    Audit & Compliance Manager

    Ref: ACM/LVCT/01/2023

    Job purpose

    The Audit and Compliance Manager will support the Executive Director tdeliver on the complianceandinternal audit functions of LVCT Health, ensuring that programs, including its sub-grantees/partners, arefully compliant with LVCT Health and its donors’ rules and regulations. This will be achieved throughthesystematic examination and evaluation of the adequacy, reliability and effectiveness of internal policiesand procedures, and the extent twhich established internal  controls are complied with. Whereweaknesses in controls or application of controls, are identified, the Audit and Compliance Manager will recommend action tremedy the situation. In collaboration with LVCT Health leadership the Audit and Compliance Manager will workwithcolleagues and field offices tcreate a culture reflecting the high ethical standards of LVCT Health.

    Roles & Responsibilities

    Internal Controls and compliance

    • Tmonitor adherence tLVCT Health procedures and policies in relation tProcurement, Finance, HR and Programs as set out in relevant manuals and guidelines. 
    • Tbe familiar with and monitor adherence trelevant donor rules and regulations in relation tProcurement, Finance, HR and Programs as set out in grant agreements. 
    • Tprepare, based on risk assessment, and agree with the ED/ an Internal Audit plan. 
    • Tlead on the implementation of internal audits at both Head Office and Field office(s) basedon the agreed Internal Audit plan, with particular emphasis on:
    • transaction testing. 
    • cash management. 
    • float transaction testing. program trainings. asset management.

    Risk Management Head the Risk Management committee

    • Assess risk management approach and practices to ensure that risk management processes areeffectively embedded throughout the Organization
    • Develop regular review of the LVCT Health risk register. 
    • Undertake development and maintenance of grant specific donor registers that feedintothemaster register

    Skills, Knowledge and Abilities 

    • Bachelor’s degree in Accounting, Business Administration, Commerce or Finance. 
    • At least 5 years’ finance management experience with minimum 3 years in Audit andCompliance. 
    • Experience working with large NGOs, in the development / humanitarian sector, with knowledgeof donor rules and regulation. 
    • Good interpersonal and team building skills and knowledge of participatory approaches. 
    • Fluency in English. Excellent oral and written communication skills. 
    • Willingness to travel to field offices 
    • Self-motivated, honest, high integrity, highly responsible, and punctual.
    • Flexibility, adaptability, cultural sensitivity, team player. 
    • Ability to work both independently and as part of a team.

    Program Director

    Reference: PD/LVCT/02/2023

    Job purpose

    Reporting to the Executive Director, the Program Director will be responsible for implementingthetechnical components of the vision and strategy, management and accountability for LVCT Healthprograms. The Director will serve as the Pl or sub-PI of various grants working closely with the Project directorstoensure adherence to technical and contractual requirements of grants and project alignment toinstitutional vision and mission, MOH, counties and donor objectives and requirements. The Program Director will ensure integration of activities and technical quality of programapproaches, coordinating staff and partner roles, setting performance expectations, and ensuring programdeliverables and milestones are met while ensuring operational efficiency. He/she will ensuresimilarstandards of implementation are maintained, and best practices are shared across all projects intheorganization. He/she will serve as a donor focal point for assigned budgets ensuring compliance, deliveryand timely reporting. The Program Director will work closely with the ED to identify and maintainstrategic relationships, maintain visibility and generate resources for the organization.

    Required Skills & Qualifications 

    • MBCHB/MD with master’s degree in Public Health/Social Sciences, MBA or a related fieldAt least eight (8) years’ senior level experience in managing complex public health programsof
    • similar scope and size. 
    • At least ten years of demonstrated technical experience in at least two of the following areas TB, HIV, health systems strengthening, organizational systems strengthening, M&E . Experience in senior positions in HIV/AIDS in Kenya will be an added advantage. 
    • At least five years’ experience in program management and administration, financial management, award contractual compliance, sub award management and tracking projectperformance and costs via specific funding streams. 
    • Professional-level proficiency/fluency in both oral and written English language. 
    • Demonstrated ability to build and maintain relationships, create synergies and work effectivelywith PEPFAR, CDC, USAID other donors, government representatives, NGOs, for-profit privatesector entities, local community organizations, and other stakeholders, 
    • Strong management skills, strategic, visionary, leadership qualities, interpersonal skills, communication, as well as written and oral presentation skills to fulfill the diverse technical andmanagerial requirements of the project description
    • Demonstrated knowledge of PEPFAR administrative, project management and reportingprocedures and systems along with strategic program planning, including PEPFARrules, regulations, budgeting expertise and reporting requirements.
