    MEAL Officer (Turkana)

    Job Description (Summary)

    • The Monitoring, Evaluation, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about ADRA
    • Kenya’s TOGETHER programmatic activities and results. The MEL Officer will also play an essential role in improving information management and data quality and strengthening knowledge sharing and learning at the community level (through ColMEL) across the organization and with the international health and development communities. The MEL Officer
    • will assume responsibility for full-cycle monitoring and evaluation of the TOGETHER project, developing appropriate methodologies and tools to design evaluations.

    Specific Tasks
    General M&E Tasks:

    • Develop, implement, and assess monitoring frameworks for the TOGETHER projects.
    • Develop the overall framework for project M&E systems in collaboration with the Project Manager, ADRA Canada, Salanga, including requirements, reporting, baseline, and annual survey and evaluation surveys; develop and monitor project management plan to systematically document performance
    • Ensure the alignment of M&E activities with program goals
    • Ensure adherence to specific monitoring and reporting requirements for GAC funded projects, including requirements related to Results-Based Monitoring and Evaluation framework, Global Affairs Canada’s (GAC) Feminist International Assistance Policy (FIAP) as well as other requirements under the Sustainable Development Goals (SDGs).
    • Contribute to the development of the Program implementation Plan (PIP), annual work plans and detailed implementation plans (DIPs) to identify project targets and ensure inclusion of M&E activities
    • Develop and maintain indicator tracking tools; as well as databases and other tracking tools as needed to demonstrate the effectiveness of project the monthly database
    • Analyse data for accuracy, flag validation or quality issues, and contribute to systemfixes, management decision-making and reporting
    • Ensure timely development and submission of reports including progress reports including monthly and quarterly indicator performance reports for tracking progress against key indicators as needed
    • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned, and champion the scaling up best practices.
    • Edit content and presentation of all reporting and deliverables before submission to ensure superior quality and professionalism.
    • Ensure timely submission of relevant MEAL documents as required by the donor

    Other Tasks:

    • Support in reviewing and refining the organizational level monitoring evaluation accountability and learning framework, including training project staff on M&E and community-led monitoring evaluation and learning approaches.
    • Support the development, design, and writing of proposals and concept notes for related programming information management and reporting
    • Perform other duties as deemed relevant to the assignment and advancement of the project objective by the supervisor

    Education 

    • University degree in Monitoring and Evaluation, Statistics, Demographics, Public Health, International Development, or any social science with additional training in Monitoring and Evaluation is preferred.

    Experience 

    • At least three (3) years’ experience in project
    • implementation/management, with proven success in designing, implementing, and operating M&E systems from project initiation to close out.

    Environment Officer (Kitui)

    Job Description (Summary)

    • The Environment Officer will, in consultation with the Project Manager, plan and take the lead in the effective execution of the environment-related project activities for the program as outlined in the project proposal, which includes but is not limited to skills, practices and capacities geared towards enhancing Improved low carbon, climate resilient economies in Kitui
    • Rural, Kitui County-Kenya for enhanced well-being of communities, especially women, girls, and other vulnerable groups.
    • The Officer will be responsible for planning and implementing all program activities related to enhancing the adoption of gender-responsive nature-based solutions in targeted landscapes, especially by women, girls, and other vulnerable groups, for improved biodiversity and climate change adaptation.

    Specific Tasks
    General Tasks:

    • Monitor and support timely and appropriate utilisation of budgeted resources for related project interventions and ensure effective and timely response plans.
    • Take the lead in community mobilisation and sensitisation as per the planned nature- based solutions in targeted landscapes.
    • Prepare the detailed project implementation and procurement plans for all (Farmer Managed Natural Regeneration) FMNR and Enrichment Planting (EP) training.
    • Identify, verify and document the target project farmers.
    • Design implementation strategies that are appropriate for the effective and quality implementation of the project activities.
    • Plan and coordinate FMNR and Biodiversity cross-learning visits and open days.
    • With a lead from the Project Manager, identify and map out the relevant stakeholders to the project and engage them as needed.
    • Compile monthly, quarterly and annual reports as per donor guidelines and ADRA Policy.
    • Work closely with key stakeholders to design appropriate/relevant training curricula as needed and targeted training modules.

    Gender Officer (Kitui)

    Job Description (Summary)

    • The Gender Officer’s role encompasses supporting women, youth and other vulnerable groups through knowledge and capacity development for enhanced adoption of gender-
    • responsive nature-based solutions in targeted landscapes for improved biodiversity and climate change adaptation. The officer will work with women, men, girls and boys, communities, organizations, and other responsibility holders to challenge harmful social norms and barriers that prevent women and girls from practising enhanced climate-resilient livelihoods in targeted landscapes based on the sustainable use of biodiversity.

    Specific Tasks (Project Level

    • Conducting continuous Gender Assessments to gather essential information about gender dynamics and different needs, priorities, and opportunities among other groups within the target project area.
    • Develop, implement and monitor appropriate gender equality strategies that ensure all project interventions and activities are both gender responsive and transformative (e.g. Ensuring that all training conducted under the project adopts and integrates gender- responsive approaches where sensitive topics such as SRH and GBV are taught in sex and age-segregated learning groups and by same-sex facilitators/educators.)
    • Support the development of a community gender awareness action plan and follow upon the level of implementation of the plan
    • Conducting locally appropriate gender equality training and awareness campaigns.
    • Facilitating critical reflection sessions to promote awareness of gender equality and harmful social/cultural norms, constructions of masculinity/femininity, rights, SGBV and SRHR, etc., and to develop skills and attitudes around self-efficacy.
    • Facilitating and supervising an evidence-based methodology, Promundo’s Program H&M, which is a gender-synchronized approach to training female champions alongside male champions for the intentional intersection of gender transformative efforts to reach both women and girls as well as men and boys.
    • Mapping of Gender-Based Violence (GBV) referral pathways, including GBV response services available in the local community, the process for referring survivors to these services, and gaps in the referral system. This includes:
    • Internal Audit of GBV Response and Referral Capacity
    • Identifying, mapping and prioritizing GBV services and service providers such as health services (including clinical care for sexual assault survivors), psychosocial support services, child protection, safety/security services (including safe spaces), case management and legal/justice services.
    • Identifying gaps in GBV Services, Service Quality, and Accessibility
    • Define and communicate the Referral Pathway and GBV Response Process (including developing appropriate messaging on GBV response services to be shared with the larger community).
    • Ensuring a Locally-appropriate GBV risk mitigation system is established and functioning in each project location.

    Other tasks:

    • Provide support in project communication to ensure that all stakeholders are informed on an on-going basis about the project’s objectives and activities, overall project progress, and the opportunities for involvement in various aspects of the project’s implementation.

    Monitoring Evaluation, Accountability and Learning (MEAL) Officer (Kitui)

    Project Description
    In collaboration with other partners, ADRA Kenya is implementing a nature-based program covering Kitui Rural Sub County in Kitui County. This program will scale up nature-positive food systems for enhanced climate change adaptation within a Sub-Afromontane region of the Athi River basin in Kenya.

    Job Description (Summary)

    • The MEAL Officer manages information, reporting processes, and products to ensure professional, high-quality communication about the project’s programmatic activities and results. 
    • The MEAL Officer will also improve information management and data quality and strengthen knowledge sharing and learning at the community level across the organisation and with the international livelihood and development communities using the innovative Community-led Monitoring Evaluation and Learning (ColMEL) methodology. The officer will assume responsibility for full-cycle monitoring and evaluation of the project, developing appropriate methodologies and tools to design assessments.

    Specific Tasks
