    Rapporteur

    The Assignment
    The conference rapporteur will undertake the following roles:

    • Consultancy services as Lead Conference Rapporteur at the regional conference on enhancing access to climate information and gender inclusive governance from the 3 rd – 6 th December 2024.
    • Develop the conference policy communique informed by the recommendations from the conference by 5 th December 2024 .
    • Develop the consolidated conference reports with proceedings and recommendations from the conference by 30th January 202 5 .
    • Develop County Progress Reports focusing on impactful interventions on climate change with a newsletter as an addendum for Isiolo and Marsabit counties by 30 th April 2025.
    • Translate the County Progress Reports on impactful interventions on climate change into Swahili language 30 th April 2025.

    Deliverables
    Key deliverables and timeframe for the assignment are as follows:

    • Conference policy communique informed by the recommendations from the conference by 5 th December 2024 .
    • Consolidated conference reports with proceedings and recommendations from the conference by 30th January 202 5 .
    • County Progress Reports focusing on impactful interventions on climate change with a newsletter as an addendum for Isiolo and Marsabit counties by 30 th April 2025.

    Job Requirements
    Education and competency

    • Hold a university degree in law, gender, environmental studies, public policy, governance or another relevant field.
    • Proven experience in facilitating and/or rapporteur in a similar high-level event.
    • Demonstrated in-depth expertise on climate change, gender, access to information, and governance issues in Kenya.
    • Strong research and analytical skills, with the ability to synthesize complex information into clear and concise reports.
    • Excellent written communication skills, with attention to detail and accuracy.
    • Ability to work independently and meet tight deadlines.
    • Flexibility and adaptability to work in a dynamic and fast-paced environment.

    Programme Coordinator

    The Department of Programmes is the central management and coordinating function for programme delivery and capacity development. It is responsible for the implementation of IDLO’s global programmes portfolio for field and non-field locations in line with organizational strategy.
    Under the direct supervision of the Programme Lead, the Programme Coordinator supports the implementation of programmes. The Programme Coordinator is responsible for the overall programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
    Primary Functions
    Summary of Functions:

    • Support day-to-day programme implementation and ensure project consistency with project design and delivery with IDLO processes and procedures.
    • Monitor programme activities to ensure compliance with contracts and procedures and that programme cycle quality controls are in place.
    • Programme development and programme representation.

    Key results expected

    • Support day-to-day programme implementation, including work planning, budget management, monitoring and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
    • Manage the coordination of programme implementation and program activities;
    • Support development of implementation plans through standardized programmes cycle management tools, logic models and frameworks, work plans, and others;
    • Under the supervision of the Programme Lead, monitor daily programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
    • Draft, collate, and provide input for the finalization of internal and external reports in collaboration with the Program Lead while ensuring the reports highlight the value and impact of the programmes/activities;
    • Collaborate and communicate regularly with the Finance Unit to build accurate programme financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder; and
    • In conjunction with HR, support in the timely identification and screening of programmes consultants/contractors and processing of contracts.
    • Support programme activities in compliance with institutional procedures and ensure compliance with programme cycle quality controls.
    • Ensure internal procedures and guidelines are observed;
    • Ensure programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts; and
    • Research legal, political, social, and economic events, trends, and/or developments relating to the programmes and respond to internal and external requests for such research.
    • Programme development and programme representation.
    • Represent IDLO in programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions, CSOs and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs;
    • In coordination with the supervisor, generate ideas and identify new programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s programme portfolio in line with country/regional/organizational strategies; and
    • Responsible for designing implementation plans through standardized programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.

    Job Requirements
    Education and Work experience

    • Graduate degree in Law, International Relations, Development Studies, or any other related field is required.
    • 3-5 years of relevant professional experience, ideally within an international organization, is required.
    • Professional experience in the rule of law and criminal justice programming will be an added advantage.

    Languages

    • Fluency in English is required.

    Specific knowledge, skills, and competencies

    • Familiarity with the standard programme and data management methodologies, tools, processes, and results-based management and monitoring and evaluation principles.
    • Excellent written and verbal communication skills.
    • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
    • Works well with others and actively participates. Shares information contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation. Works effectively across and within IDLO organizational boundaries.
    • Proven ability to see through tasks set and deliver results.
    • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
    • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
