  • Since 2006, National Taxpayers Association (NTA) has been implementing programmes focused on citizen demand for accountability through monitoring of the quality of public service delivery and the management of devolved funds. It has achieved this through the development of social accountability tools (Citizen Report Cards), civic awareness, citizen capacity-building, partnerships with government agencies, service providers, private sector, civil society and community action groups. NTA has conducted research and provided information to Kenyans through its Citizen Report Cards (CRCs), scoping studies, public forums and civic education through the media to present issues of how devolved funds are being used and their impact on development in constituencies in a user-friendly, simple, and accessible manner.

    Finance Internship

    Responsibilities

    • Under the direct supervision of the Finance Assistant, the intern will be trained and allowed to learn and assist in the handling of financial and administrative duties, which broadly include:
    • Administration
    • Assists in coordinating various activities related to the acquisition of goods and services for the office,
    • Prepares, processes, and follows up on administrative arrangements related to the consultants and individual contractors
    • Maintains up-to-date work unit files in the team's Folder
    • Ensure correct tracking of all Office equipment and fixed assets promptly, and ensure all relevant equipment is covered by the relevant insurance policy.
    • Maintains, on an ongoing basis, the list of intangible property, including active subscriptions and licenses, and
    • landline extensions, ensuring timely renewal or deactivation.
    • Issuance and recording of office stationery
    • Preparation of payment voucher and supporting documents under the supervision of the finance assistant

    Program Internship (2 Positions)

    Position Purpose

    The intern will work closely with the staff in the department while being exposed to the following areas to develop their skills: -

    • Project activity implementation;
    • Policy analysis and advocacy;
    • Stakeholder engagements;
    • Project activity and donor report writing;
    • Project budget and proposal development; and
    • Develop, execute, and report social media engagement plans.

    Qualifications

    • Applicants should have a minimum of one or more of the following degrees from a recognized university.
    • Bachelor’s degree in social sciences – Law/Economics/Political Science/Development Studies/Public Administration/Project Management; or a relevant field of study;
    • Basic data analysis and visualization skills;
    • Strong ethics with the ability to manage confidential data;
    • Good written, oral communication, and report writing skills;
    • Good time management and organizational skills;
    • Passionate learner and self-starter (should be comfortable owning your projects and have a ‘learner-focused’ mindset);

    Procurement Internship

    Responsibilities

    Under the direct supervision of the Administrative Secretary, the intern will be trained and allowed to learn and assist in the handling of procurement duties, which broadly include:

    • Procurement Documentation and Process Support:
    • Assist in preparing procurement documents such as Request for Quotations (RFQs), bid summaries, and purchase orders.
    • Support the drafting of various types of contracts (consultancy, construction, services).
    • Learn and assist in collecting quotes and bids from vendors in accordance with CARE procurement policies.
    • Vendor and Contract Management:
    • Support the enrichment and organization of the vendor database across multiple categories.
    • Maintain accurate records of vendor information, contracts, quotations, and purchase requisitions.
    • Assist in tracking contract execution and compliance.
    • Payment and Financial Coordination:
    • Help in organizing documentation required for timely payments to vendors and consultants.
    • Follow up with program teams on pending or missing documentation.
    • Ensure that payment-related files are complete, accurate, and accessible for audit purposes.
    • Filing and Archiving:
    • Maintain a well-organized filing system for procurement-related documents.
    • Support digitization and secure storage of key procurement records for easy retrieval.
    • Administrative and Coordination Support:
    • Assist in the coordination between the procurement team and other departments.
    • Help with logistical arrangements related to vendor communication and document printing.

    Program Manager

    The Program Manager is a senior leadership position responsible for the strategic oversight, coordination, and quality assurance of all NTA programs. The role provides visionary leadership to ensure alignment of programmatic work with NTA’s mission, strategic goals, and evolving national and global governance contexts. The Program Manager will play a key role in fundraising, donor relations, staff management, and cross-program integration.

    Key Responsibilities:

    • Strategic Leadership and Program Management
    • Provide overall leadership in the design, implementation, and evaluation of all NTA programs.
    • Ensure all programs are aligned with NTA’s strategic plan and respond to the political,
    • social, and economic landscape.
    • Supervise and support program officers to ensure high-quality, results-driven program delivery.
    • Lead cross-thematic collaboration across programs such as Economic Justice, Social Accountability, Tax Justice, and Public Finance.
    • Program Quality and Learning
    • Oversee the development and application of robust monitoring, evaluation, and learning (MEL) systems.
    • Promote a culture of evidence-based programming, adaptive learning, and innovation across teams.
    • Ensure the documentation and dissemination of key learnings, success stories, and programmatic insights.
    • Resource Mobilization and Donor Engagement
    • Lead the development of funding proposals and strategic partnerships in line with NTA’s program priorities.
    • Cultivate and maintain strong relationships with donors, partners, and stakeholders.
    • Ensure compliance with donor requirements, including quality and timely reporting and communications.
    • Team Leadership and Capacity Building
    • Provide strategic oversight and mentorship to program staff to enhance team performance and professional development.
    • Foster a collaborative, inclusive, and accountable organizational culture.
    • Participate in senior management decision-making, contributing to institutional development and strategic planning.
    • Advocacy, Representation, and Partnerships
    • Represent NTA in high-level policy dialogues, coalitions, networks, and public forums.
    • Strengthen NTA’s visibility and influence in national, regional, and global governance and accountability spaces.
    • Build and sustain strategic alliances with civil society organizations, media, academia, and government institutions.

    Qualifications and Experience:

    • Master’s degree in Public Policy, Development Studies, Political Science, Economics, or a related field.
    • At least 8 years of progressive experience in program management, with at least 3 years in a senior leadership role.
    • Demonstrated experience in governance, public finance, social accountability, or economic justice programming.
    • Proven track record in resource mobilization, including donor relations and proposal development.
    • Strong knowledge of Kenya’s governance context, devolution, tax and budget systems, and civil society landscape.

    Program Officer

    The Program Officer will support the implementation and management of projects. The role involves working closely with stakeholders at national and county levels tstrengthen public service delivery through enhanced accountability, participatory budgeting, citizen engagement, and strategic resource mobilization.

    Key Responsibilities:

    Program Implementation:

    • Coordinate the implementation of project initiatives, ensuring the timely delivery of activities and results.
    • Support the integration of program activities with NTA’s strategic plan and objectives.

    Research and Analysis:

    • Conduct research and policy analysis on public finance management, service delivery, and economic justice.
    • Develop evidence-based advocacy tools and materials, including policy briefs and position papers.

    Stakeholder Engagement:

    • Build and maintain partnerships with government agencies, civil society, communities, and development partners.
    • Facilitate forums, workshops, and community dialogues on public accountability and service delivery.

    Monitoring, Evaluation, and Reporting:

    • Contribute tthe development of project M&E frameworks and tools.
    • Prepare timely reports, impact stories, and documentation of lessons learned for internal and external audiences.

    Advocacy and Communication:

    • Support public campaigns promoting transparency and accountability in the use of public resources.
    • Assist in producing content for newsletters, blogs, social media, and other communications platforms.

    Resource Mobilization:

    • Support the identification of funding opportunities.
    • Contribute tthe development of concept notes, grant proposals, donor reports, and fundraising strategies.
    • Engage with donors and partners tbuild relationships and align program priorities with donor interests.

    Qualifications and Experience:

    • A Bachelor’s degree in Economics, Development Studies, Public Policy, Political Science, or a related field. A Master’s degree will be an added advantage.
    • A minimum of 5 years’ proven experience in managing policy advocacy projects.
    • Demonstrated experience working with a range of donors, including strong donor reporting and compliance skills.
    • In-depth knowledge of Kenya’s tax system and the global taxation landscape, including pro-poor taxation, economic inequality, public budgeting, development financing, gender-responsive budgeting, debt, and tax justice issues.
    • Proven ability tdevelop and deliver high-quality analytical reports, policy briefs, and advocacy materials.
    • Strong understanding of Kenya’s public finance management systems, social accountability mechanisms, and devolved governance structures.
    • Experience in conceptualizing, designing, and leading multi-county programs that advocate for progressive economic policies, equitable revenue generation, pro-poor government budgets, and improved public service delivery.
    • Ability tinitiate, build, and sustain strategic partnerships tadvance organizational goals and influence policy change.
