertain this. In case of additional vaccination needed due to environmental situations the same will be done and undertaken by the caterer.
    • Employ their own skilled and experienced staff to run the catering roles to including service and kitchen production
    • Ensure current service standards (timeliness, quality, quantity, price and variety) are maintained or improved.

    TOR for canteen/catering services

    • Maintain highest standards of cleanliness for the kitchen and food storage areas and ensure set hygiene standards are observed at all times.
    • Observe all employment laws while providing personal details of all staff deployed to work at IUCN.
    • Ensure all staff handling food items have a valid food handler’s certificate; and will organize and pay for the bi-annual medical check-up to ensure staffs is free from any infections.
    • Supply and use high quality food supplies/ingredients. Obtain meat, fish and poultry products from a registered abattoir or licensed supplier.
    • Maintain adequate stock levels and ensure hygiene and industry storage practice are observed.
    • Provide a monthly report on volumes served to the IUCN representative
    • Provide a monthly invoice for services and products provided and payable by IUCN in the required format with supporting documents (order request form and signed bill).
    • Provide their own point of sale equipment that will be able to capture number of covers served.
    • Ensure payment options available but not limited to cash, debit/credit cards and Mobile phone money transfer/payment (Mpesa)
    • Provide Staff uniform including appropriate footwear and staff badges that meets IUCN’s standards (on consultation with IUCN representative).
    • Prepare and serve tea/coffee and light snacks to conference participants at different meeting rooms within IUCN compound as per booker’s requests. (Monday to Friday, Weekends on request)
    • Prepare and serve Lunch at the staff cafeteria between the hours of 12.30pm to 2:30pm. (Monday to Thursday)

    • Dusting of furniture using wooden polish

    • Sweep thoroughly, wash and dispose rubbish and food remains properly using plastic bags to designated areas
    • Wash the areas thoroughly and disinfect them daily
    • Maintain the area clean and dry

    Waste Bins

    • Provide high quality waste bins and transparent color-coded polythene linings
    • Collect and manage all refuse and transfer to designated refuse trolley area.
    • Empty and clean all dustbins immediately.
    • Clean and disinfect them daily

    Telephone heads

    • Damp-wipe with detergent solution and sanitizer daily
    • Ceiling, roof space, partitioning and windows
    • Clean roof space, ceiling and walls, remove cobwebs, dirty marks and any bird nests and retain them clean at all times.

    Glass partitions/Windows

    • Clean all glass partitions with appropriate detergents, keep them clean, and polished at all times e.g. using window lane.
    • Clean high windows using telescope window cleaners.
    • Office blinds and mats
    • Appropriate care shall be taken for office blinds and mats.
    • Washrooms
    • Tiled floor, urinals, & hand washing basins

    Floors

    • Daily cleaning of floors & mopping at least four times a day OR “as and when required” whichever is most appropriate for the reigning circumstances using necessary detergent and materials.
    • Polishing & stripping on weekly basis
    • Ensure that floors are always dry

    Sinks, toilet bowls, & seat bidets

    • Scrubbing with brush twice daily using necessary detergent and bleaching.
    • Disinfecting twice daily including all hand touch facilities.

    • Payment for tissue paper and paper Hand Paper Towel will be as per consumption.

    Reception Areas

    • Daily sweeping and mobbing as and when required using necessary detergent and materials

    • Cleaning of flowers and flower pots daily.

    • Wipe with detergent to remove all marks and stains, remove cobwebs and wipe all fire extinguishers

    • Accessible windows are dusted once daily and cleaned weekly. Latches are cleaned daily and lubricated once monthly. Grilles dusted daily and cleaned weekly. Where external windows are cleaned, they are done once monthly or as agreed with management.

    • The successful bidder will sign a service level agreement with deliverables that will be evaluated monthly before invoicing.

    ToR for Gender Equality and Social Inclusion Action Plan for CREATES and BRIDGE in East Africa

    Objectives of the Consultancy

    • The overall objective of this consultancy is to conduct gender equality and social inclusion analysis in the project areas to identify key challenges and to develop an action plan to address these challenges while creating opportunities for diverse members of the society to provide input on their needs and experiences, building capacity for stakeholders to integrate theses needs into the project activities. These actions will ensure that gender is mainstreamed in every stage of the project, from (development to) implementation to monitoring and evaluation.

    Specific Activities

    • Task 1: Review the two project documents and identify key entry points in terms of activities that would support gender equality and social inclusion;
    • Task 2: Review the IUCN Global and ESARO Gender Policy/Strategy and and Practice to identify entry points, challenges and experiences;
    • Task 3: Conduct gender equality and social inclusion analyses in the project areas to identify key challenges. The gender analysis should elaborate on gender roles in socio-economic activities and natural resource management, dependencies on natural resources, environmental degradation, women’s access to productive resources and their legal rights, as well as their influence in collective decision-making. The gender analysis should also include a review of national, regional and international gender equality and environmental mandates and policies, specifically in areas related to women’s rights, land rights, natural resource including water, climate change among others. It should explore gender dynamics across six core thematic areas: (1) legal and customary laws; (2) attitudes, customs and beliefs related to gender norms; (3) division of time, space and labour; (4) participation, inclusion and representation; (5) access and control of resources and services; and (6) environmental stressors and vulnerability.
    • Task 4: Map local and national stakeholder groups to engage in project activities, including in conducting the gender analysis. As part of the gender analysis methodology, consultatons with a wide-network of in-country gender experts is encouraged. It will be important for consultants to develop a contact list of gender-related groups, women’s organisations, indigenous peoples’ rights organisations and other relevant stakeholders that participate in consultations to help ensure these stakeholders are engaged throughout the project.
    • Task 5: The consultants should ensure that gender equality and social inclusion is considered and addressed as a cross-cutting component in the two projects. The consultants should ensure participatory and inclusive methods are used and gender-disaggregated data and information is collected from local consultations. The consultants are encouraged to provide inputs to the recruitment process for the following CREATES Technical Advisors: Gender Equality and Social Inclusion, Monitoring and and Evaluation and the Environmental and Social Management System (ESMS). These positions will ensure that the project activities contribute to reducing gender gaps in sectors related to the project.
    • Task 6: Develop a gender action plan to guide and advise gender mainstreaming in the two projects. The gender action plan should draw upon results from the gender analysis and include actions to overcome barriers (gender gaps) identified during the gender analysis. The gender action plan should not only focus on external outcomes, but also provide guidance to the internal management and organization of the project (e.g. staff communication, reporting, monitoring and evaluation, etc.). The gender action plan for the project should provide guidance in relation to strategies; capacity building initiatives; strategic alliances with gender and women’s organizations, as well as relevant civil society organizations with strong work on gender in the project sites.

    Deliverables

    • The successful consultant will develop & deliver gender equality and social inclusion analysis and action plan with the specific outputs detailed below:
    • Inception Report outlining the methodology, stakeholders engagement plan and work schedule within a week upon signing the consultancy;
    • Draft gender equality and social inclusion analysis and action plan within 30 days after the commencement of the consultancy and;
    • Final gender equality and social inclusion analysis and action plan incorporating
    • IUCN and stakeholders comments within 40 days after the commencement of the consultancy.

    Requirements and/or Criteria

    • The successful candidate/consultant for the assignment should have the following minimum (qualifications and experience) requirements:
    • The team leader should have at least 10 years of experience in Gender Equality and Social Inclusion field,
    • The team leader should have a postgraduate degree, master's degree preferred in sender studies, development studies or related fields,
    • Strong (proven) written and oral communication skills,
    • Familiarity with the 5 basins and the socio-economic realities of these basins and Two sample work of a similar previous work is mandatory.
