    Kenya National Bureau of Statistics (KNBS) is a corporate body established under the Statistics Act (2006). It is the principal Government agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.

     

    Deputy Director, Cartography/ Geographic Information System

    Job Purpose:

    • Reporting to the Director, Population and Social Statistics, the jobholder will be responsible for planning and implementing activities in the Cartography and Geographic Information Division. 

    Key responsibilities 

    • Overseeing the preparation of proposals on Mapping activities; 
    • Initiating design and review of geospatial Mapping instruments; undertaking research on emerging technologies in geospatial data collection and analysis; 
    • Overseeing analyzing and processing geospatial data 
    • Coordinating training of trainers and training of Mapping Assistants on geospatial data collection and map production; 
    • Overseeing identification of administrative boundaries, delineation and updating of Enumeration Areas for censuses and surveys; 
    • Overseeing the preparation Mapping reports; 
    • Overseeing preparation of Census maps and atlas for dissemination; 
    • Mobilizing stakeholders for sensitization on mapping; 
    • Overseeing the development and management of a geospatial database; 
    • Overseeing and developing standards and techniques for mapping; 
    • Ensuring preparation and production of maps as per stakeholder’s requests;  
    • Ensuring editing of geospatial databases and geography file; 
    • Undertaking any other duties, lawfully assigned by the supervisor. 

    Requirements for Appointment  

    • Cumulative service period of fifteen (15) years’ relevant work experience, three (3) of which should have been at the Grade of Assistant Director, 
    • Cartography/GIS or in a comparable position; Bachelor’s Degree in any of the following: Geo-spatial Engineering; Geomatics Engineering; Technology in Geographic Information; Geospatial Information Science and Remote Sensing; Technology in Geomatics; Geography; Environmental Studies and Urban Planning or any other equivalent qualification from a recognized institution; 
    • Master’s Degree in any of the following: Geo-spatial Engineering; Geomatics Engineering; Geospatial Information Science; Geography; Environmental Studies; Urban Planning; Geographic Information Systems and Remote Sensing or any other equivalent qualification from a recognized institution; 
    • Certificate in a Leadership course lasting not less than four (4) weeks from a recognized institution; Proficiency in relevant computer applications;  Shown merit and ability as reflected in work performance and results.

    Deputy Director, Administration

    Job Purpose:

    • Reporting to the Director, Corporate Services, the jobholder will be responsible for planning and implementing activities in the Administration Division. 

    Key responsibilities 

    • Developing, reviewing and implementing administration policies and procedure;  
    • Overseeing office transport services;  
    • Ensuring that the KNBS motor vehicles and motor cycles are well maintained, serviced and in good working conditions;  
    • Ensuring administrative services are effectively coordinated and managed within KNBS;  
    • Controlling and monitoring location and movement of vehicles and equipment;  
    • Overseeing implementation of maintenance schedule, insurance of vehicles and buildings;  
    • Identifying risks and hazards and ensuring protection and measures are in place maintenance  
    • Coordinating provision of office administrative services;  
    • Identifying unserviceable and obsolete assets for disposal;  
    • Managing of office space and equipment;  
    • Ensuring timely payments of all bills for common services;  
    • Reviewing and approving reports on operations, maintenance and utilization; 
    • Identifying risks and hazards and ensuring protection and mitigation measures are in place; 
    • Undertaking any other duties, lawfully assigned by the supervisor. 

    Requirements for Appointment  

    • Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in the Grade of Assistant Director, 
    • Administration or in a comparable position;  
    • Bachelor’s Degree in Business Administration/Management, Social Sciences, Public Administration, Political Science, Building Economics, Estate 
    • Management, Property Management and Valuation, Facilities Management, or any other relevant and equivalent qualification from arecognized institution; 
    • Master’s Degree in, Business Administration/Management, Social Sciences 
    • Public Administration, Political Science Land Economics, Building 
    • Economics, Estate Management, Property Management and Valuation, 
    • Facilities Management or any other relevant and equivalent qualification from a recognized institution;  
    • Membership to a relevant professional body where applicable and in good standing;  
    • Leadership Course lasting not less than four (4) weeks from a recognized institution;  
    • Proficiency in relevant computer application; and  
    • Shown merit and shown ability as reflected in work performance and results.

    Deputy Director, Legal Services/ Corporation Secretary

    Job Purpose:

    • Reporting to the Director, General, the jobholder will be responsible for planning and implementing activities in the Legal Services Division. 

    Key responsibilities 

    • Coordinating the preparation of Board Papers and circulating to the Board members;  
    • Taking Minutes in meetings of the Board and communicating the resolution of the Board;  
    • Ensuring safe custody of the minutes, decision and documents of the Board;  
    • Ensuring the safe custody of the seal of the Bureau;  
    • Coordinating development, implementation and review of policies, strategies, standards and guidelines in the legal services;  
    • Overseeing the preparation of legal opinions, agreements, contracts and Memorandum of Understanding;  
    • Overseeing negotiation of contracts/agreements and ensuring signed a contracts and other legal documents of the Bureau are in the safe custody;  
    • Monitoring research on various aspects concerning all applicable laws as may be required;  
    • Overseeing identification of legal and compliance risks;  
    • Coordinating interpretation of legal information;  
    • Providing advice on legal issues in the development of policies in KNBS;  
    • Attending court proceedings on behalf of the Bureau;  
    • Researching on any legal areas touching on the mandate of the Bureau;  
    • Preparing a Calendar for Board and Board Committee meetings;  
    • Coordinating Annual Board evaluation and Board development activities;  
    • Advising the Board on any legal matters;  
    • Drafting of legal opinions and preparing witnesses for court attendance; and 
    • Coordinating the review of pleadings filed in court. 

    Requirements for Appointment  

    •  At least fifteen (15) years relevant work experience, three (3) years of which should have been at the Grade of Assistant Director, Legal Services or in a comparable position;  
    • Master’s Degree in Law (L.LB) from a recognized University;  
    • Bachelor’s Degree in Law (L.LB) from a recognized University;  
    • Postgraduate Diploma in legal Studies Council of legal Education;  
    • Advocate of the High Court of Kenya of not less than eight (8) years of good standing;  
    • Valid Practicing certificate from the Law Society of Kenya (LSK);  
    • Registered Certified Secretary in good standing with the Institute of Certified Secretaries of Kenya (ICS(K);
