    Director of Logistics and Supply Chain

    S/he is an active participant of international forums and platforms, relating logistics and participates in the creation and execution of response strategies to meet the requirements of the movement in both areas in the short and long term. S/he represents OCBA in the Board (CA) of MSF Logistique, however for all other Supply Chain international forums and platforms (such as ESCC or Quartet), these functions are delegated to the Head of Supply Chain.

    S/he manages the Logistics and Supply Chain Department, which is divided into four areas: Operational Logistics, Technical Logistics, Supply Chain and Internal Logistics Unit. In conjunction with the services and units’ heads, S/he manages the activity and defines the organisation of the department, the objectives to be achieved and the monitoring and appraisal of staff.

    MAIN RESPONSABILITIES, FUNCTIONS AND TASKS

    • Design and implement the Logistic Department’s strategies, ensuring their contribution to the general objectives and making sure that they fall in line with the organisation’s values and principles.
    • Prepare and develop the department’s planning and guarantee coherence with the organisation’s objectives.
    • Propose strategies and policies that allow for logistical response to operational needs.
    • Guarantee correct technical development that allows for the anticipation of future operational challenges.
    • Analyse and define the most suitable technical support structure for responding to operational requirements.
    • Participate, as a member of the Management Team, in the analysis and definition of policies and strategies.
    • Guarantee an efficient and effective process throughout the missions’ supply chain.
    • Ensure that the purchasing process in the HQ is based on efficiency, quality and cost control.
    • Ensure the definition and implementation of activities related to all technical families encompassed in the Logistics Department (WHS, energy, transport, Biomed, construction, refuge, food distribution, GIS, applied security, etc.).
    • Ensure that the purchasing and supply processes have access to the required technological support for the operational requirements and established criteria.
    • Ensure management of internal services which matches the needs of the organisation, both in the areas of internal logistics and maintenance of the physical structure, such as the reception area.
    • Define and implement the Annual Department Logistics Plan in accordance with the objectives defined in the Strategic Plan.
    • Support Log & Supply department heads and staff so that they implement the plan in accordance with the agreed objectives, carrying out performance management system and ensuring development and growth.
    • Represent the Operational Centre at international meetings, in Logistics Directors Platform, actively participating in the reflection and the definition of common goals, helping to develop a logistics vision and strategy on an international level; monitor, support and contribute international projects.
    • Foster collaborative relationships within the MSF movement, including supply centres.
    • Stimulate collaboration with other relevant organisations and institutions for the development of different areas of humanitarian logistics, such as universities and research centres.

    SELECTION CRITERIA

    • Strategic understanding of logistical and supply chain function, as well as the management of complex organisations.
    • Experience in supply chain management.
    • Experience in coordination and management of teams.
    • MSF field experience in similar positions.
    • Good command of English. Spanish and French are an asset.
    • User-level computer knowledge.
    • Availability to travel.

    Supply Chain Officer

    Main Purpose

    Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission.

    Accountabilities

    • Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role.
    • Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities.
    • Monitoring and ensuring a smooth-running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
    • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data.
    • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs.
    • Collecting claims from the field, analyzing causes and making corrective actions.
    • In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
    • Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making.
    • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission.

    MSF Section/Context Specific Accountabilities

    • Preparing food request, prepare CP (Cooperative report- for WFP) for donation food for SFP (Supplementary food programme).

    Requirements

    Education

    • Essential degree and specialization in Logistics/Supply Chain

    Experience

    • Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures.
    • Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits)

    Languages

    • Mission language essential (English).
    • Local language desirable (Somali/Kiswahili)

    Knowledge

    • Essential computer literacy (word, excel and internet)

    Geographical Information Systems Specialist (GIS)

    Main Purpose

    Carrying out assessments and ensuring the implementation, maintenance and monitoring of the mission's geographical information systems and producing in real time, a spatial analysis of the situation in the field, according to MSF protocols and standards in order to ensure an optimal running of the project.

    Accountabilities

    • Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the mission's geographical information system. Liaising directly with the staff to identify GIS needs and developing appropriate GIS products
    • Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity he/she is primarily in support to i.e. epidemiologist, medical coordination, logistics coordination, and project or mission managerial team. This includes the following tasks:
    • Managing response and prioritization requests for map products and services and supporting all medico-operational activities such as logistics, supply, outreach, WHS, security, project and mission leadership, communication and reporting, health promotion, etc.
    • Managing the development, quality control and reproduction of products in appropriate formats for clients. Uses and advocates data and mapping standards
    • Identifying, gathering and incorporating external datasets into the MSF repository. Maintaining and expanding the archives and working with the data to create themes and layers for use in GIS and to create analytical products
    • Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to challenges concerning GIS
    • Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning.
    • Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Managing training and skills development support to staff with simple mapping, Google Earth, use of GPS
    • Performing delegated tasks as defined in his/her job description and according to the line manager
    • In collaboration with the medical team drafting maps for areas/ zones incidence rates for any outbreak that might occur.
    • In collaboration with the WATSAN team support the drafting and updating of Maps for Latrines, shelters, showers, water points, and boreholes locations in the camp that we are working in.
    • Creation of mission GIS database.
    • Support the mission in the follow-up of immigrants' movements in and out of the camps and translate it into maps.
    • Participate in exploratory missions upon request which might require traveling into insecure areas.

    Education

    • Essential : Diploma in Geographical Information System

    Experience

    • Essential experience in managing data collection, entry and maintenance and in managing or developing databases
    • Strong practical experience in using Geographic Information Systems (GIS)
    • Pedagogical skills is a strong asset
    • At least 2 years' experience in specialist area
    • Work experience with MSF, other NGOs and in developing countries desirable

    Languages

    • English & Kiswahili
