    Deputy Director – Corporate Affairs

    Duties and responsibilities

    Duties and responsibilities at this level will entail: -

    • Overseeing exhibitions and events;
    • Ensuring implementation of recommendations from reports;
    • Overseeing the communication resource library;
    • Ensuring appropriate environment for effective customer care;
    • Prioritizing critical issues from daily media briefings;
    • Ensuring up to date and interactive website and intranet;
    • Overseeing the management of social media channels;
    • Approving articles for publication, written speeches and press release;
    • Overseeing the development and implementation of media and communication strategies;
    • Overseeing the planning and coordination of corporate social investment activities;
    • Coordinating protocol services for both internal and external events;
    • Overseeing implementation of Risk Management mitigation strategies;
    • Overseeing the implementation of audit recommendation;
    • Approving operational work plans;

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served in the grade of Assistant Director, Corporate Affairs for a minimum period of three (3) years;

    OR

    • Six (6) years’ experience in a comparable position;
    • Bachelor’s Degree in any of the following: Mass Communication, Communication Studies, Journalism, Public Relations, Education (Languages) or any other approved equivalent qualifications from a recognized institution;
    • Master’s Degree from a recognized institution is an added advantage;
    • Membership to a profession body in good standing where applicable;
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    The terms and remuneration benefits for this Grade:

    • Basic Salary Scale: Kshs 192,782 – Kshs 288,051
    • House Allowance: Applicable rates
    • Commuter Allowance: Kshs 14,000
    • Leave Allowance: As provided in TSC Secretariat
    • Annual Leave: 30 working days per calendar year
    • Medical Cover: As provided in the TSC Secretariat Medical Scheme
    • Terms of Service: Five (5) years contract renewable once subject to satisfactory performance.

    Deputy Director – Labour & Industrial Relations

    Duties and responsibilities

    Duties and responsibilities at this level will entail: -

    • Coordinating the development and implementation of the labor and industrial relations strategy;
    • Leading in the preparation of the divisional annual work plan;
    • Leading the development of policies, systems and procedures that contribute to the legal framework to strengthen the provision of industrial relations services;
    • Coordinating the implementation of the division’s budget;
    • Leading in the preparation, implementation and submission of the divisional Quarterly Reports;
    • Coordinating the sensitization of the staff on all labour and industrial relations risks arising from legal suits and policies and procedures executed by the Commission;
    • Organizing and coordination of research on the best labour practices, labour instruments, conventions, labour laws in the labour market;
    • Coordinating the provision of legal advisory services on labour and industrial relations matters, registered disputes and Management of employee discipline procedures and process;
    • Coordinating the development of legal advisory opinions to the Commission Secretary;
    • Coordinating the preparation of Board Papers on labour and industrial matters;
    • Coordinating the preparation of Recognition and Collective Agreements in liaison with relevant stakeholders;
    • Developing and implementing industrial relations strategies that foster harmonious industrial relations between the Commission and its social partners;
    • Coordinating the drafting and submission of Parliamentary responses by different service areas of the Commission;
    • Coordinating engagements with social partners, relevant state and nonstate agencies on all matters related to industrial relations;
    • Coordinating the management of all Trade Disputes, Union and employee grievances and develop comprehensive alternative dispute resolution mechanisms on behalf of the Commission; and
    • Supervising and guiding employees for optimum performance.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served in the grade of Assistant Director -Legal Services/Labour and Industrial Relations for a minimum period of three (3) years

    OR

    • Six (6) years’ experience in a comparable position;
    • Bachelor of Law Degree (LLB) from a recognized institution;
    • Master’s degree will be an added advantage;
    • Postgraduate Diploma in Law from the Kenya School of Law;
    • Membership to the Law Society of Kenya in good standing;
    • Valid Advocates Practicing certificate;
    • Certificate in a Leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    The terms and remuneration benefits for this Grade:

    • Basic Salary Scale: Kshs.192,782 – Kshs.288,051

    Duties and responsibilities at this level will entail: -

    • Promoting the risk awareness culture at the Commission;
    • Identifying risks;
    • Inducting and guiding newly recruited/ deployed employees to the Risk
    • Management Division;
    • Formulating, interpreting and ensuring implementation of risk management policies, strategies and work plans;
    • Facilitating the development of a risk based strategic plan within the approved risk appetite;

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served in grade of Assistant Director -Risk Management, TSC grade 6 for a minimum period of three (3) years;

    OR

    • Six (6) years’ experience in a comparable position;
    • Bachelor’s degree in any of the following disciplines: Education, Human Resources Management, Commerce, Arts, Economics, Business Management, ICT, Project Management, Procurement, Business Administration, Laws, Social Sciences or equivalent qualification from a recognized Institution;
    • Master’s degree from a recognized Institution is an added advantage;
    • Professional qualification in any of the following; Certified Risk Management Assurance (CRMA) or (CRISC), or Diploma in Risk Management or equivalent qualification from a recognized institution is an added advantage;
    • Certificate in Leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    • Bachelor of Laws Degree (LLB) from a recognized institution;
    • Postgraduate Diploma from the Kenya School of Law;
    • Membership of the Law Society of Kenya in good standing;
    • Master’s degree from a recognized Institution is an added advantage;
    • Valid Advocates’ Practicing Certificate;
    • Certificate in Senior Management course lasting not less than four (4) weeks from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    Assistant Director – Risk Management

    Duties and Responsibilities

    Duties and responsibilities will entail: -

    • Identifying risks;
    • Inducting and guiding newly recruited/ deployed employees to the Risk Management Division;
    • Spearheading the preparation of the Division’s annual work plan and submit to the Deputy Director, Risk Management;
    • Reviewing the Key Risk Indicators (KRIs) and Key Controls (KCs) for Directorates, Regional and County Offices;
    • Spearheading the preparation of budget and procurement plan for the Division;
    • Guiding the development and review of risk management manual;
    • Coordinating the implementation of risk management initiatives;
    • Analyzing the risk management processes and recommend possible improvements;
    • Disseminating and operationalizing the institutional risk management policy and framework;
    • Follow up implementation of risk mitigations.;
    • Reviewing risk management reports from Principal Risk Management officers;
    • Identifying staff performance gaps and recommends suitable training to the Deputy Director, Risk Management; and
    •  Supervising and guiding employees for optimum performance.

    For appointment to this grade, an officer must have: -

    • Served in the grade of Principal officer -Risk Management for a minimum period of three (3) years;

     OR

    •  Five (5) years’ experience in a comparable position;
