    Data Analyst

    Task description

    • Under the direct supervision of a Data Specialist in Enterprise Solutions Section/UN Environment's Corporate Services Division, the UN Volunteer will take the following tasks:
    • Development of an analytical solution for the Global Climate Fund Unit
    • Draft requirements documents based on the unit needs.
    • Understand/explore required datasets, assess existing dashboard, and conceptualize new or improved design and new features.
    • Develop dashboard based on the requirements.
    • Develop a risk management component to flag critical projects with respect to the timeline, fees consumption, etc.
    • Develop a country profiles component to enable GCF team members to have an overview of ongoing and planned projects (GCF and others) in each country and perform analysis by sector and other parameters to inform project proposal design.
    • Explore applications of LLMs, including prototyping a Chatbot that users can use to query the projects data and supporting them in the drafting of new project proposals.
    • Provide trainings and support the GCF team in using the dashboard.

    Assist with other data-related activities

    • Assist in the design and development of other data science products that requires the ap-plication of advanced analytical methods such as artificial intelligence, machine learning, predictive analytics, data and text mining, natural language processing, statistics, and use of relevant algorithms and computational approaches.
    • Assist in the exploration, identification, and acquisition of data sources to determine their suitability for use in decision making and advancing the goals of the organization.
    • Research on new AI and ML applications and assist in promoting the use of data science solutions through webinar and training.
    • Any other related tasks as may be required or assigned by the supervisor.

    Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

    Required experience

    Evaluation Consultant for Terminal Evaluation of the UNEP Project “Secretariat Services to the Strategic Approach to International Chemicals Management” (PIMS 02005)

    SPECIFIC RESPONSIBILITIES

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:

    Inception phase of the Evaluation, including:

    • preliminary desk review and introductory interviews with SAICM Secretariat/project staff; 
    • draft the reconstructed Theory of Change of the project; 
    • prepare the evaluation framework;
    • develop the desk review and interview protocols; 
    • draft the survey protocols (if relevant); 
    • develop and present criteria for country and/or site selection for the evaluation mission;
    • plan the evaluation schedule;
    • prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including: 

    • conduct further desk review and in-depth interviews with implementing  partners including the bureau, IOMC, QSC implementing Committee and Executive Board, focal points and NGOs, and other stakeholders; 
    • (where appropriate and agreed) conduct an evaluation mission(s) to interview selected partners and stakeholders.  Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    • regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    • keep the SAICM Secretariat  informed of the evaluation progress. 

    Reporting phase, including: 

    • draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    • liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    • prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    • (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

    • maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    • communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.
    • The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    • The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    • Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    • A first-level university degree (Bachelor Degree) in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    • A minimum of 10 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;
    • A good/broad understanding of large-scale, consultative assessment processes and factors influencing use of assessments and/or scientific research for decision-making desirable
    • Good understanding of the Secretariat Services to the Strategic Approach to International Chemicals Management (SAICM) is desirable;
    • Working knowledge of the UN system and specifically the work of UNEP is an added advantage.

    Finance and Budget Assistant

    Responsibilities
    Budget:

    • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
    • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.

    Administrative Assistant

    Responsibilities

    Budget and Finance

    • Provides assistance in the preparation, development, monitoring (travel and meeting facilitation funds) and review of the office’s medium-term work plan and budget. Regarding the budget, considers staff, non-staff and programmatic cost estimates. 
    • Assists in monitoring the work plan/budget with respect to various budgets, trust funds, grants extra-budgetary resources and other funds on a regular basis. Records reallocations of resources and implements the reallocations as necessary. 
    • Reviews requisitions for goods and services to confirm (a) that correct objects code of expenditure have been charged, and (b) availability of funds.

    General Administration

    • Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff.

    Regional Sub-Programme Coordinator - Climate Action

    Under the direct supervision of the Director and Regional Representative, ROA, the incumbent will carry out the following:

    Support UNEP Programme of Work development for the region:

    • Provide advice development of UNEP's regional and national activities and projects, ensuring that regional needs and perspectives are matched with UNEP's obligations under its Programme of work.
    • Undertake regional climate change needs assessments and analysis to help guide the development of UNEP's activities and projects.
    • Review all climate change projects with regional and national components submitted to the Project Approval Group (PAG) or the Project Review Group (PRC);
    • Review projects developed for other thematic areas, including cross-cutting projects.
    • Develop project proposals to help implement the UNEP Programme Work and its outputs and to meet regional needs.

    Support the implementation of the UNEP Programme of Work in the region:

    • Ensure coordinated implementation of climate change activities and initiatives from the UNEP Programme of Work in the region.
    • Work with each of the UNEP Divisions/Regional Office team to develop a coherent Programme of climate change activities for the region.
    • Provide support to the Divisions in the implementation of climate change activities and projects.

    Help develop and maintain partnerships and coordinated working relationships with key regional organizations and other UN agencies:

    • Assist in developing the work agreements with key regional partners to support the implementation of the UNEP Programme of Work.
    • Identify technical centers in the region through which UNEP can implement its activities and develop the agreements needed to facilitate such cooperation.
    • Working with other international and regional institutions, ensure Climate change negotiators and stakeholders charged with implementing climate-related multilateral environmental agreements are equipped with scientific information to their negotiations.

    Support to facilitate information flow and communications within the Regional Office and between the Regional Office and other UNEP Divisions:

    • Act as UNEP climate change focal point in the Regional Office, the Divisions and the Climate Coordinator.
    • Keep abreast of climate change activities and initiatives within the region and circulate regional information to UNEP Divisions/Regional Office.
    • Support the development and maintenance of the UNEP climate change website and the climate change intranet with key documents needed by UNEP staff for coherent implementation of their activities.
    • Facilitate the development of special outreach materials and presentations.
    • Participate in meetings.
    • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting.
    • Ensures that everyone can discover, access, integrate and share the data they need.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in environment, climate change and/or development or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of seven years of progressively responsible experience in environment, climate change or related area is required.
    • Experience in United Nations Framework Convention on Climate Change (UNFCCC) including negotiation processes is required
    • Experience in programme and project management preferably in the field of environment and climate change such as adaptation and mitigation is desirable.
    • Experience in UN programming processes at the country and regional level is desirable.

    Languages
