    Economic Recovery Manager (Emergency Roster)

    Responsibilities:

    Programming & Operations:

    • Lead the organization and implementation of Economic Recovery activities, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles to deliver Economic Recovery assistance to beneficiaries
    • Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
    • Lead all Area Economic Recovery field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming;
    • Organize all project studies and research, including Needs Assessments of vulnerable populations and Market Assessments/Analysis;  
    • Identification and development of transparent beneficiary vulnerability criteria and manage beneficiary selection procedures to reach the most vulnerable and marginalized with life-saving emergency assistance.  
    • Ensure that Emergency interventions are informed by and integrated with other core sectors of such as protection and emergency; and provide technical support on Economic Recovery to other DRC sectoral programmes;
    • Realize project work plans and ensure its timely submission and ensure the concordance of field activities with the work plans;
    • Prepare project progress reports as well as preparation of donor reports as per agreed format;
    • Establish and manage programme indicators for monitoring and evaluation of project achievements against targets and providing detailed reporting to management, partners and donors;
    • Ensure that appropriate systems and methodologies for beneficiary accountability are in place including programme monitoring tools and formats, and a complaints mechanism;
    • Responsible for project budgets and financial management, including financial forecasting, timely and compliant expenditure and financial reporting on project activities 
    • Ensure that DRC staff and partners are aware of good practices, particularly in terms of human rights and international humanitarian principles;
    • Provide strategic leadership for all protection related projects, providing support for the current activities while keeping an eye into new areas of development;
    • Work closely with the Area Manager, Grants and Economic Recovery Coordinator to develop quality proposals, concept notes and budgets to meet emergency needs in the target areas.
    • Manage the Area Economic Recovery team and provide overall supervision of their work to ensure timely delivery of project activities (for example, monitoring against log frames, 
    • Ensure compliance with relevant guidelines and DRC commitments.

    Staff Management:

    • Manage the Economic Recovery Team, including through the recruitment, training, daily supervision and performance management of Emergency Officers and Assistants in the Area Office
    • Provide training to the DRC teams and support the capacity development of staff;

    Representation: 

    • Represent DRC in relevant fora;
    • Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
    • Ensure DRC’s principles and approaches to emergencies are integrated into the response;
    • Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.
    • Ensure DRC is positioned as a leading Economic Recovery actor within the Area, including sharing emergency information to inform and guide the overall emergency response. 

    Monitoring and Evaluation:

    • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
    • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
    • Regularly monitor project activities and provide timely inputs and feedback to management;
    • Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.

    Logistics/Finance:

    • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up 
    • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
    • Initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
    • Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner
    • Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager. 

    Experience and Technical Competencies: 

    • Minimum 2 years of practical experience in sector area working for an INGO or similar organization
    • Field experience in the Area

    Economic Recovery Coordinator (Emergency Roster).

    Key Responsibilities:
    R1. Project Delivery:

    • Ensure timely and quality delivery of all DRC Economic Recovery Project activities, including immediate needs component and capacity building component. 
    • Develop and monitor detailed operational plans for all Economic Recovery project activities in accordance with the overall Economic Recovery Log frame in coordination with AMs and HoP
    • Track and monitor expenditure of emergency programming on a monthly basis and ensure burn-rates remain on track and that expenditure is compliant with relevant SOPs and DRC & donor requirements.
    • Oversee the planning, coordination and implementation Economic Recovery assessments in drought-impacted communities to inform humanitarian actors of key needs and to design impactful resilience programme responses
    • Coordinator with Sector leads to ensure linkages with Emergency and Protection programming are leveraged 
    • Ensure delivery of all project outputs while identifying potential barriers to implementation and find solutions to ensure project continuance;
    • Ensure informative sessions are conducted in a timely manner, and ensure the project team is recording feedback (comments, suggestions) and report results back on issues of concern with recommended areas of intervention

    R2. Representation:

    • Represent DRC in national and sub-national coordination fora and to donors

    • Documented skills in project planning and design, drafting, calculation and technical writing

    Economic Recovery Assistant (Emergency Roster)

    Responsibilities and Tasks: 
    R1. Programme and Technical Oversight: 

    • Assist with the assessment and registration of beneficiaries for project activities, as per pre-agreed crietria and using assessment/registration tools provided by the Programme Manager
    • Under the instruction of the Programme Manager, participate in data collection / data entry for assessments and evaluations. 
    • Assist with engagement and liaison with local stakeholders including community committees and community leaders, and local government officials to coordinate activities and receive required approvals, as directed by the Team Leader
    • Under the supervision of the Programme Manager, support and assist in the planning of trainings and workshops, community meetings, distributions and infrastructure works, including preparing TORs and PRs, as directed by the Programme Manager
    • According to training plans and materials provided by the Programme Manager, assist on sites to deliver trainings, awareness sessions and other community mobilisation sessions and other community engagement activities

    R2. Support Services:

    Experience and Technical Competencies: 

    • Relevant university degree/Diploma in economics, agriculture, social sciences, community development and mobilization, civil engineering or another relevant field. 
    • Minimum of 1 year of professional experience in Livelihoods or Resillience programming in the region required. 
    • Experience in implementing disaster risk reduction initiative, value chain analysis, value chain growth plans, livestock common interest groups, livestock management, community-based animal health initiatives, infrastructure rehabilitation and/or village savings and loan associations preferred.

    Enumerator -Daily Labor (Emergency Roster)

    Key responsibilities:

    • Under the supervision of the Manager / Officer, the Daily Worker will be responsible for:

    Protection Manager (Emergency Roster)

    Key Responsibilities:
    Programming & Operations:

    • Lead the organization and implementation of protection activities, in accordance with DRC guidelines, program objectives and accountability principles to deliver life-saving emergency assistance to beneficiaries

    Protection Officer – GBV Prevention (Emergency Roster)

    Key Responsibilities:
    R1: Designing, planning & implementation of anti-SGBV and other protection activities:

    • Contribute to designing of relevant and appropriate strategies, concept notes and proposals for GBV P&R 
    • Act as focal point for the identification and referral of Extremely Vulnerable Individuals and People with Specific Protection Needs for adequate assistance according to the relevant protection partners.

    R2. Project Monitoring, Evaluation & Learning including Report writing & documentation:

    • Support the collection of information/data about vulnerability, protection needs and concerns of the targeted population.

    MEAL Officer (Emergency Roster)

    Responsibilities: 

    • Ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented by the Area Office.
    • Lead the development of MEAL components of project proposals, including the development of indicators and project-specific MEAL plans. MEAL plans and Detailed Implementation Plans (DIP) will be developed in close collaboration with program teams and will be used to populate DRC’s Performance Monitoring Tracker (PMT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.
    • In close collaboration with the Country MEAL Manager and Area Programme Teams, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.
    • Lead rapid emergency beneficiary verification and post-distribution monitoring, assist programme teams in conducting needs and contextual assessments and analyses. 
    • In collaboration with the Country MEAL Manager, assume responsibility for the implementation of the DRC Beneficiary Feedback and Response Mechanism, and all associated tools and SOPs, in the Area Office, ensuring that beneficiaries of emergency interventions have access to feedback and complaints channels and that feedback and complaints are logged and resolved in a timely and compliant manner.
    • Produce monthly analysis reports with updates on the implementation status of all assigned projects.
