    DM-WASH Hardware Manager

    PURPOSE:

    The role will be responsible and accountable to the Head of Disaster Management for the design, development, implementation and evaluation of community-based sustainable DM-WASH infrastructure development programs. Specific duties include supervising the design, construction and rehabilitation of livelihoods, shelter and water supply systems and sanitation facilities. Other duties include community engagement and capacity building of staff, volunteers and community members for sustainable management of installed infrastructure for resilience building

    KEY RESPONSIBILITIES

    • Provide advice to KRCS National and grassroots institutional structures to Design, Implement and Evaluate DM projects with respect to livelihoods and emergency operations hardware infrastructure
    • Coordinate projects implementation and enhance effective internal and external collaboration with other sector themes for high impact programming
    • Ensure value for money in the DM- WASH infrastructure designs and installations through technical; oversight in contacting and managing contractor assignments
    • Design and develop specifications for the procurement of DM- WASH equipment, machinery and related hardware
    • Responsible for technical drawing, designing and evaluations of infrastructure installation proposals for implementation 
    • Provide oversight for the implementation of integrated community-based DM programme that are geared towards community resilience building such as; WASH, livelihoods, nutrition and emergency operations
    • Prepare concept papers, proposals, periodic and annual reports as well as provide justification for performance variances and recommending strategies for improvement
    • Ensuring effective quality assurance and integrity of the programme - focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with national and international technical standards
    • Ensure development and implementation of resource mobilization strategy, including building new partnerships locally and internationally for continued or new funding opportunities through preparation of funding proposals in line with KRCS strategic plan, county priorities and in compliance to donor requirements
    • Establish and maintain regular contact with partner organizations, liaise and co-ordinate with the appropriate government bodies whenever appropriate to ensure successful project progress
    • Documentation of good practices and lessons learnt to enhance knowledge management in DM and KRCS sustainable infrastructure development
    • Prepare periodic project status reports and oversee the documentation and reporting of programmes to ensure compliance with stipulated requirements, coordinate timely responses to donor queries as well as inform on constraints on programs delivery

    EDUCATION AND EXPERIENCE:

    • Relevant under graduate qualification in Civil Engineering or equivalent qualifications. Postgraduate qualification in Engineering will be an added advantage.
    • Over five (5) years’ experience in developing, implementing community-based water, sanitation and hygiene programmes especially in arid and semi-arid areas.

    Finance Assistant - Mandera

    Reporting to:               

    Regional Finance Officer

    Overall Purpose

    The Finance Assistant will provide financial support needed for the Regional Office under the Regional Finance Officer.

    Duties and Responsibilities

    • Assist the Regional Finance Officer with the accountancy, financial monitoring and control of budgets of projects in compliance with Finance & Donor requirements
    • Follow up with the projects for the monthly receipt of the financial returns, both soft and hard copies, and conduct the first check, reporting any findings to the Regional Finance officer
    • Ensure that all expenses as per the financial returns have been entered correctly into the project cash books
    • Ensure that all procurements were in line with policy and procedures with the relevant supportive documents provided.
    • Ensure that all project expenditure authorization process is as per the approval matrix.
    • Follow up with the projects to ensure that the monthly cash requests, bank reconciliations and BVAs from the projects are received as per the agreed upon timeframes.
    • Conduct the first check of the monthly cash requests alongside the approved budgets, the expenditure to date in the project BVAs and activity plans.
    • Prepare the necessary documents for bank transfers in consultation with the Regional Finance Officer.
    • Prepare quarterly cash requests and forecasts
    • Assist the Regional Finance Officer in processing the monthly cash transfers to the projects
    • File and label all payments/receipts (invoices, receipts and cover documents) in the appropriate finance files
    • Prepare liquidation/expenses reports and attach all relevant supporting documentation for verification and approval
    • Assist with audit preparation including running financial statements, retrieving documents, preparation of audit files plus supporting documentation.
    • Perform any other duties as may be directed by the management/line manager

    Minimum Qualifications

    • Relevant university degree or equivalent qualification in finance or accounting
    • Accounting qualifications such as CPA, ACCA or equivalent
    • Minimum of 2 years relevant professional work experience.

    Knowledge, skills and languages

    • Skills in computers (Windows, spreadsheets, word-processing and accounting packages
    • Preferred knowledge of Accounting concepts, financial management and use any Accounting Software preferably Navision
    • Ability to engage discretely and tactfully with internal and external stakeholders.

    Project Assistant - Dadaab

    Reporting to:                

    Health & Nutrition Manager

    PURPOSE:

    Reporting to the Health and Nutrition Manager, the Project Assistant will be responsible for monitoring, evaluation, data management, coordinating, implementation, and documentation of strategies to effectively address project interventions. S/he will support in the coordination of project activities in Dadaab refugee camp with technical support from the Health and Nutrition Manager and Programme Coordinator at HQ.

    Key Responsibilities

    • To support the overall implementation of the project, including reporting, financial management and monitoring.
    • Ensure effective collaboration with the County and sub county for project updates and any other related technical support
    • Support the CHVs in the implementation of project activities as stipulated in the agreement as well as ensure they are reaching the stipulated targets.
    • Ensure that project volunteers (CHVs/Incentives) have necessary tools for implementation of the planned project work including relevant adapted IEC materials
    • Ensure realization of verifiable data and full reporting for all project deliverables in relation to M&E functions
    • Ensure adequate data quality is maintained in the Camp by ensuring accurate, complete and reliable datasets and reports are submitted to HQ.
    • Support in planning and conducting capacity building initiatives for CHVs/Incentives and other implementing partners
    • Continuously assess the skills and capacities of the project volunteers; organize on the job training to update their knowledge and skills e.g. through weekly, monthly / quarterly meetings
    • Ensure implementation of community health strategy through collaborative effort with CHS Coordinator, CHS County and sub County, supervisors/Community Health Committees (CHCs) and support CHVs to create awareness through community health dialogue days and action days among others
    • Monitor project implementation activities by the CHVs to ensure timely and quality implementation of project vis-à-vis approved work plans and targets
    • In collaboration with the project accountant, ensure proper management and accountability of funds in line with financial and budgetary policies and procedures of GF TB grant
    • Participate in various stakeholders meetings organized either by UNHCR or the County and Sub County and other implementing partners within Dadaab
    • Support programmatic documentation of promising practices, case studies and lessons learnt for purposes of knowledge sharing and improvement in programming.

    Minimum Qualifications 

    • Public Health, Social Development or equivalent qualifications
    • Relevant post-graduate qualification in Community, or equivalent qualifications with certificate in project management
    • Work experience of over four (4) years in TB/HIV related
    • Over four (3) years’ experience in Grants and Project Management.
    • Additional experience in Health grant programs will be an added advantage

    Key Competencies 

    • Knowledge on TB and HIV management, trends and goals at national and regional levels aimed at preventing and alleviating TB/HIV related human suffering
    • Very strong M&E skills
    • Demonstrated technical experience in project planning and budgeting as well as programme monitoring and evaluation
    • Ability to initiate and manage change and to recognize and adjust to rapidly changing conditions in order to align project to the GF strategic plan.
    • Ability to foster teamwork and communication among staff and stakeholders.
    • Strong interpersonal and cross-cultural skills including ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues
    • Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet

    Programme Assistant: Environment and Climate Change Adaptation

    PURPOSE:

    To plan, implement, monitor and document all environment and climate change adaptation programmes within Garissa County. Provide all necessary technical support to County’s implementing environment initiatives Attend related training, stakeholders and partners meetings and also provide feedback and reports to the Project Manager and Head of Department within stipulated timeframes.

    Key Responsibilities

    • Preparation of environmental reports and tracking department performance against environmental key performances indicators and targets.
    • Collection and preparation of existing data and information concerning the status of environment in areas undertaking environmental initiatives to maintain an effective database of environmental initiatives carried out by KRCS within the counties.
    • Support and/or coordinate Sustainable Environment and Restoration Programme initiatives already underway in line with the donors’ strategic objectives and priorities.
    • Develop and sustain local partnerships with environmental organizations such as NEMA, KFS and KEFRI in relation to environmental initiatives.
    • Mobilize and coordinate staff and volunteers on environmental initiatives such as tree growing activities, clean-up activities.
    • Contacting relevant government agencies, both central and local, to obtain related environment information, establish and maintain a network of strategic partnerships for environmental programmes.
    • Represent KRCS in County/Sub-County Steering Committees amongst other partners while planning for commemoration of key environment days such as World Environment Day, World Day to Combat Desertification and Drought.
    • Support and assist in the coordination of environmental initiatives under the Dadaab Environment Program such as tree planting activities.
    • Liaise with and coordinate the project team in Garissa County on the establishment of the tree nursery project and ensure effective implementation of the project whilst in constant communication with the relevant partners.
    • Support and coordinate with the project team and ICRC Sustainable development focal person on the Plastic waste management pilot project in Dadaab to ensure smooth implementation of the project in line with the donor’s strategic objectives.
    • Support project teams in the field by ensuring timely payments of volunteers and suppliers.
    • Coordinate with the Project M & E Officer to ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner in environment project measurement.
    • Monitor and support the timely and appropriate utilization of budgeted resources for all environment and climate change adaptation interventions.
    • Participate in concepts and proposal development and general resource mobilization/acquisition.
    • Compile the necessary reports for forwarding to the Head of Operation capturing the progress against approved work plans and budgets.
    • Attend the regular weekly and monthly planning meetings as called upon.
    • Regularly document success stories, key learnings on environment initiatives for sharing.

    Minimum Qualifications 

    • Disaster Management, Social Development or equivalent qualifications
    • Relevant post-graduate qualification in Community, or equivalent qualifications with certificate in project management
