    Humanitarian Accountability Officer

    Responsibilities

    Accountability to Affected Populations (AAP)

    • Lead the design, implementation, and monitoring of AAP strategies in line with:
      • IASC AAP Framework
      • Core Humanitarian Standard (CHS)
      • UNOCHA funding and due‑diligence requirements
    • Ensure communities are informed of their rights, entitlements, selection criteria, and complaint channels.
    • Promote meaningful participation of affected populations, including women, youth, persons with disabilities, and marginalized groups.
    • Ensure do‑no‑harm and conflict‑sensitive approaches in community engagement.
    • Complaints and Feedback Mechanisms (CFMs)
      • Establish and oversee safe, accessible, confidential, and functional CFMs (hotlines, help desks, suggestion boxes, community meetings, digital platforms).
      • Ensure standard operating procedures (SOPs) for feedback and complaints handling are developed and implemented.
      • Ensure sensitive complaints (e.g. SEA/SH, protection issues) are handled in line with safeguarding protocols.
      • Track trends in feedback and complaints and ensure timely response and corrective action.

    Community Engagement and Communication

    • Coordinate two‑way communication with affected populations.
    • Support teams to develop community‑friendly information materials (local languages, simplified formats).
    • Strengthen staff capacity on inclusive communication techniques.
    • Facilitate community consultations to inform programme design and adaptation.

    Project Planning and Development

    Monitoring, Learning, and Adaptation

    • Integrate accountability indicators into MEAL frameworks.
      • Analyse feedback data to identify:
    • Programmatic gaps
    • Risks
    • Community priorities
      • Support real‑time programme adaptation based on community input.
      • Document lessons learned and best practices for reporting to EPFs / CBPFs / OCHA.
      • With the support of the project manager, ensure integration of Accountability components in the project planning, implementation, monitoring and evaluation in the project areas.
      • Take the lead in the design and implementation of an Accountability & Learning plan to track delivery against project objectives.
      • Effecting internal reporting schedules & templates in close liaison with the project management team, with a particular focus on checking log frames and ensuring indicators are aligned with the project objectives.
      • Review and update log frames, M&E Plans, Project indicators, periodic targets, and detailed implementation plans.
      • Support the development of a clear and implementable work breakdown structure for respective activities.
      • Develop and continuously review project plans and budgets
      • Participate in the development/review of data collection tools and guidelines for analysis and reporting, focusing on establishing accountability Output and outcome Tracking, systemically checking data for quality, accuracy, and consistency, and providing feedback as necessary.

      • Establish and operationalize Complaint and Feedback Mechanisms (CFM/CRM) across all project sites, ensuring accessibility, safety, and confidentiality
      • Facilitate two-way communication with communities and beneficiaries to strengthen participation and transparency in programming
      • Systematically collect, track, and analyse feedback and timeliness of, responses, referrals, and resolution of complaints, including sensitive protection issues (PSEA, gender, inclusion) complaints.
      • Integrate community feedback into programme design, implementation, and adaptive learning processes
      • Produce regular (monthly) accountability reports summarizing feedback trends, actions taken, and improvements made.

    Project Integration, Assessment, Monitoring, Training, Reporting & Evaluation

    • Conduct training and coaching for programme and field staff on:
      • AAP principles
      • CFMs
      • Community engagement
      • Protection mainstreaming
    • Support partners or consortium to comply with UNOCHA accountability standards.
    • Liaise with MEAL, Protection, Safeguarding, and Programme teams to ensure integration.
    • Support the project Monthly, Quarterly, Semi-Annual and Annual Reporting as per the Program Plan and the project requirements.
    • Support development of ToR’s for accountability surveys or assessments in collaboration with other project teams and identify specific data requirements.
    • Provide technical support in carrying out baseline assessments, midterm reviews and end-of-program evaluations across the aligned sectors
    • Develop and execute joint monitoring plans and schedules
    • Provide technical support in implementing/mainstreaming the project Accountability system to the existing M&E system in WVK.
    • Monitor Drought response program implementation levels and report progress.
    • Take charge of data collation, analysis, synthesis and updating the monitoring matrix and other monitoring tools in place based on findings to inform project management and decision making.
    • Use processed output level quality benchmarks as a reference to undertake field monitoring visits, focusing on project quality aspects.
    • Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
    • Follow up with project teams on project quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming.
    • Support development and quality review of reports and ensure alignment with WVK and USG guidelines on Accountability.
    • Timely submission of project reports as per the donor requirements.
    • Store collected data securely as per policies relating to data protection protocols.
    • Disseminate all project information related to program Accountability to staff and partners.
    • Ensure Project alignment with the donors and support office evaluation protocols and methodological tools.
    • Document and disseminate lessons learnt and best practices on completed project initiatives through the established coordination platforms.

    Learning, Documentation & Capacity Development 

    • Contribute to donor reports, ensuring accountability and community engagement sections meet UNOCHA expectations.

    Knowledge/Qualifications for The Role

    Required Education & Certification

    • Bachelor’s degree in one of the following fields (minimum requirement):
      • Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, or related discipline or a closely related field from a recognized university with related field experience of over 3 years.

    Required Professional experience and Skills

    Professional Experience

    • Minimum 3–5 years of relevant experience in Monitoring, Evaluation, Accountability and Learning (MEAL) or related field roles in development or humanitarian settings
    • Demonstrated experience in designing and implementing Accountability systems, tools, and frameworks
    • Experience in conducting field monitoring, evaluations, assessments, and surveys
    • Proven experience in data quality assurance and performance monitoring
    • Experience working with NGOs, UN agencies, or donor-funded projects is highly desirable
    • Experience in training, mentoring, and capacity strengthening of field teams and partners
    • Experience in preparing donor reports, dashboards, and evidence-based learning products
    • Field-based experience in project implementation and coordination with multi-sectoral teams

    Required Skills

    • Strong knowledge of MEAL systems, results-based management, and logframe design
    • Proficiency in quantitative and qualitative data collection, analysis, and reporting
    • Advanced skills in data management tools (e.g., Excel, SPSS, STATA, Power BI, or similar platforms)
    • Experience with digital data collection tools (e.g., KoboToolbox, ODK, LMMS/ITS)
    • Strong analytical and problem-solving skills with attention to detail and data quality assurance
    • Excellent report writing, visualization, and presentation skills
    • Strong understanding of accountability systems, feedback mechanisms, and community engagement approaches
    • Good facilitation skills for training, capacity building, and stakeholder engagement
    • Strong coordination and communication skills for multi-sectoral teamwork
    • Knowledge of humanitarian standards (UNOCHA, Sphere, OECD-DAC) and safeguarding principles (including PSEA)
    • Ability to work under pressure, meet deadlines, and manage multiple priorities in field-based environments

    Preferred Knowledge and Qualifications

    • Good understanding of World Vision and sphere standards.
    • Strong understanding of humanitarian and development programming, particularly in food security, livelihoods, resilience, or cash-based interventions (CVA).
    • Knowledge of UNOCHA Humanitarian coordination frameworks, humanitarian response standards, and inter-agency reporting requirements.
    • Familiarity with Results-Based Management (RBM), Theory of Change, and logframe development and review.
    • Good understanding of accountability to affected populations (AAP) and community feedback and response mechanisms (CFRM).
    • Knowledge of data protection principles, including compliance with the Kenya Data Protection Act (2019) and humanitarian data protection standards.
    • Understanding of gender equality, protection, disability inclusion, and safeguarding principles (including PSEA).
    • Familiarity with donor reporting systems and requirements (e.g., WFP, UNICEF, USAID, EU).
    • Strong understanding of learning and knowledge management approaches in MEAL systems.
    • Awareness of climate resilience, shock-responsive programming, and adaptive programming approaches in fragile contexts.
