    Monitoring Team Lead

    CAMRIS seeks a Monitoring Team Lead for the upcoming USAID/Kenya and East Africa (USAID/KEA) Evaluations, Assessments, and Analyses program. The USAID/KEA is seeking support in three areas: designing and implementing both quantitative and/or qualitative evaluation studies; developing and delivering evaluation and assessment training to USAID, its implementing partners, and local institutions to support USAID EAA needs; and build the capacity of local monitoring and evaluation (M&E) specialist to lead future activities.

    *This is a forecasted position and it is contingent upon contract award. 

    Responsibilities

    The Monitoring Team Lead will be responsible for the overall management and functioning of all third-party monitoring, and capacity building activities. This includes:

    • Overseeing all aspects of third party monitoring activities, such as planning, budgeting, recruitment of consultants, designing and implementing each assigned activity.
    • Incorporation of M&E considerations into USAID/KEA’s strategy as it is developed and finalized and into USAID/KEA program and activity design;
    • Assisting in the development of mission’s performance management plan (PMP) and project and activity monitoring, evaluation and learning (MEL) plans
    • Assisting implementing partners to develop effective indicators
    • Conducting data quality assessments (DQAs)
    • Designing and conducting training in MEL topics to staff of USAID, Implementing partners, and other organizations recommended by USAID/KEA.
    • Identifying appropriate staffing levels.
    • Securing appropriate qualified staff.
    • Managing an internal local team of monitoring specialists, and external short-term consultants.
    • Providing relevant technical guidance.
    • Leading consultations with relevant USAID/KEA staff and implementing partners.
    • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.
    • Tracking, analyzing and summarizing mission performance monitoring data using graphs, maps, and charts to facilitate mission decision-making.

    Qualifications

    • A Master’s or higher degree is preferred in organizational development, public policy or administration, business administration, research methods,  knowledge management, political science, international relations or a related field.
    • At least ten (10) years of international development experience involved in either monitoring or evaluation; project management; project design, or strategy development.
    • Extensive experience developing performance indicators, MEL plans, and conducting DQAs.
    • At least five (5) years of experience in designing and implementing third-party monitoring activities. .
    • At least five (5) years of experience designing and conducting training in various MEL topics.
    • Strong data analysis, English report writing, and presentation skills.
    • Fluency in English required.
    • Fluency in French and Swahili preferred.
    • Able to effectively manage activities in a multi-cultural environment.
    • At least five (5) years of supervisory experience.
    • Must be a citizen of Kenya, Uganda, or Rwanda.
    • Experience working with USAID is preferred.
    • Experience working in East Africa is desired.

    Learning Advisor

    CAMRIS seeks a Learning Advisor for the upcoming USAID/Kenya and East Africa (USAID/KEA) Evaluations, Assessments, and Analyses program. The USAID/KEA is seeking support in three areas: designing and implementing both quantitative and/or qualitative evaluation studies; developing and delivering evaluation and assessment training to USAID, its implementing partners, and local institutions to support USAID EAA needs; and build the capacity of local monitoring and evaluation (M&E) specialist to lead future activities.

    *This is a forecasted position and it is contingent upon contract award. 

    Responsibilities

    The Learning Advisor will be an experienced, organizational learning and knowledge management professional. Their duties will be to guide USAID/KEA’s staff and senior management team on how to implement collaborating, learning, and adapting (CLA) oriented practices throughout CDCS implementation, primarily by bolstering the Mission’s learning and adaptive management practices. This includes the following:

    • Overseeing all aspects of the Mission’s CLA activities, such as planning and budgeting for each assigned activity
    • Identifying appropriate staffing levels
    • Securing appropriate qualified staff
    • Supervising an internal team of local professionals and external, short-term consultants
    • Providing relevant technical guidance
    • Leading consultations with relevant USAID/KEA staff and implementing partners
    • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.
    • Assisting USAID/KEA to develop and implement a learning agenda.
    • Analyzing and testing the validity of hypotheses and assumptions embedded in strategy-level CDCS/RDCS results frameworks and project level logical frameworks and theories of change;
    • Planning for learning and distillation of lessons learned for use in Kenya, other East Africa missions, and elsewhere in the Agency.

    Qualifications

    • A Master’s or higher degree is preferred in organizational development, , public policy or administration, business administration, knowledge management, political science, international relations or a related field, or other fields closely related.
    • At least ten (10) years of international development experience involved in either monitoring or evaluation, project management, knowledge management, project design, or strategy development.
    • Experience designing and implementing CLA activities in USAID missions and other organizations
    • Experience in developing and leading knowledge management programs, facilitating communities of practice, and social networking.
    • Experience with a wide range of development areas, such as monitoring and evaluation, gender, agriculture, economic growth, environment, democracy and governance, health, nutrition, and education.
    • Strong data analysis, and English report writing, and presentation skills.
    • Able to effectively manage activities in a multi-cultural environment.
    • At least five (5) years of supervisory experience
    • Fluency in English required.
    • Fluency in French and Swahili preferred.
    • Must be a citizen of Kenya, Uganda, or Rwanda.
    • Experience working with USAID is preferred.
    • Experience working in East Africa is desired.

    • Conducting evaluation (performance and impact, midline, and final, and whole-of-project) and analysis of issues related to the effectiveness and contribution of program and policy strategies that support Agency/Mission goals and objectives including informing the next generation of Country Development Cooperation Strategies (CDCS) and the East Africa Regional Development Cooperation Strategy (RDCS).
    • Evaluating and analyzing unexpected positive or negative consequences or impacts from various programs or activities, as the basis for mid-course corrections or informing future activities;
    • Evaluating, analyzing and visualizing high-priority strategic issues which may be of concern to Agency managers or key Agency customers, including the Mission Director and the Administrator;
    • Identifying appropriate staffing levels.
    • Securing appropriate qualified staff.
    • Managing an internal local team of evaluation specialists, and external short-term consultants.
    • Providing relevant technical guidance.
    • Leading consultations with relevant USAID/KEA staff and implementing partners.
    • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.

    Qualifications

    • At least ten (10) years of international development experience involved in either performance monitoring or evaluation.
    • Experience designing, conducting and managing impact evaluations.
    • Experience  in designing, conducting, and managing baseline, midline, and end line surveys, sector assessments, studies, and analyses
    • Evidence of advanced evaluation design and advanced statistical analysis including multi-level modeling, propensity score matching, conducting power analysis for clustered evaluations and, fluency with a statistical software package desired.
    • Strong data analysis, English report writing, and presentation skills.
    • Able to effectively manage activities in a multi-cultural environment.
    • At least five (5) years of supervisory experience
    • Fluency in English required.
    • Fluency in French and Swahili preferred.
    • Must be a citizen of Kenya, Uganda, or Rwanda.
    • Experience working with USAID is preferred.
    • Experience working in East Africa is desired.
