    Monitoring and Evaluation Expert

    The M&E Expert will coordinate all data collection, analysis, and learning activities to help ensure accountability and efficiency of the PPR eradication programme which will be implemented at continental, regional and national levels. S/he will:

    • Design, coordinate and implement the monitoring and evaluation, research, and learning framework of the PPR programme.
    • Develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the PPR programme. S/he will also provide technical assistance to the implementing partners, particularly in relation to monitoring, reporting and rules and regulation issues.
    • Coordinate the preparation and presentation of M&E findings/reports, including M&E recommendations to support project management;
    • Coordinate the presentation of M&E findings, with recommendations, to the Program/Project Steering Committees.
    • Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
    • Perform any other duties as may be assigned by the Project Manager for the successful implementation of the project.

    Key Responsibilities

    She/he will have the following specific duties and responsibilities.

    Specific Responsibilities

    • Lead the revision of the project theory of change, log frame matrix, particularly in the areas of performance indicators and their measurement;
    • Liaise with the project manager and relevant staff in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
    • Develop the overall framework, for the project M&E and Performance Monitoring Plan with relevant data collection systems.
    • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will be useful for impact evaluation.
    • Develop baseline data for each project component and for all project indicators.
    • With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
    • Develop a plan for project-related capacity-building on M&E and for any support that may be required.
    • Draft ToRs for Baseline, Mid -term and End of the Program Evaluations for the PPR project especially and other related Animal Health projects and programs.
    • Identify areas where technical support to project partners is required and organize capacity building with collaborating partners on M&E as may be required.
    • Collect data on a regular basis to measure achievements against the performance indicators.
    • Ensure data quality; maintain and administer the M&E database; analyse and aggregate findings.
    • Support project progress reporting, project mid-term review and final evaluation.
    • Identify and document best practices, lessons learnt and develop case studies to capture qualitative outputs of the project.
    • Coordinate the management of risks to enhance efficiency and effectiveness in project performance.
    • Produce reports on M&E findings and prepare presentations based on M&E data as required.
    • Coordinate the preparation and presentation of M&E findings/reports, including M&E recommendations to support project management;
    • Coordinate the presentation of M&E findings, with recommendations, to the Program/Project Steering Committees.
    • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
    • Advise the supervisor on improving project performance using M&E findings.
    • Perform any other duties as may be assigned by the Project Manager for the successful implementation of project.
    • Manage budgets and ensure that they are in line with the project’s objectives.
    • Implement financial and operational policies, rules and regulations of AU and donors namely European Union (EU)
    • Coordinate and oversee the financial and operational activities of the project, ensuring compliance with African Union and European Union (EU) rules and regulations
    • Prepare and monitor the annual budgets and work plans of the project, liaising with RECs, MSs and partners
    • Provide timely and accurate financial and operational reports to the Project management and donors, highlighting achievements, challenges and recommendations
    • Establish and maintain effective working relationships with the project staffs, regional stakeholders, donors and other partners, representing IBAR relevant meetings and forums
    • Identify and mitigate financial and operational risks, ensuring adherence to internal controls and audit recommendations
    • Support IBAR in resource mobilization, proposal development and grant management
    • Provide technical guidance and capacity building to the IBAR staff on financial and operational matters
    • Prepare financial reports and ensure that they are accurate and timely.
    • Administer accounts and ensure that payments are made on time and in accordance with AU policies, rules and regulations.
    • Oversee procurement activities and ensure that goods and services are purchased in a cost-effective manner.
    • Perform any other duties as assigned by the AU-IBAR Director or his/her designate.

    Duration and Location

    The duration of this consultancy is six (6) months, which may be renewed subject to satisfactory performance and availability of funds. The successful consultant will be based in AU-IBAR offices in Nairobi, Kenya and will be required to maintain the AUC office hours.

    Remuneration

    The remuneration for this Consultancy shall be an all-inclusive monthly fee equivalent to P3 Step 5 on the AUC Salary Scale.

    The consultant will be responsible for his/her medical and travel insurance cover for the duration of the consultancy. Expenses for travel on official missions will be covered separately by AU-IBAR in accordance with the applicable African Union Commission rules and regulations.

    Supervision

    The Monitoring and Evaluation Expert under the direct technical supervision of the Senior Animal Health Officer and the overall oversight of the Director of AU-IBAR.

    Requirements

    Qualifications

    The successful applicant should have:

    • Bachelor university degree in Monitoring and Evaluation, Agriculture/rural development/ Veterinary Medicine, Economics, Business Administration, Political or Social sciences, Quantitative analysis or statistics or any other relevant or equivalent degree; or
    • A Postgraduate University degree master’s degree) in Monitoring and Evaluation, Agriculture/rural development/ Veterinary Medicine, Economics, Business Administration, Political or Social sciences, Quantitative analysis or statistics or any other relevant or equivalent degree will be considered an added advantage.
    • Applicants holding a specific Monitoring and Evaluation training certification in Monitoring and Evaluation in addition to the above general areas of training will be considered favourably,
    • A master’s degree in project management will be an added advantage.

    Experience

    • Minimum of seven (7) years of relevant progressive work experience in areas of monitoring and evaluation, preferably within a regional, continental and/or International organization of which at least 3 years should be at managerial level.
    • Experience in M&E of animal resource development programs/project including project management.
    • Familiarity with animal health program/projects development, implementation and evaluations.
    • Experience in developing and delivering Communication programmes and packages with and for different stakeholders and partner organisations.
    • Proven experience in M&E of similar assignments with RECS, continental and international organizations such WOAH, FAO among others).
    • Proven knowledge and experience on Monitoring and Evaluation methods and Monitoring and Evaluation data and information management is required.
    • Proven knowledge in the development of M&E Frameworks and plans, theories of change, results.
    • Knowledge of human/animal health and/or conducting data collection in the field .
    • Frameworks data collection tools, frameworks and method, M&E planning, and use of M&E
      applications.
    • Knowledge of project cycle management, administration and evaluation concepts and procedures

    Finance & Operations Consultant

    The Finance & Operations Consultant will be responsible for the day-to-day financial and operational activities of the PPR project. This includes managing budgets, accounts, procurement, and assets management. The Finance and Operations Consultant will also work to support the IBAR in achieving its objectives. She/he will have the following specific duties and responsibilities.

    Specific Responsibilities

    Requirements

    Qualifications

    • The successful applicant should have a minimum of a Bachelor's Degree in Finance, Accounting, Business Administration or a related field.
    • A master’s degree in finance, accounting, business administration or related field will be an added advantage. A professional certification (such as CPA, CMA, ACCA, etc.) will be an added advantage.

    Experience

    • At least five (5) and relevant work experience in financial and operational management of complex projects or programs, preferably in the animal health or development sector.
    • Experience with financial management software.
    • Experience with procurement procedures.
    • Experience with facilities management.
    • Knowledge of the animal health sector.
    • Demonstrated knowledge and skills in budgeting, accounting, reporting, auditing, procurement, human resources, and logistics management.
    • Familiarity with AU policies and procedures, donor regulations (such as EU, ADB, USAID, etc).

    Other Essential Skills and Experience

    • Proficiency in Microsoft Office applications (especially Excel) and accounting software (such as QuickBooks, SAP, etc.).
    • Excellent oral and written communication skills in English and/or French. Knowledge of other African Union working languages is an asset.
    • Ability to work independently and as part of a team, with strong attention to detail and problem-solving skills.
    • Willingness to travel within the region and to other locations as required.

    Communications Expert

    The key responsibilities of the Consultant will include the following:

    • Oversee the PPR communication program and provide advice and guidance on communication and change plans for projects;
    • Prepare media briefings and engagements, manage AU-IBAR’s communication with various target audiences, handle social media platforms and liaise with print, electronic and online media.
    • Develop and roll-out mechanisms for the broad dissemination of AU-IBAR achievements and outputs.
    • Contribute to content curation and update of the Animal Resources Online Repository and Knowledge Sharing platform, and PPR Programme Microsite.
    • Contribute to promoting collaborative tools that facilitate sharing of ideas, information and knowledge such as the media online platform on the AU-IBAR Knowledge Sharing platform.
    • Develop and maintain Media relationships between AU-IBAR and relevant media organizations, journalists and science communicators at continental, regional and national levels,
    • Draft materials, social media posts and newsletters for publication; and liaise with relevant stakeholders to ensure effective communication for project activities; particularly animal disease control programmes such as PPR and other TADs. Facilitate the usage of communication platforms and tools through regular monitoring of use and conducting training activities for various internal and external stakeholders.
    • Work closely with Senior Knowledge Management Officer to capture and document information and knowledge on animal resources in Africa, such as the reporting of lessons learned and best practices and success stories,
    • Develop communication materials, newsletters, and key messages and manage their dissemination widely among AU-IBAR’S target groups through a wide array of online platforms, social media channels, multimedia productions, knowledge fairs and exhibitions, radio, television and media networks.
    • Work closely with the Webmaster and the Senior Knowledge Management Officer to maintain and improve the various information and communication portals and tools.
    • Support AU Member States in advancing good communication practices to enhance the visibility of animal resources development activities across the continent.
    • Prepare and distribute content for the promotion of AU-IBAR products, brand or activities.
    • Promote the visibility of project donors and implementing partners on various communication outputs and platforms by working closely with the graphics designer.

    Duration

    The duration of this assignment is 6 months. The contract may be renewed subject to availability of funds and satisfactory performance.

    Remuneration

    The remuneration for this Consultancy shall be an all-inclusive monthly fee equivalent to P2 Step 5 on the AUC Salary Scale i.e. US$ 5,303 per month.

    The expert will be responsible for his/her medical and travel insurance cover for the duration of the consultancy. Expenses for travel on official missions will be covered separately by AU-IBAR in accordance with the applicable African Union Commission rules and regulations.

    Supervision and Reporting

    The candidate will be under the direct supervision of the Project Coordinator and the Senior Knowledge Management Officer under the overall supervision of the Director of AU-IBAR.

    Requirements

    Academic and Professional Qualifications

    • Bachelor's Degree in Development or Mass Communication or any other related field.
    • A post-graduate degree in communications or other similar qualification will be considered as an advantage.

    General Experience

    • At least 2 years of progressive experience in areas of communication, preferably within a regional, continental and/or international organization
    • Experience in developing and delivering Communication programmes and packages with and for different stakeholders and partner organisations
