    Grants and Finance Lead

    • As the Grants and Finance Lead, you will take the lead on preparation / review, negotiation, due diligence, monitoring and modifications of agreements and contracts as well as the submission of regular reports. You will serve as the business manager for this initiative: developing and monitoring the annual budget; modeling budgets for new opportunities; monitoring financial reports and expenditure on ongoing grants and contracts; identifying trends of over or under-expenditure and making recommendations across finances and grant management functions.

    Responsibilities:

    • Manage agreements and key start-up tasks
    • Agreement administration key tasks
    • Program monitoring and reporting, and Financial management and reporting Key Tasks
    • Manage grants and finance team

    Qualifications:

    • Bachelors degree in relevant discipline: sciences, business, social sciences, social development, international management, public health or other relevant fields of study.
    • 7-10 years of experience working in the field of international development with escalating responsibility
    • Experience managing US government grants/contracts administration of similarly sized programs. Other bilateral/multilateral donor funding, private corporate, private foundations experience a benefit.
    • Confidence to bring a greater voice to FGM activities, and make substantive program recommendations
    • Strong cross-cultural communication skills, including experience working with globally distributed teams in disparate countries and time zones
    • Demonstrated management experience

    Meal Lead

    • Successful candidates will bring a clear track record of building creative, cost-effective, multi-country measurement and learning systems that support decision making and performance monitoring. You will have experience and comfort with quantitative and qualitative data collection and analysis as well as with measurement approaches ranging from action research to experimental designs. You will have experience with complex gender and social norms programming and an understanding of effective tools or tactics for measuring change in these domains. You will be an excellent communicator, able to convert MEAL outputs into language and formats that engage people and enable effective management decision making. Familiarity with ICT4Development, digital inclusion/digital divide research and practice, and feminist technology and capabilities-based approaches are a huge advantage.

    Responsibilities:

    • Lead the development and management of the program MEAL System for the five-year global program inline with the program theory of change and learning priorities
    • Develop and/or define key performance indicators and impact metrics, drawing on existing, tested tools as much as possible
    • Develop data collection instruments and systems to support responsible data management and timely reporting
    • Recruit and manage regional MEAL consultants and/or firms to support the delivery of the program MEAL system
    • Manage and/or generate routine reports, drawing on MEAL system to assess program progress, identify emerging lessons and illustrate opportunities for improvement
    • Supervise longitudinal studies of participants and their communities, including mixed-methods baseline and endline data collection and potential direct participant communication
    • Help articulate an evidence base / criteria for inclusion for gender digital divide programs
    • Extract insights from previous programming to inform impact assessments
    • Create learning products for Communities of Practice and reports
    • Connect with KM colleagues across CARE and the consortium to share data and findings
    • Represent program with internal and external audiences

    Qualifications:

    • 7-10 years of relevant experience with international development/financial inclusion/social impact organizations
    • Creative and impact-driven ideas about MEAL in the context of digital inclusion
    • Ability to take the lead/self-start based on the needs of the larger program
    • Confidence to bring a greater voice to MEAL and make substantive program recommendations
    • Mixed-method expertise, with depth in participatory and emancipatory MEAL approaches
    • Strong cross-cultural communication skills, including experience working with globally distributed teams in disparate countries and time zones
    • International work and lived experience, preferable in Sub-Saharan Africa and/or South Asia
    • An entrepreneurial mindset, comfort with ambiguity and a commitment to going beyond the status quo
    • Excellent measurement tool development/use across large-scale multi-country research
    • Experience or familiarity with the digital inclusion, economic empowerment and/or financial inclusion data and tools
    • Experience measuring gender norms and/or change gender-focused programming
    • Experience delivering MEAL capacity building to support others to execute monitoring and evaluation tasks
    • Direct line management and/or consultant management experience
    • Exemplary critical thinking and reasoning skills to break down complex problems and find practical solutions
    • Fluent English speaker and writer
    • Effective communicator, able to convert complex data and information into engaging reports, analysis, and insights
    • Commitment to gender equality, localization and decolonization of aid
    • Knowledge/use of digital data collection services - ODK, Kobo, and participatory-focused data/reporting/feedback systems
