    Program Development Advisor

    JOB DESCRIPTION

    The Program Development Advisor (PDA), will support Great Lakes country programs in securing funding for their programmes, through supporting and leading pursuit of new funding opportunities, in line with IRC’s Business Development Strategy. Support will include all phases of the business development process, from opportunity identification to contract signature; including pre-positioning, partnerships building, proposal development, and due diligence phases. The successful candidate will have a strong track record of working on new funding opportunities in humanitarian and international development with a range of multilateral and bilateral donors (USAID, US Department of State, FCDO, EU and ECHO, GFFO, BMZ, Sida, SDC, World Bank, etc.), as well as experience collaborating with local partner organisations.

    The PDA will support business development in the IRC’s Great Lakes region, which comprises country programs in Burundi, the Central African Republic, the Democratic Republic of the Congo, and Tanzania. Candidates who are from these countries and/or have significant experience in the region are strongly encouraged to apply.

    JOB RESPONSIBILITIES

    1. Help drive business development in the region by providing effective proposal support, ranging from proposal management to comprehensive support and quality assurance.
    2. Support in building IRC’s visibility with donors, peers, and partners.
    3. Coordinate proposal development, including sharing initial assessment of new opportunities, preparing timelines, ensuring the proposal team adheres to deadlines, supporting recruitment, assisting in budget development, ensuring document completion, organizing meetings and compiling notes, and drafting and proofreading proposal sections.
    4. Support country programs in increasing local ownership of projects in alignment with IRC’s partnership strategy, through growing IRC’s collaboration with and support to local organisations in Great Lakes countries.
    5. Collaborate with technical units, country offices, and other colleagues to support conceptualization of winning programme and bid designs for new project activities and/or amendments to current projects.
    6. Coordinate and communicate with consortium partners with consortium partners. Compile inputs from proposal team members, including consultants and partners. Identify partners, consultants, and other proposal development support as needed.
    7. Provide quality assurance and quality compliance support on proposals. Ensure responsiveness to and compliance with solicitation documents and with IRC’s requirements.
    8. Collaborate with country programs to successfully position for new funding opportunities. Lead and assist in the identification, tracking and updating of new business opportunities across a variety of technical sectors and donors.
    9. Lead or support pre-positioning for specific opportunities, including facilitating technical brainstorming, partner and competitor landscape analysis and win theme sessions with technical and country staff.
    10. Facilitate the identification of consultants and/or additional support for opportunities in collaboration with the country team.
    11. Facilitate internal post-submission debrief sessions with country teams, technical units, regional team and other relevant stakeholders to collect lessons learned.
    12. Work with regional program support team colleagues to incorporate lessons learned from implementation at the proposal stage.
    13. Maintain complete and accurate electronic files, including final submission packages.

    SKILLS, KNOWLEDGE AND QUALIFICATIONS

    1. Experience in developing and supporting humanitarian and development proposals for NGOs
    2. Experience with strategies and proposal processes of key government/statutory donors – US, UK, EU, German, Scandinavian, etc.
    3. Experience in collaborating with and supporting national and community-based partners
    4. Experience in proposal budgeting a plus
    5. Excellent communication and interpersonal skills, including the ability to effectively collaborate across a variety of relationships in a multicultural environment
    6. Demonstrated ability to collaborate equally effectively with colleagues in remote and diverse teams, including as team leader for proposals
    7. Clear, compelling writing skills
    8. Ability to multi-task and prioritize effectively
    9. Ability to travel within central Africa (approximately 20% of time)
    10. Fluency in English and French

    Nurse

    Job Description

    To provide holistic specialized or general nursing services to both inpatient and outpatients within the hospital specialized unit or Health post.

    Key Responsibilities 

    The Nurse is directly responsible to the Hospital Nursing Officer in Charge and will carry out the following duties:

    Programming

    1. The clinical nurse shall work in specific ward/Health post/specialized unit assigned and would therefore work as both supervisor and team leader of the national and refugee staff.
    2. Prepare for and assist the doctors during clinical procedures whenever required.
    3. Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented on patient’s charts.
    4. Carry out minor surgical procedures, screening, admissions, consultation, resuscitation and stabilization of clients in management of clinical emergencies.
    5. Provide effective reproductive health services based on all pillars of safe motherhood to ensure best maternal child outcome.
    6. Implement community health strategy in collaboration with key stakeholders.
    7. Refer to the doctor in charge or to the doctor on call relevant information such as patient’s status and laboratory results, which would assist in proper clinical management.
    8. Assist patients with activities of daily living while in the ward/clinic.
    9. Maintaining psychological well beings through reassurance to patients’ peri operative.                    
    10. Observe and maintain infection prevention policy daily and ensure safe work environment.
    11. Arrange and submit weekly/monthly ward or unit work schedule, plan daily duties and responsibilities for both national and refugee staff and leave plans to ensure adequate coverage.
    12. Convene ward/unit meetings and attend important hospital or department meetings.
    13. Escort patients during referral when necessary and facilitate acquisition of legal travel documents.
    14. Do hospital coverage and on-call as required.
    15. Participate in camp health surveys/campaigns as required.

    Reporting and Communication

    1. Compile and submit quarterly inventory return/requisition of all drugs and supplies.
    2. Conduct regular training session for national and refugee staff on basic nursing care/management of various ward cases, documentation and infection prevention.
    3. Provide individualized health education and counseling related to health maintenance and disease prevention.
    4. Attend and facilitate Continuous Medical Education.
    5. Compile and submit weekly/monthly HIS reports.
    6. Monitor and supervise proper usage of supplies as well as maintain adequate supplies and buffer stock.

    Operations

    1. Perform managerial and administrative functions in assigned wards/unit by participating in recruitment, capacity building, and appraisal and disciplinary of supervisees.
    2. Maintain equipment in good condition and submit regular inventory report of the same.
    3. Maintain and update key registers in the assigned area and documentation of client assessment, nursing diagnosis and outcomes while ensuring confidential records.
    4. Ensure that all admissions, discharges, transfers and deaths are properly recorded as they occur and participate in respective audits.
    5. Report any significant changes in operations to the supervisor.
    6. Carry out any other additional duties relevant to job description as may be assigned by the supervisor.

    Key Result Areas

    1. Assessment, Planning, Implementation, Monitoring and Evaluation of nursing care services and other related activities within the allocated ward/unit.

    Qualifications

    1. Kenya Registered and/or Community Health Nurse from a recognized Nursing Training Institution.
    2. Registered with the Nursing Council of Kenya with valid practicing license
    3. At least 2 years’ experience
    4. NGO experience in a similar setup is an added advantage.

    Required Experience & Competencies:

    1. At least 2 years working experience in a busy hospital setup.
    2. Experience in management of children with severe acute malnutrition and medical complications desirable.
    3. Team player and cultural sensitivity is required.
    4. Ability to work in hardship areas (Previous emergency experience in a remote setting will be an added advantage).
    5. Fluency in Somali will be an added advantage.
